YOU'D LIKE TO PULL AN ITEM. I DON'T NEED TO PULL AN ITEM IFF& THEY CAN. IF THE QUESTIONS CAN BE ANSWERED. OR DO THEY NEED TO& BE PULLED IN ORDER TO ANSWER THAT? WE SHOULD PULL IT IF WE'R& GOING TO DISCUSS IT. OKAY. ITEM FIVE AND SEVEN. FIVE AND SIX. SEVEN, FIVE AND SEVEN. SO WE'RE& GOING TO PULL ITEM FIVE AND SEVEN. I'LL AMEND MY MOTION. OKAY. SO WE HAVE A MOTION. YES.

AND WE STILL HAVE A SECOND. PLEASE PULL THE COUNCIL. MILLER QUIROZ I ORTEGA I PADILLA I

[5. Discussion and Action]

MENDOZA. AYE. MOTION CARRIES. OKAY. ITEM NUMBER FIVE. THIS IS A THIS IS A CONSENT ITEM. THISS& IS DISCUSSION AND ACTION. THISS& IS THAT THE CITY APPROVED THE TOWN'S REVISED STORMWATER MANAGEMENT PROGRAM FOR RENEWAL OF COVERAGE UNDER THE SMALL MSD MSA. MS4. I'M SORRY. GENERAL PERMIT AND AUTHORIZE THE MAYOR TO SIGN THE NOTICE OF INTENT. ALL TO BE SUBMITTED TO THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY. GOOD EVENING, MAYOR AND COUNCIL. DID YOU WANT ME TOO& PRESENT THE ENTIRE. WE DO HAVE A PRESENTATION FOR THIS ITEM. YES& SIR. IF YOU COULD. SO OUR RUBIO PLANNING DEPARTMENT. SO THIS IS WHAT THIS IS. IT'S LIKE THE MS4 PHASE TWO. IT'S LIKE A PERMIT THAT'S REQUIRED BY THE TEXAS COMMISSION ON ENVIRONMENTAL QUALITY. AND WHAT IT IS, IT'S T& ENSURE THAT THE REGULATED MUNICIPAL IS SEPARATE STORMWATER SEWER SYSTEMS ARE EFFECTIVELY MANAGED. RIGHT. AND THEN THEY FOCUS ON, ON SEVERAL THINGS. WE& DO A REPORT THAT'S SUBMITTED TO& THEM. EVERY YEAR. RIGHT. AND THEN WHAT IT IS IT FOCUSES ON EDUCATION AND OUTREACH, PUBLIC INVOLVEMENT AND PARTICIPATION. LET ME MOVE THAT SLIDE TO THAT. ILLICIT DISCHARGE. DETECTION AND ELIMINATION. CONSTRUCTION SITES. STORMWATER RUNOFF CONTROL. POST-CONSTRUCTION. STORMWATER MANAGEMENT IN NEW DEVELOPMENT AND REDEVELOPMENT AND THEN POLLUTION PREVENTION. GOODD& HOUSEKEEPING FOR MUNICIPAL OPERATIONS. SO THESE NEW REGULATIONS AIM TO REDUCE POLLUTANTS, PROTECT LOCAL WATER QUALITY AND PROMOTE SUSTAINABLE PRACTICES. AND THEN AS FAR AS MEASURABLE GOALS SUCH AS SOCIAL MEDIA POSTS, MEDIA ADVERTISING, HABITAT IMPROVEMENT, PLANTING, ELECTRONIC SURVEYS, PRIOR PERMIT ISSUANCE, SIGNAGE, INSTALLATION& AND CURB MARKETING NEAR DRAINS.

OUR CHANGES THAT WERE MADE TOO& THAT BOARD ALSO BY CONDUCTING PUBLIC OUTREACH TWICE ANNUALLY THROUGH EDUCATION, MEETING SEMINARS, TRAINING CAMPAIGNS, IN-PERSON OR VIRTUAL, AND LITTER TRASH CLEANUP EVENTS. SO BY REDUCING BY RESPONDING TO 100% OF ILLICIT DISCHARGE COMPLAINTS, INSPECTIONS OF 100% OF ACTIVE CONSTRUCTION SITES AND MAINTAINING ACCURATE RECORDS OF INSPECTIONS AND CORRECTIVE ACTIONS. THE RENEWAL APPLICATION FOR THIS PERMIT IS DUE FEBRUARY& 11TH, 2025. THE SUBMISSION OF A REPORT WILL BE SUBMITTED TO TCU RIGHT DIRECTLY AFTER COUNCIL APPROVAL OF THIS ITEM. AND AS TCU APPROVES THE MS4 RENEWAL, HORIZON CITY WILL CONTINUE TOO& IMPLEMENT THE MINIMUM CONTROL MEASURES. AND THIS IS A SAMPLEE& OF WHAT IT LOOKS LIKE RIGHT NOW.

