FIRST AND FOREMOST, I WANT TO FORMALLY SHARE MY DEEP COMMITMENT TO OUR SHARED COMMUNITY, MOST NOTABLY TO OUR WONDERFUL STUDENTS AND THEIR PARENTS. HORIZON HIGH SCHOOL HAS MORE THAN JUST A BUILDING. IT IS A HUB OF POTENTIAL AND I TAKE THAT RESPONSIBILITY VERY SERIOUSLY. IT'S PART OF THE REASON WHY I MET IN A SHIRT AND TIE I'M ACTUALLY WEARING. I DO WEAR THE HORIZON THE HORIZON NAME VERY PROUDLY. FURTHERMORE, I BELIEVE THAT A STRONG COMMUNITY IS BUILT ON STRONG PARTNERSHIPS. THE SUCCESS OF OUR SCHOOLS AND THE SUCCESS OF OUR CITY GO HAND IN HAND. I WANT TO ESTABLISH AN OPEN LINE OF COMMUNICATION BETWEEN OUR CAMPUS AND THIS COUNCIL RIGHT FROM THE START. AMENDMENT NUMBER ONE, MAYOR, COUNCIL OF ECONOMIC DEVELOPMENT. SO ITEM NUMBER SEVEN WILL BE THE SECOND FINAL READING OF THE THE EXPANSION OF ARTERIES, THE PROPOSED EXPANSION. AND SO WE DO HAVE NATALIE AYALA, WHO'S GOING TO COME UP HERE AND RUN THE PRESENTATION FOR YOU ALL AND INTRODUCE THE ITEM. THANK YOU MADAM. THANK YOU. WE HAVE THE HONOR OF SERVING AS THE CITY'S CONSULTANT ON THIS EXPANSION. AND JUST FOR THE BENEFIT OF THE PUBLIC, BECAUSE THIS IS THE FINAL READING, I WILL GO OVER THIS MATERIAL. WE'VE GONE THROUGH IT IN A BRIEFING AND THE FIRST READING, BUT. SO I'LL MOVE QUICKLY. TAX INCREMENT FINANCING IS A TOOL THAT INCENTIVIZES ECONOMIC DEVELOPMENT WITH WITHIN A TAX INCREMENT REINVESTMENT ZONE. SO MEMBERS OF THE PUBLIC OR YOURSELVES MIGHT HAVE HEARD THE TERMS TIF AND TERMS USED INTERCHANGEABLY. THEY DO MEAN THE SAME THING. TECHNICALLY, TIF IS THE VERB TAX INCREMENT FINANCING, WHICH IS THE MECHANISM TAX INCREMENT REINVESTMENT ZONE. TURS IS THE NOUN. IT'S GOVERNED BY TEXAS TAX CODE. CHAPTER THREE. 1100S OF CHURCHES HAVE BEEN CREATED IN THE STATE OF TEXAS CITIES ALONE OR IN PARTNERSHIP WITH OTHER TAXING UNITS CAN USE THIS TOOL TO PAY FOR DEVELOPMENTS IN A ZONE SO IT WILL ATTRACT NEW DEVELOPMENT, FACILITATE INVESTMENT, AND BRING EXCITEMENT AND ENERGY TO A DESIGNATED AREA. A TURS CAN BE USED FOR INFRASTRUCTURE, PUBLIC IMPROVEMENTS, ECONOMIC DEVELOPMENT PROGRAMS OR OTHER PROJECTS BENEFITING THE ZONE.

