THREE MEMBERS FROM THE COUNTY SINCE THEY HAVE DEDICATED 100% OF THEIR INCREMENT TO THE ZONE.SO WE HAVE THREE MEMBERS FROM FROM THE COUNTY THAT ALSO SIT ON THE BOARD, AND WE HAVE ONE MEMBER FROM THE HORIZON OF THEIR INCREMENT INTO THE ZONE. THE REASON THAT THEY DEDICATED 60% OF THEIR INCREMENT IS THAT THAT EQUATES ROUGHLY TO& THE TAX TO THE DEBT SERVICE RATE FOR THEIR ENTIRE TAX RATE. AND THAT IS WHAT THEY BELIEVE, THAT THEY COULD AFFORD TO CONTRIBUTE TO THE ZONE, BECAUSE IT WILL ALSO HELP TO FUND SOME OF THEIR INFRASTRUCTURE IMPROVEMENTS. SO WE'RE WE'RE VERY PLEASED TO HAVE A MULTI-JURISDICTIONAL BOARD BECAUSE THAT DEMONSTRATES THE COMMITMENT TO THE ZONE, THE COMMITMENT TO THE DEVELOPMENT THAT'S GOING IN PRIMARILY THE TRANSIT ORIENTED DEVELOPMENT. WE BROUGHT THIS PROJECT TO CITY COUNCIL WHEN HORIZON BOULEVARD WAS BEING DEVELOPED, BECAUSE ONE OF THE QUESTIONS THAT THE TOWN WAS ASKED WAS WHETHER OR NOT THE CITY WAS GOING TO WANT ACCESS T& THAT RIGHT OF WAY FROM HORIZON BOULEVARD. THROUGH DISCUSSIONS WITH STAFF AND THE TOWN ENGINEER, WE DETERMINED THAT IT REALLY DID NOT ADD TO THE MOBILITY OR THE CIRCULATION INN& THE AREA. IT'S REALLY TOO CLOSE TO THE INTERSECTIONS WITH DARRINGTON, EITHER AT HORIZON OR AT PAULINE. SO ONE OF THE PROPOSALS THAT WE MADE TO THE COUNCIL AND THE COUNCIL ADOPTED WAS THAT IT BE IT REMAIN AS A RIGHT OF WAY, BUT THAT IT BECOME A PEDESTRIAN MALL, A PEDESTRIAN& PEDESTRIAN ACCESS POINT, AND THAT STAFF WOULD LOOK FOR, FORR& FUNDING AS IT BECAME AVAILABLE. AND THIS THESE ARE THE OPTIONS THAT WENT BEFORE COUNCIL AND THE COUNCIL ADOPTED FOR IT TO BE A PEDESTRIAN CORRIDOR TO PROVIDE ACCESS TO THE TRANSIT ORIENTED DEVELOPMENT THAT'S NORTH OF HORIZON BOULEVARD. WE TALKED ABOUT A POTENTIAL FOR A FOOD TRUCK PARK, FOOD TRUCK AREA AND REDUCED VEHICULAR ACCESS TOO& HORIZON BOULEVARD. SO AS WE WERE LOOKING FOR FUNDING OPPORTUNITIES, THE TEXDOT 2025 TRANSPORTATION ALTERNATIVES CALL FOR PROJECTS CAME IN. IT'S A TWO STEP PROCESS. THE CITY HAS ALREADY GONE THROUGH THE FIRST STEP, WHICH IS A PRELIMINARY APPLICATIONS THAT WERE REVIEWED BY TEXDOT, NOT MERELY AT THE DISTRICT, WHICH IS THE LOCAL AREA, BUT ALSO TEXDOT IN AUSTIN.
AND THE CITY'S APPLICATION WAS APPROVED TO MOVE FORWARD TO THE SECOND PHASE. SO NOW WE'RE LOOKING AT DEVELOPING THAT MORE REFINED APPLICATION FOR THE PROJECT AND IDEALLY GET ITT& FUNDED. THIS IS THE PROJECT SCHEDULE. AND RIGHT NOW WE'RE IN THE PERIOD BETWEEN FEBRUARY AND JUNE WHERE WE ARE DEVELOPING THE APPLICATIONS. ONE OF THE REQUIREMENTS FOR THE DETAILED APPLICATION ARE LETTERS OF SUPPORT TO DEMONSTRATE THAT THE COMMUNITY SUPPORTS THIS TYPE OF& PROJECT, AND THIS PARTICULARR& PROJECT. ONE OF THE GOOD NEWS ABOUT THESE TYPES OF FUNDING IS THAT THERE'S AN OPPORTUNITY FOR TRANSPORTATION DEVELOPMENT CREDITS, MEANING THAT THE CITYY& WOULD NOT HAVE TO PAY ITS MATCH, IT WOULD BE MATCHED BY THE STATE. THIS WAS A GOOD OPPORTUNITY. SO& THIS IS PART OF THE FINAL APPLICATION. THE CITY CONTRACTED WITH THE CAMINO REAL REGIONAL MOBILITY AUTHORITY TO DEVELOP BOTH THE PRELIMINARY AND THE FINAL APPLICATION. AS PART OF THE FINAL APPLICATION, THE CONSULTANTS ARE DEVELOPING IMAGES TO HELP CONVEY WHAT THE VISION IS. SO YOU SEE THAT THAT IS THE RIGHT OF WAY LEADING INTO HORIZON BOULEVARD. HORIZON BOULEVARD IS ON THE LEFT HAND SIDE OF YOUR SCREEN. SORRY.THIS IS A VIEW WITH PEDESTRIAN CROSSWALK WHERE THE HAWK SYSTEM FOR PEDESTRIAN ACCESSIBILITY ON HORIZON BOULEVARD. SEATING AREA AND THE FOOD TRUCK WITH AGAIN ACCESS FOR NON-MOTORIZED VEHICLES. SO THE ACTION BEFOREE& THE BOARD TODAY IS TO APPROVE A LETTER OF SUPPORT THAT WOULD BE INCLUDED IN THE CITY'S FINAL PACKET. AND WE'RE BRINGING THIS TO THE BOARD FOR YOUR CONCURRENCE, SO THAT THE CHAIR OF THE BOARD CAN SIGN THAT LETTER.