RIGHT NOW WE'RE LIKE ON GOOD STANDING AS YOU SEE ON THERE. IT'S ON HIGH. SO THAT IS THE AIM TO THE REPORTS ALREADY PREPARED. AND LIKE I SAID ONCE COUNCIL APPROVES THIS IT WILL BEE& SUBMITTED TO TCU FOR APPROVAL. WITH THAT THAT CONCLUDES THIS PRESENTATION. UNLESS THERE'S ANY QUESTIONS FROM THE COUNCIL. THANK YOU SIR. ARE THERE ANY QUESTIONS FROM COUNCIL? I DON'T HAVE ANY QUESTIONS. IT'S JUSTT& THAT THERE WAS NO REPORT ATTACHED TO THE AGENDA ITEM, SO

[00:05:03]

I DON'T I DIDN'T KNOW WHAT WE WERE DOING UP SO EARLY EARLIER. THERE WASN'T. SO WE JUST WE WENT AHEAD AND UPDATED IT. THERE'S A MEMO NOW AND THEN A REPORT RIGHT BELOW IT. AND I APOLOGIZE FOR THAT. IT WASN'T SUBMITTED EARLIER, BUT WE DID FOLLOW UP. AND THEN UPLOAD IT. THANK YOU SIR. ARE THERE ANY OTHER QUESTIONS FROM COUNCIL. MOVE TO& APPROVE. WE HAVE A MOTION TOO& APPROVE. IS THERE A SECOND? AND A SECOND. THANK YOU. THANK YOU. MILLER. ALL RIGHT, QUIROZ.

[7. Discussion and Action]

ORTEGA. HI. LEO. HI. PADILLA. AYE. MENDOZA. AYE. MOTION CARRIES. OKAY. ITEM NUMBER SEVEN. THIS IS A DISCUSSION AND ACTION ITEM. ALSO, THIS IS ON A ON AUTHORIZATION FOR THE MAYOR TO SIGN THE FISCAL YEAR 24 OF 3007410 OPERATION STONE GARDEN GRANT INTERLOCAL AGREEMENT WITH& THE COUNTY OF EL PASO. EL PASO COUNTY. GOOD EVENING, COUNCIL LIEUTENANT RODRIGUEZ, CHIEF MARCO VARGAS AND CITY POLICE. MY QUESTION WAS IT SAYS THE CAPTION ON THE AGENDA ITEM SAYS THAT YO& HAVE AN AGREEMENT WITH THE COUNTY, AND NOWHERE IN THE RESOLUTION WAS THE COUNTY MENTIONED. SO IS IT WITH THE COUNTY OR IS IT WITH SOMEBODY? AS FAR AS WHERE THE MONEYS ARE COMING FROM? I'M SORRY. I GUESS NO, NO. IT SAYS THE INTERLOCAL AGREEMENT WITH EL PASO COUNTY.

AND THEN NOWHERE IN THE RESOLUTION WAS EL PASO COUNTY MENTIONED. AN ACTUAL RESOLUTION& IN THE ACTUAL RESOLUTION. SO IS& THE AGREEMENT WITH THE COUNTY O& IS IT WITH THE STATE OR WITH THE OFFICE OF THE GOVERNOR? IT'SS& WITH THE STATE. OKAY. OFFICE OF THE GOVERNOR I APOLOGIZE. SO THE THIS IS MISS ON THE AGENDA. IT'S MISSTATED. YES. OKAY. WE CAN WE CAN MAKE A FLOOR AMENDMENT. JUST AUTHORIZING THEM TO SIGN ISS& THERE IS THERE THERE IS AN INTERLOCAL AGREEMENT WITH THE STATE OR. NO, WITH THE STATE OF TEXAS? YES. I THOUGHT DIDN'T DON'T WE JUST SAY THE AUTHORIZE THE MAYOR TO. WHAT DOES THE RESOLUTION SAY? I DON'T REMEMBER AS FAR AS WHAT SECTION. OF IT. I DIDN'T DRAFT ONE FOR YOU. RIGHT. SO NOT FOR THAT. NO. THIS ONE CAME DIRECTLY FROM THE OFFICE OF THE GOVERNOR FOR APPROVAL AND SIGNATURE. WELL, SO THEN WE CAN JUST SAY THE STUTTGART INTERLOCAL AGREEMENT WITH THE STATE OF TEXAS, OR THE OFFICE OF THE GOVERNOR OF THE STATE OF TEXAS AS AN AMENDMENT OR AS ANN& AMENDMENT. SO I'LL MOVE TOO& ACCEPT IT WITH THE WITH THE FLOOR AMENDMENT TO DELETE THE REFERENCE TO COUNTY OF EL PASO. SECOND. DO WE HAVE A MOTION AND A SECOND? COULD YOU PLEASE PULL THE COUNCIL? MILLER. QUIROZ. I ORTEGA A RANDALL, A PADILLA, I MENDOZA. HI. MOTION CARRIES. THANK YOU. THANK YOU. OKAY, ON TO ITEM NUMBER TEN UNDER THE

[10. Discussion and Action]

REGULAR AGENDA. THIS IS A DISCUSSION AND ACTION ITEM. THI& IS ON A REPORT REGARDING THE HORIZON CITY ANNUAL CHRISTMAS PARADE HELD 12 SEVEN OF 24. ONE THIRD.

GOOD EVENING. COUNCIL LILY GAITAN, FINANCE DIRECTOR. I BELIEVE THIS REPORT WAS ATTACHED TO THE AGENDA. AND WE RECEIVED REVENUES OF $6,340 AND WE HAVE HAD EXPENSES OF $1,113.61. SO THAT GIVES US A NET OF $5,226.39. IS THAT A DESIGNATED& AMOUNT OR DOES IT JUST GO TO THE GENERAL FUND? THAT'S THAT DESIGNATED AMOUNT STAYS WITH OUR SPECIAL EVENTS FUND A SPECIAL EVENTS FUND. SO IT'S A ROLLING ACCOUNT MORE OR LESS. RIGHT. THAT'S CORRECT. THANK YOU. ARE ALL EXPENSES IN AS FAR AS WE KNOW? YES. THERE WERE SOME IN-KIND EXPENSES THAT THAT THE CITY DID ABSORB, LIKE WE DID IN OTHER YEARS. THERE WERE SOME BARRICADES THAT WE PAID FOR. I BELIEVE THE WHAT WAS THE OTHER ONE? PORTA JOHNS. I'M SORRY. TH& PORTA JOHNS. THE PORTA JOHNS.