IMPROVEMENT DISTRICT DOES INCLUDE AN ADDITIONAL ASSESSMENT ON YOUR PROPERTY. A TOURIST DOES NOT. WHAT A TOURIST DOES IS IT REDIRECTS INCREMENTAL TAX REVENUE GENERATED ABOVE AND BEYOND THE TAX REVENUE RECEIVED BY THE ENTITY IN THE BASE YEAR, A PORTION OF IT OR ALL OF IT INTO A SPECIAL FUND TO BE SPENT WITHIN THE ZONE. BUT I DO LIKE TO ALWAYS EMPHASIZE TO PROPERTY OWNERS THAT IF YOUR PROPERTY IS IN A TURS ONE DAY VERSUS THE NEXT, YOU'RE NOT GOING TO SEE ANY CHANGE ON YOUR TAX BILL. WHAT CHANGES IS WHAT THE CITY DOES WITH THE INCREMENTAL TAX REVENUE THAT IS GENERATED ON INCREASES IN TAXABLE VALUE. SO YOU CAN SEE HERE IN THIS CHART THAT GRAY HORIZONTAL BAR REPRESENTS THE TAX ON THE BASE YEAR. THE BASE YEAR IS THE YEAR IN WHICH THE PROPERTY IS ADDED TO THE TURS. AND THEN IN THIS PARTICULAR EXAMPLE, YOU CAN SEE IN THE BLUE THE PORTION OF THE TAX INCREMENT THAT FLOWS TO THE TOURS, AND THEN A PORTION OF THE TAX INCREMENT RESERVED FOR THE TAXING ENTITY. THE TOURS CREATION PROCESS AGAIN IS GOVERNED BY TEXAS TAX CODE. CHAPTER 311. THERE'S TWO MAIN DOCUMENTS. THERE'S A CREATION ORDINANCE, WHICH TONIGHT WE ARE ASKING FOR AN AMENDMENT TO THAT CREATION ORDINANCE. AND THEN THERE IS A TOURIST PROJECT AND FINANCING PLAN. PART OF THE CREATION ORDINANCE DOES INCLUDE AS AN EXHIBIT, AN AMENDED PROJECT AND FINANCING PLAN. WE WILL LATER COME FORWARD AND ASK FOR YOUR A SEPARATE ORDINANCE THAT WILL APPROVE THAT AMENDED PROJECT AND FINANCING PLAN, THE CREATION ORDINANCE, WHICH AGAIN, WE'RE ASKING TO AMEND TONIGHT, ESTABLISHES FIVE KEY ELEMENTS THE BOUNDARY WHICH WE'RE LOOKING TO EXPAND THE TERM WHICH WE ARE NOT LOOKING TO CHANGE CITY PARTICIPATION. NO CHANGE THERE. MEMBERS OF THE TOURIST BOARD. AGAIN, NO CHANGE THERE. AND THEN THAT PRELIMINARY PROJECT AND FINANCING PLAN. SO THIS PARTICULAR AMENDMENT IS REALLY DRIVEN BY A REQUEST TO EXPAND THE BOUNDARIES. TO GIVE YOU SOME BACKGROUND ON THE EXISTING TOURS, NUMBER ONE, YOU CAN SEE HERE IT'S APPROXIMATELY 154 ACRES, ALL WITHIN THE CITY LIMITS. IT WAS ESTABLISHED IN 2020, WHICH AGAIN, SO THE INCREMENT FOR THESE ORIGINAL BOUNDARIES WILL BE MEASURED AGAINST THE TAXABLE VALUE IN 2020. THERE'S A 30 YEAR TERM THAT WILL END ON DECEMBER 31ST, 2050. HORIZON CITY IS PARTICIPATING AT 100% OF THE CITY'S PORTION OF THE INCREMENTAL GROWTH OF AD VALOREM TAXES WITHIN THE ZONE. OUR PROPOSED AMENDMENT INCLUDES, YOU CAN SEE HERE IN BLUE WHAT WE'RE CALLING TOURS ONE A. IT IS IMPORTANT TO NOTE THAT INCREMENT FROM ONE PORTION OF THE TOURS CAN BE SPENT IN ANOTHER. SO IT IS ALL ONE FUND.

