HE WILL BE ONE OF THE NEW MEMBERS ON THE BOARD. SO WE WERE TALKING ABOUT EARLIER, IT'S KIND OF HIM COMING. IT'S SORT OF A HOMECOMING. IT'S BEEN ABOUT EIGHT WEEKS SINCE WE LAST& MET, AND WE'VE MADE SOME PROGRESS ON SOME POLICIES, SOME PROPERTY PURCHASES AND SOME CONSTRUCTION. SO WITH THAT, I'LL JUMP RIGHT INTO IT. BUT I'M NOT SURE THAT THIS IS WORKING. SO I MAY NEED YOU TO MANUALLY CHANGE THE SLIDE PLEASE. NEXT SLIDE. YEAH. SO WE'LL START WITH THE DAYCARE TAX EXEMPTION POLICY.

YOU MAY REMEMBER THAT THIS IS A POLICY WE WENT TO THE CITY COUNCIL FOR. THIS IS VERY IMPORTANT TO US. AS YOU CAN SEE A STATE CONSTITUTIONAL CONSTITUTIONAL AMENDMENT APPROVED IN NOVEMBER 23RD,,& ALLOWS CITIES AND COUNTY OFFICIALS TO PROVIDE PROPERTY TAX RELIEF SPECIFICALLY TOO& CHILDCARE PROVIDERS. AND SO WEE& WANTED TO MAKE SURE THAT WE WERE AT THE TABLE IN TERMS OF BEING ABLE TO WELCOME MORE DAYCARESS& AND CHILDCARE INTO HORIZON CITY& IS VERY IMPORTANT BECAUSE A LOT OF THE TIMES, THIS IS WHAT ALLOWS PEOPLE TO GO TO WORK AND GET OUR ECONOMY PRODUCING. AND SO WE WERE ABLE TO TAKE THAT TO& THE CITY COUNCIL. THANKFULLY, THEY SAW THE VALUE IN IT. THEY ADOPTED A 100% PROPERTY TAX EXEMPTION. AND SO THIS DOESS& SERVE AS A POSITIVE INCENTIVE BECAUSE NOT ONLY DOES IT PROVIDE EXEMPTIONS, BUT WHAT IT DOES IS IT ENCOURAGES DAYCARES TO IN ORDER TO QUALIFY. WHAT IT DOES IS ENCOURAGES THEM TO START TAKING IN MORE LOWER INCOMEE& KIDS. SO TO QUALIFY, THEY'D HAVE TO BRING IN 20% OF THEIR KIDS AS LOWER INCOME KIDS. THOSE ARE THE MOST VULNERABLE PEOPLE IN OUR COMMUNITY. AND SO WE WANT TOO& MAKE SURE THAT WE EXTENDED THE SERVICE TO THEM. AND ALSO IT HELPS THEM GET TR CERTIFIED,,& WHICH IS REALLY THE HIGHEST LEVEL OF CERTIFICATION FOR STATE DAYCARE IS CHILD CARE. SO IT TURNS THEM FROM BASICALLY A SOR& OF A BABYSITTING PLACE TOO& SCHOOLS. AND YOU CANNOT QUALIFY FOR THIS EXEMPTION WITHOUT HAVING THOSE TWO THINGS. SO WE'RE HAPPY TO REPORT THAT THAT PASSED SUCCESSFULLY. SO THE NEXT STEP IS TO INFORM THE PUBLIC, SPECIFICALLY THE OWNERS OF THE CHILDCARE CENTERS AND THE PROPERTY OWNERS, ABOUT THIS POLICY. S& WHAT WE DO IS WE GET A LOT OFF& THE LOCAL BUSINESSES, EVEN IF THEY DON'T HAVE A PHYSICAL BRICK AND MORTAR SPAWN TOWN AND GIVE THEM A BOOTH THERE. AND THESE ARE ANYONE FROM FROM FOOD PRODUCERS AND SELLERS TO ANYONE SELLING TRINKETS OR EVEN PERFORMERS. AND THE IDEA IS TOO& GET ALL OF THESE PEOPLE OUT HERE, GET THE COMMUNITY INVOLVED WITH THEM, GET THEM EXPOSED TOO& THE COMMUNITY. AND SO IT'S REALLY SOMETHING THAT USUALLY IS SUCCESSFUL ELSEWHERE. THE TODD LAND PURCHASES, AS YOU ALL KNOW, THE TODD IS ONE OF THE MAIN FOCUS AREAS FOR THE WHOLE TOWN. ONE O& THE MAIN ISSUES, AS YOU ALSO KNOW, IS THAT THE LAND IS FRAGMENTED. SO THE STRATEGY HAS BECOME TO PURCHASE LANDS AND THEN USE THOSE PROPERTIES TOO& EITHER TRADE WITH OTHER FOLKS OR PASS THIS OVER TO PRIVATE DEVELOPERS AS AN INCENTIVE. AND THANKFULLY, WE'VE BEEN ABLE TOO& MOVE AHEAD ON THAT. SO HCDC STAFF AND CITY LEADERSHIP ARE CLOSING OUT ALL OF THE TODD LAND PURCHASES THAT WERE OUR ORIGINAL BATCH OF PARCELS. THE FIRST WAS THAT IN LATE NOVEMBER, THE CITY PURCHASED 19 PARCELS OF LAND.