THE PORTA JOHNS, I THINK, WERE LISTED ON. NO, THE PORTA JOHNS ARE HERE. YES. I'M SORRY. OKAY.

$600. I THINK THE. YEAH, IT WAS THE CLEANUP OF THE PARK FOR THE TREE LIGHTING. THAT WAS THE OTHER THING. ARE THERE WAS THERE ANYTHING OTHER THAN THE ROOT? WERE THERE ANY OTHER ANY OTHER

[00:10:07]

ISSUES, OR CAN YOU GIVE ME A COUNT OF HOW MANY PARTICIPANTS? WAS IT UP? WAS IT DOWN FROM BEFORE? ANYTHING LIKE THAT? ANYTHING ABOUT THE PARADE IN GENERAL? I JUST DIDN'T WANT A FINANCIAL REPORT. I WANTED, SINCE THIS WAS THE CITY'S FIRST OVERSIGHT OF IT. I WANTED TOO& KIND OF GET A FULL REPORT. YEAH. AND I CAN ANSWER. I CAN ANSWERR& THOSE QUESTIONS. THE AS FAR AS THE REGISTRATIONS WENT, WE ACTUALLY HAD AN INCREASE. I THINK LAST YEAR WE HAD 72 ENTRY ENTRIES. THIS YEAR WE HAD 84 ENTRIES. SO IT IS GROWING. I WILL SAY THIS THE ENTRY ONE ENTRY THOUGH, IF A GROUP COMES AND SIGNS UP TO BE IN OUR PARADE, I'LL USE A COUPLE OF THE CAR CLUBS THAT CAME OUT. THE CORVETTE CLUB SHOWED UP WITH, I BELIEVE, 55 CORVETTES. THAT'S ONE ENTRY. WOW. EACH ENTRY, YOU KNOW THE CAR CLUBS THEMSELVES, THEY HAVE AN ENTRY FEE, BUT THE& THEY ALSO PAY $10 EXTRA PER VEHICLE THAT THAT COMES ALONG WITH THEM. SO THIS PARADE WE STARTED AT HORIZON HEIGHTS ELEMENTARY SCHOOL AND WE ENDED AT DESERT HILLS ELEMENTARY SCHOOL OFF OF CARNAZZO. I DO KNOW THAT THE FIRST ENTRY, THE FIRST FLOAT, FINISHED THE PARADE BEFORE THE LAST FLOAT LEFT THE STAGING. SO IT WAS 2.5 HOURS LONG. IT WAS A VERY LONG PARADE.

AND PEOPLE ACTUALLY SEEM TO LIKE THAT ROUTE BETTER THAN GOING THROUGH HORIZON BOULEVARD. THEY WE HAD GREAT FEEDBACK FROM THE COMMUNITY. GREAT FEEDBACK FROM THE PEOPLE, THE ENTRIES, THE ENTRANTS THEMSELVES. YOU KNOW, IT WAS IT WAS IT WAS DIFFICULT, MISS. I'D LIKE TO SAY MISSS& SYLVIA HERE. SHE DID A PHENOMENAL JOB KIND OF HELPING OUT AND YOU KNOW CHIEF AND THE PD, THEY DID A GREAT JOB OUT HERE. OUR PUBLIC WORKS AND OUT. MR. VALLE PUBLIC WORKS CAME THROUGH. SO REALLY EVERYBODY WITHIN THE CITY, THEY CAME TOGETHER AND KIND OF HELPED OUT WITH THIS PARADE. AND MAN, I COULDN'T BE MORE PROUDER THAN THAN SEEING THAT PARADE COME THROUGH. AND IT BEING OUR FIRST ONE, THAT THAT CITY RUN. IT WAS A REALLY, REALLY NICE PARADE. IT WAS A GOOD THING FOR OUR CITY. SO I'M GLAD THAT I WOULD LOVE T& BE ABLE TO SEE THIS CONTINUE.

AND YOU KNOW, WITH WITHH& EVERYBODY'S HELP, WE CAN MAKEE& SURE THAT THIS THING I SAY BIGGER AND BETTER. BUT MAN, BIGGER IS GOING TO BE HARD TOO& BEAT BECAUSE WE'RE WE'RE GOING TO HAVE TO FIGURE OUT HOW TO HO& TO FIND A TEN MILE STRETCH FOR THIS PARADE IF IT KEEPS GETTING ANY BIGGER THAN IT IS. BUT BUT YEAH, THINGS IT TURNED OUT REALLY, REALLY WELL. AND WE DIDN'T HAVE ANY. THERE WERE THERE WERE NO ACCIDENTS. LASTT& YEAR WE DID HAVE AN INCIDENT.