IT IS ALL ONE TOURS. THE REASON FOR THE DESIGNATION BETWEEN THE TWO. TO MAKE SURE THAT WE KNOW WHICH BASE YEAR FOR EACH ONE. SO THE RED BOUNDARIES HAVE A 2020 BASE YEAR. IF YOU MOVE TO APPROVE THE EXPANSION OF THE BOUNDARIES OF TOURS ONE A, THEY WILL HAVE A 2026 BASE YEAR. SO 2027 WOULD BE THE FIRST YEAR THAT ANY INCREMENT WOULD BE MEASURED AGAINST WHATEVER THE VALUE WAS IN 2026. SO AGAIN, TO SUMMARIZE, WE ARE LOOKING TO AMEND THE TOURS NUMBER ONE, TO EXPAND THE BOUNDARIES TO INCLUDE THE PROPOSED DEVELOPMENT, WHICH SPANS 770 ACRES. IT WILL HAVE A 2026 BASE YEAR WITH THE ORIGINAL BOUNDARIES KEEPING THAT 2020 BASE YEAR. WE DID AMEND THE PROJECT AND FINANCING PLAN TO UPDATE THE PROJECTIONS TO INCLUDE THE VALENCIA DEVELOPMENT THAT THE DEVELOPER WAS ABLE TO PROVIDE FOR US A GREAT LEVEL OF DETAIL AS TO WHAT IS PROJECTED TO OCCUR. NO CHANGE IN THE CITY PARTICIPATION OR TERM. WE HAVE APPROACHED EL PASO COUNTY AND THE MUD ABOUT PARTICIPATING IN THE EXPANDED BOUNDARIES, AND THOSE CONVERSATIONS HAVE BEEN PRETTY FRUITFUL. AS YOU CAN SEE HERE. THESE ARE THE DEVELOPMENT ASSUMPTIONS THAT WE INCLUDED IN THE PRELIMINARY AMENDED PROJECT AND FINANCING PLAN FOR THE VALENCIA. AS I MENTIONED, THE DEVELOPER HAS A MASTER PLAN THAT INCLUDES SINGLE FAMILY, MULTIFAMILY AND COMMERCIAL PROPERTY WITHIN THE ZONE. THE PROJECTED TAXABLE VALUE OF THE VALENCIA PROPERTY ALONE BY THE END OF THE TERM IN 2050 WILL REACH ALMOST $2 BILLION. SO OBVIOUSLY, THIS IS A VERY CATALYTIC PROJECT FOR THIS AREA THAT WILL PRODUCE QUITE A BIT OF TAX REVENUE. BASED ON THE PARTICIPATION ASSUMPTIONS WE ARE SHOWING, THE PROPOSED PROJECT COSTS WOULD BE OVER THE TERM OF THE TOURISM. AGAIN, ASSUMING ALL OF THE DEVELOPMENT THAT WE SHOWED ON THE PREVIOUS SLIDE COMES TO FRUITION, APPROXIMATELY $468 MILLION IN PROJECT COSTS. THIS IS INCLUDED IN THE PRELIMINARY PROJECT AND FINANCING PLAN AS A MENU OF ELIGIBLE PROJECT COSTS. IT DOES NOT OBLIGATE ANY OF THE FUNDS TO BE SPENT WITH ANY SINGLE DEVELOPER AT THIS TIME. WHAT IT DOES IS IT LAYS OUT THE GROUNDWORK AND GIVES YOU OPTIONS TO SAY IN THE FUTURE, IF A DEVELOPER COMES FORWARD, LIKE THE VALENCIA PROJECT AND SAYS WE NEED A PARTICULAR AMOUNT OF MONEY, AND THEY PROVE TO YOU AND AND PASSED THE BUT FOR TEST, BUT FOR THIS INCENTIVE, BUT FOR THIS PUBLIC PRIVATE PARTNERSHIP, THIS PROJECT WOULD NOT MOVE FORWARD. THEN YOU, AS THE TOURIST BOARD

AND CITY COUNCIL CAN ELECT TO REIMBURSE THE DEVELOPER THROUGH THE INCREMENTAL TAX REVENUE THAT THEY PRODUCE WITHIN. SO AS TAXABLE VALUE INCREASES, TAX REVENUE GOES INTO THE FUND, AND THEN YOU CAN ELECT TO REIMBURSE THE DEVELOPER USING THIS MENU OF ELIGIBLE PROJECT COSTS AS YOUR GUIDE. SO IT INCLUDES PUBLIC UTILITIES, PARKING AND TRANSIT IMPROVEMENTS, STREET AND INTERSECTION IMPROVEMENTS, PEDESTRIAN ENHANCEMENTS, OPEN SPACE, PARK AND RECREATION, PUBLIC FACILITIES AND IMPROVEMENTS. ECONOMIC DEVELOPMENT GRANTS, WHICH IS REALLY MEANT TO BE A CATCH ALL. THE TEST FOR THAT IS ANYTHING THAT STIMULATES THE LOCAL ECONOMY, ADMINISTRATIVE COSTS. AGAIN, YOU'RE NOT ENTERING INTO ANY AGREEMENTS AT THIS TIME.