AND THERE'S A MAP YOU'LL SEE IN MORE DETAIL AT THE NEXT SLIDE..& THE TOTAL AMOUNT OF PROPERTY PURCHASED IS 3.91 ACRES, OR 170,000 PLUS SQUARE FEET, AND THE TOTAL COST FOR THAT WAS $2.& MILLION. THANKFULLY, THE CITY WAS ABLE TO USE ARPA FUNDING FOR THAT, SO THEY DIDN'T PULL ANYTHING FROM THE CITY'S COFFERS. AND WE WERE ABLE TOO& UTILIZE THAT ARPA FUNDING AND WHAT WE THINK IS A REALLY EFFICIENT WAY THAT SUPPORTS THE ECONOMIC DEVELOPMENT THOSE SITES ARE, AS YOU CAN SEE RIGHT HERE, THEY'RE JUST ABOUT RIGHT THERE. AND SO THIS IS A BIG STEP. AND YOU'LL SEE IN THE NEXT FEW SLIDES HOW WE'RE ALREADY WORKING TO LOBBY THAT SUCCESS AND LEVERAGE THAT TO, TO BRING IN A FEW COMPANIES THAT YOU'LL SEE. THIS IS JUST SOME DETAIL FOR YOU ALL FOR THE PUBLIC'S BENEFIT. THOSE ARE SPECIFICALLY THE LOTS THAT WE PURCHASED THAT THE CITY PURCHASED. AND IN MID-DECEMBER, THE CITY APPROVED THE PURCHASE OF TWO ADDITIONAL LOTS, WHICH WILL CLOSE OUT THE BLOCK AND MAKE IT A COMPLETE BLOCK AND THE TOTAL AMOUNT OF PROPERTY PURCHASED THERE IS 0.413 ACRES,& OR 18,000FT■!S, AND THE TOTAL PURCHASE COST FOR THAT IS $279,000. AND AGAIN, THESE ARE ALSO CITY FUNDS. AND SO WE'RE ABLE TO AGAIN BRING THIS ALL TOGETHER AS ONE PARCEL OF LAND. AND WHEN COMPLETED, THE TOTAL LAND IS 4.3 ACRES. AND AGAIN, THIS PUTS US AT A PLACE AT THE TOP WHERE WE CAN REALLY BEGIN BARGAINING BASICALLY WITH OTHER PROPERTY OWNERS AND THEN BUSINESSES. AND THOSE SITES ARE RIGHT THERE. AND SO AS YOU CAN SEE, LET'S SEE IF I'VE GOT ANOTHER ONE OUT HERE. YEAH, I FELT IT BASICALLY WAS A CLOSE OUT OF THAT BLOCK AS I MENTIONED. SEE IF I CAN GET YOU. RIGHT DOWN HERE. SO THOSE LAST TWO LOTS WERE. IN ALL TRANSPARENCY, THERE WAS A MOMENT WHERE THEY WERE THINKING OF MOVING FURTHER DOWN THE ROAD IS& A BIT CHEAPER FOR THEM. A HORIZON LOCATION IS A BIT MORE EFFICIENT AT FIRST, BUT WE WERE ABLE TO JUMP ON THIS WITH THE PROPERTY PURCHASES TO GET THEM BACK AT THE TOP. IT'S VERY IMPORTANT BECAUSE IT'S GOING TO BE ABOUT 3 OR 4 STORIES, AND IT REALLY LENDS ITSELF TO SUPPORTING WHAT WE ARE, ARE