ONE OF THE ONE OF THE PARENTS THAT WAS WALKING BY THE TRAILER AT THE VERY BEGINNING OF THE PARADE, SHE ACTUALLY WAS RUN OVER. HER ANKLE WAS RUN OVER BY& ONE OF THE TRAILERS, BUT THEYY& WERE GOING THEY WERE JUST MOVING FORWARD A LITTLE BIT, AND SHE KIND OF LOST SIGHT OF WHERE SHE WAS. SHE, SHE THAT WAS THE ONE ONE INJURY THIS YEAR. THERE WERE NO INJURIES. AND AGAIN THANKS T& PD. THEY DID A PHENOMENAL JOB IN IN MAKING SURE THAT THAT EVERYBODY WAS SAFE. AND IT WAS REALLY, REALLY A NICE A NICE PARADE. SO IT WAS GOOD TO SEE SOME OF OUR, OUR COUNCIL MEMBERS OUT THERE. WE SAW ALL THE WOMEN WILL FIGURE OUT THERE. WE SAW A COUPLE OF FOLKS OUT THERE.

RUSSIA WAS OUT THERE AS WELL. AND BUT YEAH, IT WAS IT WAS REALLY NICE, REALLY NICE THING FOR OUR CITY. ANY OTHER QUESTIONS? YEAH. ANY OTHER QUESTIONS FROM COUNCIL? NOPE.

THANK YOU. THANK YOU. SO I GUESS THERE'S A THERE'S AN ACTION ONN& HERE. SO I GUESS THIS IS JUST T& ACCEPT THE REPORT OR TO ACCEPTT& THE REPORT. SECOND MOTION. WE GOT A WE GOT A MOTION AND A SECOND. PLEASE PULL THE COUNCIL. MILLER. QUIROS. HI, ORTEGA. HI, RANDALL. HI, PADILLA. HI,

[11. Discussion and Action]

MENDOZA. A MOTION CARRIES. OKAY, ON TO ITEM NUMBER 11. THIS IS DISCUSSION AND ACTION. THIS IS ON A RESOLUTION AUTHORIZING THE MAYOR OR HIS DESIGNEE TO SIGN ALL DOCUMENTS NECESSARY TOO& ACCEPT A GRANT IN THE AMOUNT OF TWO, FOUR, 248,352 AND $0.40 FROM THE OFFICE OF THE GOVERNOR OF THE STATE OF TEXAS TO PROVIDE ADDITIONAL PERSONNEL. CRISIS INTERVENTION PROGRAMS, REENTRY AND VIOLENCE PREVENTION PROGRAMS, SOFTWARE, AND OTHER FORMS OF TECHNOLOGY NEEDED FOR THREAT ASSESSMENT PROGRAMS, CASE MANAGEMENT AND INFORMATION SHARING SOLUTIONS, AND SPECIALIZED TRAINING FOR COURT BEHAVIORAL HEALTH AND LAW ENFORCEMENT PERSONNEL IN ACCORDANCE WITH THE GRANT, APPLICATION AND BUDGET SUBMITTED BY THE HORIZON CITY POLICE

[00:15:01]

DEPARTMENT. HELLO. SO WE'RE BACK FROM OUR LAST TIME THAT WE WERE HERE. MY NAME AGAIN, CASEY VALDEZ WITH HORIZON CITY PD. I OVERSEE THE CRIMINAL INVESTIGATIONS DIVISION. PRESENTING THIS LITTLE PRESENTATION FOR YOU GUYS AS A RECAP FROM LAST SUMMER, WE APPLIED FOR THE GRANT FOR THE CITY AND THE MAIN IDEA BEHIND THIS TEAM IS THAT ASIDE FROM RESPONDING TO THE CRISIS INCIDENTS, THE MENTAL HEALTHH& UNIT WOULD PROVIDE FOLLOW UP SERVICES TO VICTIMS OF OTHER CRIMES, SUCH AS DOMESTIC VIOLENCE, EVEN HOME INVASIONS AND THE LIKE. SO WHAT HAPPENED? IT WAS APPROVED. OUR AGENCY HAS BEEN AWARDED A GRANT OF UP TOO& $240,000, THREE $248,352.40. SO THE PROPOSED BUDGET FOR THE PROGRAM IS AS FOLLOWS. WE HAVE A FULL. MISS. CAN YOU DRAG THISS& LIKE. YOU HEAR ME? YEAH. YEAH. SO THAT YOU CAN SEE. SO WE'RE LOOKING AT HAVING A DESIGNATED CIT OFFICER AS A TRAINED CLINICIAN. CELL PHONES FOR BOTH& OF THEM. TWO BODY CAMERAS FOR THEM A CAMERA A VEHICLE CAMERA SYSTEM THAT INTERFACES WITH OUR EXISTING AXON SYSTEM. A 20244& FORD ESCAPE, THE NON INTERCEPTOR MODEL. A LAPTOP FOR THE VEHICLE AND TWO WORKSTATION LAPTOPS, ONE FOR EACH PERSON. A COLOR LASER PRINTER FOR THEM. THE RADIO COMMUNICATIONS PACKAGE FOR THE VEHICLE, WHICH INCLUDES THE EQUIPMENT AND INSTALLATION AND INTERIOR EMERGENCY LIGHTING, WHICH WOULD BE FOR SAFETY WHENN& THEY'RE PARKED. IT WOULDN'T BE FOR THEM TO. RESPOND THROUGH INTERSECTIONS OR DOING ANY MORE DANGEROUS MANEUVERS. IT'S JUST FOR SAFETY ALL AROUND, OF COURSE. AND THE CENTER CONSOLE AND THE LAPTOP MOUNTS THAT ARE NEEDED TO INTEGRATE THE LAPTOP FOR THE VEHICLE. WE HAVE. INCIDENTAL COST OF $15,000. TOO& HELP US ALONG. AND THE TOTAL IS 240,352 AND $0.40. KNOW THAT. CAN YOU CLICK ON THE LINK? SO WITH OUR NEW PARTNERS FROM EMERGENCE HEALTH NETWORK, WHO'VE BEEN GRACIOUS ENOUGH TOO& ACCOMPANY US HERE TODAY. THEYY& WOULD BE THE ONES WHO PROVIDE OUR CLINICIAN FOR US. I DON'T KNOW IF YOU WANT TO MOVE THAT THING ALONG THIS. SORRY. ON THE& TOP, ON THE ON THE TOP. YEAH.