WHAT YOU'RE DOING IS SIMPLY EXPANDING THE BOUNDARIES AND GIVING YOURSELF THE OPTION TO LATER ENTER INTO AN AGREEMENT. USING THIS MENU OF ELIGIBLE PROJECT COSTS. SO THE NEXT STEPS, JUNE 9TH, TONIGHT, WE ARE ASKING YOU TO CONSIDER THE APPROVAL OF THE AMENDMENT TO THE CREATION ORDINANCE. THROUGHOUT THE SUMMER, WE ARE LOOKING TO APPROACH FORMALLY EL PASO COUNTY AND THE MUD TO CONSIDER PARTICIPATION IN THE EXPANDED BOUNDARIES. WHAT THAT WOULD LOOK LIKE WOULD BE AN AMENDMENT TO THE INTERLOCAL AGREEMENT. AND THEN ONCE THAT IS DONE, THEN WE CAN COME FORWARD AS THE TOURIST BOARD TO ASK THEM TO CONSIDER RECOMMENDING APPROVAL OF THE AMENDED PROJECT AND FINANCING PLAN. AND THEN WE WOULD HAVE TWO READINGS OF THAT ORDINANCE TO FINALIZE THE AMENDED PROJECT AND FINANCING PLAN TO BE YOUR FINAL PLAN. AND AT THAT POINT, THE TOURS IS OPEN FOR BUSINESS TO ENTER INTO ANY DEVELOPMENT AGREEMENTS THAT AS YOU SEE FIT. WITH THAT, I WILL TAKE ANY QUESTIONS YOU MIGHT HAVE. OKAY.

IN THIS CASE, SINCE THE CITY IS PARTICIPATING AT 100%, IT WOULD BE ALL BLUE. IN THIS CASE, THE CITY WOULD CONTINUE TO COLLECT THE TAXES THAT YOU'RE CURRENTLY RECEIVING, SO YOU WOULD NOT TAKE ANY STEPS BACK, BUT ALL INCREMENTAL TAX REVENUE WOULD GO INTO THE TOURIST FUND TO BE SPENT WITHIN THE THE TOURS. THE POLICE DEPARTMENT ROUTINELY RESPONDS TO INCIDENTS OCCURRING IN UNDEVELOPED AREAS OF OUR COMMUNITY, INCLUDING ARROYOS, UTILITY CORRIDORS AND OTHER LOCATIONS THAT ARE INACCESSIBLE OR DIFFICULT TO ACCESS WITH OUR TRADITIONAL POLICE VEHICLES. THESE TWO PROGRAMS ACTUALLY HAVE CSG NUMBERS ASSIGNED TO THEM, AND THAT MEANS THAT THE FUNDING WAS ALLOCATED AND THE PROJECT WAS ADDED TO THE STATE TRANSPORTATION PLAN BY UTEP. THE GRANT TOTAL AWARD IS $1,534,742, $784, EVEN DIVIDED BETWEEN UTEP AND SOCORRO. THE. THE 20% MATCH FOR HORIZON CITY WOULD HAVE BEEN $306,956.80. SO THE REASON THAT WE TRANSFERRED THE GRANT TO THE EL PASO TRANSIT AUTHORITY IS BECAUSE HORIZON CITY IS NOT REALLY IN THE TRANSIT BUSINESS.