SO THIS BRINGS MORE DOLLARS NOW INTO OUR OUR CITY FUND TO SUPPORT THE DEVELOPMENT OF OUR TOD. BUT WHAT IT ALSO DOES IS THAT IT TRANSFORMS. ITT& BEGINS TO TRANSFORM THAT AREA. YOU ALL ARE FAMILIAR WITH THAT AREA. IT'S KIND OF INDUSTRIAL.

IT'S NOT NECESSARILY THE NICEST PLACE YET ESTHETICALLY, BUT THANKFULLY THESE KIND OF DEVELOPMENTS ARE TURNING OFF SORT OF A DIFFERENT THING. THE CITY REDID THE STREETS. VERY IMPORTANT, THIS SAME DEVELOPER, BECAUSE OF THIS DEVELOPMENT, NOW PURCHASED THE PROPERTIES NEXT T& IT AND IS GETTING READY TO BUILD SIMILAR OFFICES. SO IT'S REALLY& GOING TO TRANSFORM THIS AREA AND ALLOWS US TO BRING IN MORE COMPANIES. AND HERE, JUST TO GIVE YOU SORT OF A SENSE OF THE DIFFERENCE, THIS IS BEFORE AND AFTER LOOKING FOR THE SAME SPOT. SO THAT IS THE FORMER FAA BUILDING OR WHATEVER THEY WERE DOING THERE. I HEAR IT'S FAA, MAYBE ANOTHER ACRONYM, BUT IT WENT FROM THAT BUILDING TO WHAT WE'VE GOT NOW. AND AGAIN, NOT ONLY IS IT THE BUILDING THAT'S GETTING FIXED UP, BUT IT'S ALSO THE INFRASTRUCTURE AROUND IT. AND THAT REALLY HELPS IN TERMS OF BRINGING IN MORE PEOPLE TO THE AREA. WE'VE ALSO BEEN WORKING WITH LG FOODS. YOU ALL IF YOU'RE FAMILIAR WITH LG FOODS, IT'S A GOOD COMPANY THAT'S BEEN HERE A LONG TIME.

BUT PART OF SORT OF THE NATURAL RESULT OF THEIR PROCESSES THAT THEY RELEASE A LOT OF BAD ODORS IN THE COMMUNITY, AND THEY GOO& OVER THE NEIGHBORHOODS OUT THERE. AND SO PLANNING STAFF HAS BEEN WORKING WITH THE CDC TO REALLY I MEAN, TO WORK WITH THE DEVELOPER, BASICALLY THE OWNER, TO MAKE SURE THAT THEY UNDERSTAND WHAT THEY'RE DOING AND THEIR OPTIONS. AND THANKFULLY, WHAT THEY'VE STARTED DOING IS ENCLOSING THE SPACE THAT THEY USED TO USE TO STORE THE LEFTOVER ANIMAL FAT, BASICALLY. AND THAT'S THE SMELL THAT GETS OUT TO THE COMMUNITY.

THEY'RE NOT COMPLETED YET, BUT AS YOU CAN SEE, THEY'RE ACTUALLY BUILDING SOMETHING THAT WILL EVENTUALLY, HOPEFULLY FULLY ENCLOSE AND GET RID OF THAT SMELL. AND AGAIN, THAT THAT IS ECONOMIC DEVELOPMENT TO US,,& BECAUSE A LOT OF PEOPLE CONSIDER THOSE KIND OF THINGS WHENN& THEY'RE THINKING ABOUT WHERE TO& MOVE TO AND NOT JUST BUSINESSES BUT ALSO RESIDENTS. SO THE LESS& THAT WE CAN GET OF THAT, THE BETTER IT IS FOR OUR COMMUNITY AS A WHOLE. SO AGAIN, STAFF WILL CONTINUE TRACKING, ENFORCING COMPLIANCE TO INCREASE THE DEVELOPMENT VALUE OF THAT WHOLE PLACE. AND WE ALSO INCLUDED SOME IMAGES TO GIVE YOU A SENSE OFF& WHAT THAT LOOKS LIKE.