THERE WE GO. SO A LOT OF YOU GUYS ARE PROBABLY WONDERING HOW& DO WE KEEP THE PROGRAM GOING? SO FOR THE SUSTAINABILITY, WE'RE ACTUALLY ALREADY APPLYING FOR THE FOR THE COMING YEAR. WE'RE LOOKING FOR SALARIES IN THIS NEXT ONE. THE SALARIES AND THE MOBILE DEVICE EXPENSES. AND REALLY THAT'S PRETTY MUCH ALL WE'RE LOOKING FOR HERE. I'M JUST BALLPARKING A FIGURE FOR YOU GUYS. AS OF COURSE, AS WE GET FURTHER TO SUBMITTING THE APPLICATION, WE I'D BE SUBMITTING HARDER NUMBERS TOO& MAKE SURE THAT WE DON'T GO INTO LIKE A OVER BUDGET, YOU KNOW, SITUATION. BUT ESSENTIALLY WE'RE LOOKING FOR TO CONTINUE THE PEACE OFFICER THE CLINICIAN AND THEIR AND THEIR COMMUNICATION DEVICES. WE ALREADY HAVE THE CAR. WE ALREADY HAVE ALL THE OTHER EQUIPMENT. AND SO QUESTIONS. THANK YOU. ARE THERE ANY QUESTIONS FROM COUNCIL.

YEAH. YES, SIR. IS OVER TIME AUTHORIZED OR HOW DOES THAT WORK. WELL, WE DON'T ANTICIPATE THIS BEING LIKE AN OVERTIME THING. WE'RE GOING TO HAVE THEM EITHER WORKING OR NOT, OR POSSIBLY CALL THEM IN. RIGHT. JUST LIKE ANY OTHER INCIDENT. HOWEVER, INTO THE BUDGET IS

[00:20:04]

BUILT SOME CUSHION FOR OVERTIME AND THEIR SALARIES. SO NOW HOW HOW THEY RESPOND TO I MEAN, A DOMESTIC VIOLENCE, FOR EXAMPLE.& LIKE WHAT WOULD THEY DO? YEAH. LIKE, SO, YOU KNOW, SOME WEEKS AGO THERE WAS A GENTLEMAN WHO SHOWED UP TO HIS EX, HIS EX'S HOUSE, YOU KNOW, AND ONE THING LED TO ANOTHER. AND PRETTY SOON A FIREARM WAS IN HIS MOUTH. AND SO THEY'RE GOING TO RESPOND TOO& THOSE TYPE OF SITUATIONS. AND ALSO. THEY WILL ALSO PROVIDE SUPPORT FOR THE VICTIMS, LIKE I SAID OF CRIMES BEFORE. I SAID LIKE DOMESTIC SITUATIONS, FOR EXAMPLE, A LOT OF THEM TEND TOO& BREW. SO FOR EXAMPLE, WHEN, YOU KNOW, EVEN BACK WHEN I WAS A ROOKIE, YOU KNOW, WE WENT TOO& THIS ONE HOUSE LIKE SEVEN TIMES BEFORE, THE MAN TOOK A SHOT ATT& THE WIFE. AND IT WAS ONE OF THOSE THINGS WHERE WE ALL KIND OF KNOW, LIKE WE KIND OF SMELLED IT COMING, BUT, YOU KNOW, IT HAPPENED. AND BACK THEN THE, THE LAW ENFORCEMENT CULTURE WAS A LITTLE DIFFERENT, OF COURSE. BUT NOW WE WANT TO BE ABLE TOO& PROVIDE SITUATIONS LIKE THIS, YOU KNOW, SOME TYPE OF RELIEF ESCAPE VALVES SO THAT THEY DON'T REACH THOSE, THOSE PRESSURES,,& THOSE, THOSE AMOUNT OF, OF BOILING POINTS. SO THIS PROGRAM, I'M STILL I MEAN. IS IT PREVENTION OR AFTER. SO IT'S GOING TO BE. WELL IT'S REALLYY& BOTH RIGHT. SO WHEN WE HAVE THE& IN SERVICE AND IF THERE'S A SITUATION THAT'S THAT'S PRESENT, THEY WILL TAKE LEAD BECAUSE THEY'RE, YOU KNOW, THEY LITERALLY HAVE A SPECIALIST ON BOARD WITH US. RIGHT. SO IF IT'S SOMETHING. IN PROGRESS, RIGHT.

IF IT'S SOMETHING IN PROGRESS, THEY WILL TAKE LEAD. BECAUSE YOU KNOW, WE'RE SCHEDULING THEM. SO THEY'RE HERE DURING THE PEAK TIMES OF THOSE TYPE OF EVENTS. SO WE CAN LOOK BACK AT DATA AND SET UP THEIR THEIR BEING HERE IN THE CITY FOR, YOU KNOW, FOR EXAMPLE, WEEKENDS OR MAJOR HOLIDAYS. WE KNOW STUFF HAPPENS SO WE CAN SCHEDULE THEM SOO& THEY'LL BE HERE TO TAKE LEAD ON THE IN PROGRESS SITUATIONS. BUT ALSO IF THERE'S A DOMESTIC ON A DAY THAT THEY'RE OFF, YOU KNOW, WHEN THEY COME BACK, ONE OF THE FIRST THINGS THAT THEY'RE GOING TO HAVE ON THEIR PLATE IS GOING AND GIVE THAT FAMILY SOME SUPPORT. AS FAR AS YOU KNOW, THE MENTAL THE MENTAL HEALTH SIDE OF THOSE SITUATIONS BECAUSE, YOUU& KNOW, THEY'RE REALLY INTERMINGLED. WHAT'S THE EXTENT& OF THEIR TRAINING? OUR OFFICERS ATTEND THE A MONTH ACADEMY, AND IF THEY WANT TO GO AHEAD AND COME UP AND TALK ABOUT THEIR CLINICIAN, BECAUSE WE HAVE WE'D HAVE BOTH. MY NAME IS KRISTEN WEINER. I'LL BE OVERSEEING THE CRISIS INTERVENTION TEAM WITH HORIZON PD. SO OUR CRISIS SPECIALISTS HAVE TO HAVE A BACHELOR'S IN PSYCHOLOGY, SOCIAL WORK, MENTAL HEALTH COUNSELING, SOMETHING IN THE MENTAL HEALTH FIELD. SO THEY ALREADY WILL HAV& A BACHELOR'S DEGREE IN THAT FIELD. AND THEN WHEN THEY INITIALLY COME INTO EMERGENCY HEALTH NETWORK, WE TRAIN THEM IN OUR CRISIS EMERGENCY SERVICES DEPARTMENT WITH OUR EMS CUTS, WHICH IS OUR MOBILE ASSESSORS, BUT THEY HELP WITH THE WALK INS THAT COME INTO OUR CLINIC. SOO& THEY GET THE TRAINING FROM THEIR SCHOOL AND THEIR EDUCATION, AND THEN THEY COME INTO OUR PROGRAM AT CRISIS, AND THEN WE TRAIN THEM IN OUR CRISIS UNIT, AND THEN WE SEND THEM OUT INTO THE FIELD. THE PERSON THAT YOU WOULD POTENTIALLY BE GETTING HAS ALREADY BEEN IN THE FIELD WITH ANOTHER DEPARTMENT AND HAS ALREADY HAD FEET ON THE GROUND TRAINING WITH LOCAL LAW ENFORCEMENT AGENCIES. AND THEN TO ANSWER PART OF YOUR OTHER QUESTION. THE CRISIS SPECIALIST ONE ARRIVING TO A CALL DOES WHAT WE CALL A TAXI. SO IT'S LIKE A TRIAGE WHERE WE WRITE DOWN OUR OBSERVATIONS OF THE CLIENT AND THE COMMUNITY THAT WE'RE ASSESSING. WHAT WE DO THEN IS W& OFFER A CRISIS ASSESSMENT. A CRISIS LETHALITY. AND WE ASK THEM A BUNCH OF QUESTIONS, KIND OF LIKE A BIOPSYCHOSOCIAL TALKS ABOUT THEIR CURRENT, THEIR PAST, WHAT'S GOING ON RIGHT NOW. AND THEN WE MAKE A DETERMINATION BASED OFF OF THE INFORMATION THAT WE GATHER WITH THAT CLIENT, AND WE GIVE THE DISPOSITION. SO& A DISPOSITION COULD BE COMMUNITY DISCHARGE LINKAGE TO SERVICES WITH OUTPATIENT CLINICS AT

[00:25:03]

EMERGENCE, OTHER COMMUNITY RESOURCES LIKE OLIVIA, IFF& THERE'S A SUBSTANCE USE PROBLEM& OR WE CAN REFER THEM TO AN INPATIENT FACILITY LIKE OUR EXTENDED OBSERVATION UNIT WITH EMERGENCE HEALTH NETWORK, RIO VISTA OR EL PASO BEHAVIORAL HEALTH OR EL PASO PSYCH CENTER.

SO WE HAVE DIFFERENT OPTIONS DEPENDING ON WHAT THE CLIENT OR SUBJECT'S NEEDS MAY BE AT THAT TIME. AND SO THAT'S WHAT THE CIT SPECIALIST'S JOB WOULD BE TOO& HELP INTERVENE IN THOSE CRISIS SITUATIONS AND OR FOLLOW UPS THAT WE HAVE WITH THE COMMUNITY. DOES THAT HELP? THAT WAS WAY BETTER. YES. OKAY. I SEE IN THE BUDGET WHERE THERE'S A BUDGETT& FOR AN OFFICER AND FOR A CLINICIAN, THE OFFICER, I UNDERSTAND, WILL BE JUST A NOT JUST ANOTHER OFFICER, BUT ITT& WILL BE ADDED TO OUR MANNING TABLE. IS THAT CORRECT? MARCO VARGAS, CHIEF OF POLICE. YES, SIR. THAT'S CORRECT. BE ADDED T& THE CLINICIAN. AND I KNOW DURIN& YOUR PRESENTATION YOU SAID THAT IT WOULD BE PROVIDED BY THE EMERGENCY. IS THE OTHER SALARY LINE ITEM. IS THAT A PAYMENT THAT WE MAKE TO EMERGENCY, ORR& DOES THAT CLINICIAN BECOME AN EMPLOYEE OF HORIZON. SEE. THANK YOU. MY NAME IS RHONDA RUSS. I'M CHIEF OF CRISIS INTERVENTION. AND SO WITH WITH THE LOCALS THAT WE HAVE COMPLETED. THE REASONN& THAT WAS WRITTEN INTO THE BUDGE& IS THAT THAT COLLABORATION WITH EMERGENCY HEALTH NETWORK. SO THAT ALSO HELPS US OUT AS WELL. AND SO WHAT THAT DOES IS ALTHOUGH YOU SEE THAT FULL BUDGET ONCE WE START, OBVIOUSLY IT'S NOT GOING TO BE YOU'RE NOT GOING TO PAY OUT THAT ENTIRE AMOUNT. SO BOTH THE BUDGET THAT& WE PUT IN HERE, IT WAS FOR A MASTER'S LEVEL. SO IF THEY DO COME IN WITH A BACHELOR'S DEGREE, IT IS GOING TO BE LESS THAN WHAT'S INCORPORATED IN HERE. OKAY. AND I'M FINE WITH THAT. WHAT WHAT I'M WONDERING IS IF THE CLINICIAN IS GOING TO BE A HORIZON CITY EMPLOYEE, OR WILL THEY BE AN EMERGENCY EMPLOYEE? I APOLOGIZE FOR THAT, SIR. THEY ARE STILL AN EMERGENCY. AN EMERGENCY? AND WILL THEY BE ASSIGNED ON A AS NEEDED BASIS? NO, THEY'LL BE HERE. THEY'LL BE HERE. THEY WILL BE ASSIGNED TO THIS STATION. YES, THEY'LL BE ASSIGNED TO THEIR. YES, SIR. THAT'S WHAT I MEAN. NO, I WE'VE HAD SIMILAR PROGRAMS TO THIS BEFORE, AND I'VE HEARD REALLY GOOD THINGS ABOUT IT. SO I DON'T HAVE ANY ISSUE WITH THAT. IT'S JUST WE NEED TO UNDERSTAND THIS& IS A GRANT. AS I WAS TALKING, A& I WAS TALKING TO, DISCUSSINGG& WITH THE CHIEF, WE'RE PROBABLY GOING TO NEED MORE OFFICERS ASS& WE GROW AND WE'RE GOING TO GROW RAPIDLY. SO THE ADDITION OF THAT ADDITIONAL OFFICER PROBABLY IS NOT GOING TO BE TOO TRAUMATIC. I JUST WONDERED ABOUT THE CLINICIAN IF WE RAN OUT OF GRANT MONEY, I'M NOT SURE WE COULD AFFORD IT. WE MIGHT BE ABLE TO, BUT I JUST WANTED TO MAKE THAT CLEAR. MR. MILLER, THE NEXT AGENDA ITEM IS THE INTERLOCAL WITH WITH EMERGENCY TO PAY FOR THAT CLINICIAN. OKAY. AND IT'S A ONE YEAR CONTRACT SO IT'S RENEWABLE. IF THE GRANT DIDN'T COME IN AND WE ALL EVERYTHING WENT TO HELL, WE WOULDN'T HAVEE& TO FIRE THIS LADY. SHE'S STILL.

MY CONTRACT. OKAY. THANK YOU SIR. ARE THERE ANY OTHER QUESTIONS FROM COUNCIL? I DID HAVE ONE QUESTION. I THOUGHT THE AGREEMENT TALKED ABOUT HAVING TWO, TWO OFFICERS. ARE WE GOING TO HAVE TWO TRAINED OFFICERS BUT ONLY ONE ASSIGNED OR WHAT? SO? SO THE INITIAL PROPOSAL WAS FOR TWO OFFICERS. HOWEVER, WHEN WE SUBMITTED IT TO THE STATE, WE HAD GONE OVER WHAT THEY WERE ALLOCATING FOR US. SO WE HAD TO& KIND OF REDUCE IT TO ONEE& OFFICER. YES, MA'AM. AND THENN& JUST TO LET YOU KNOW, WE HAVE A GREAT RELATIONSHIP WITH CHIEF VARGAS AND LIEUTENANT VALDEZ.

AND ONE OF THE ONE OF THE GREATEST BENEFITS WITH THEIR VISION, THEY HAVE BEEN SENDING THEIR PATROL OFFICERS TO OUR ACADEMIES, OUR 120 HOUR ACADEMY, FOR THAT IN-DEPTH TRAINING ON MENTAL HEALTH. AND SO YOU WILL PROBABLY SEE THE DIFFERENCE INN& ALL OF THE OFFICERS. SO IF THE ASSIGNED OFFICER IS NOT THERE A& THAT TIME, THEY CAN HAVE ANOTHE& OFFICER STEP IN AS WELL. OKAY.

SO JUST A QUESTION. THEY WHEN A CALL COMES OUT AND THE ARRIVING OFFICER FEELS LIKE THIS SHOULD BE OVER TO YOU GUYS, HE'LL HE'LL JUST RADIO IT IN AND SAY, HEY,,& YOU KNOW WHAT, THIS IS FOR Y'ALL RATHER THAN YES, SIR. YES, DEFINITELY. YOU KNOW, OBVIOUSLY, IF IT'S A VERY VOLATILE, DANGEROUS SITUATION, THEN A REGULAR PATROL OFFICER WOULD RESPOND TO THAT WITH HIS WITHH& HIS BACKUP AND THE CIT UNIT WILL REMAIN BEHIND. ONCE THEY ASSESS THE SITUATION AND DETERMINE IT'S SAFE, THEN THEY'RE ABLE TO BRING THEM IN. OKAY. YES, SIR. OKAY. THANK YOU. ARE THERE ANY MORE QUESTIONS FROM COUNCIL? MOVE TO& APPROVE. THANK YOU ALL SO MUCH. WE DO HAVE A MOTION. I SECOND

[00:30:06]

AND WE HAVE A SECOND. COULD YOU PLEASE PULL THE COUNCIL? MILLER. AYE. QUIROS. AYE. ORTEGA. AYE.

AYE. PADILLA. AYE. MENDOZA. AYE. MOTION CARRIES. THANK YOU ALL SO MUCH. OKAY. ITEM 12. THIS IS A

[12. Discussion and Action]

DISCUSSION AND ACTION ITEM. THI& IS ON A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AN INTERLOCAL AGREEMENT BETWEEN THE TOWN OF HORIZON CITY AND EL PASO COUNTY IN MHMR, DOING BUSINESS AS EMERGENCY EMERGENCY HEALTH NETWORK TO ESTABLISH THE PROCEDURES AND RESPONSIBILITIES FOR DEPLOYING A CRISIS INTERVENTION TEAM TO ASSIST PERSONS IN MENTAL HEALTH CRISIS AND PERSONS DIAGNOSED OR SUSPECTED OF MENTAL ILLNESS AND OR INTELLECTUAL DISABILITY. THE AMOUNT TO BE PAID, THE AMOUNT PAID BY THE CITY FOR MENTAL HEALTH CLINICIANS SHALL BE $73,971 PER YEAR. MARCO VARGASS& ONCE AGAIN, SO THIS THIS ITEM GOES HAND IN HAND WITH THE PREVIOUS ITEM. AND THIS IS JUST THE MOU ALLOWING US TO WORK TOGETHER OURSELVES AND EMERGENCY HEALTH NETWORK. YES, SIR. THANK YOU. IS THERE A MOVE TO APPROVE? SECOND. MOTION. AND A SECOND.

COULD YOU PLEASE PULL THE COUNCIL? MILLER GOT A DATE TONIGHT. QUIROS. ORTEGA. HI, RANDALL. HI. PADILLA. HI. MENDOZA. HI. MOTION CARRIES. THANK YOU SO MUCH. THANK YOU.

[13. Discussion and Action]

OKAY. ITEM NUMBER 13. THIS IS A DISCUSSION AND ACTION ITEM. THI& IS ON AN UPDATE ON THE CAPITAL IMPROVEMENT PROGRAM. GOOD EVENING. COUNCIL. TERRY QUEZADA, CIP MANAGER. WE HAVE A FEW PROJECTS. COULD YOU MOVE YOUR MICROPHONE OVER JUST A LITTLE BIT? THANK YOU. IS THIS BETTER? THAT'S BETTER. THANK YOU. THANK YOU. WE HAVE A FEW PROJECTS ONN& THE REPORT TODAY, BUT THESE ARE THE MAJOR PROJECTS THAT WE HAVE UNDERTAKEN. SO COUNCIL WILL REMEMBER THAT THESE ARE A BIT MORE CHALLENGING SIMPLY BECAUSE OF THEIR SCOPE AND COMPLEXITY. GO AHEAD. YEAH. THANK YOU. THE FIRST PROJECT TO REPORT ON IS MUNICIPAL FACILITIES PHASE ONE.& THE SITE WORK IS CONTINUING.

YOU'RE SEEING MORE OF THE WORK ON THE WALLS AND VERTICAL CONSTRUCTION. STEEL FRAMES ARE GOING UP AND THE ROUGH ENDS FOR ALL THE TRADES ARE ALSO GOING IN. YOU'LL ALSO NOTE THAT THERE'S A CHANGE ORDER ON THE AGENDA FOR COUNCIL'S CONSIDERATION LATER ON THE AGENDA. AND THIS IS FOR ADDITIONAL BULLETPROOF DOORS. WE CONTINUE COORDINATING WITH UTILITIES. THERE'S ALSO ANOTHER ITEM ON TODAY'S AGENDA FOR THE EASEMENT AGREEMENT WITH EL PASO ELECTRIC COMPANY, SO THAT THEY CAN INSTALL THEIR FACILITIES ON CITY PROPERTY. WE'RE CONTINUING TO COORDINATE WITH TEXAS GAS SERVICE. A TERM MUD AND CANTERA. AND THE CONTRACTOR ALSO CONTINUES TO COORDINATE WITH NORTH DARRINGTON, PARTICULARLYY& SINCE THEY ARE CONSTRUCTING THE DRIVEWAYS SO THAT THE TRAFFIC CONTROL IS COORDINATED. THE PROJECT CONTINUES TO BE ON SCHEDULE DESPITE THE CHANGE ORDERS. WE'VE NOT ADDED ANY ADDITIONAL TIME TO THE CONTRACT, SO WE'RE STILL LOOKING AT A CONTRACTUAL COMPLETION DATE BY THE END OF THIS CALENDAR YEAR.

WE'RE CHECKING TO SEE HOW MUCH MORE TIME WE MIGHT NEED FOR THE MOVE IN TO BE COMPLETE, BECAUSE AGAIN, THAT THAT DATE IS FOR THE CONSTRUCTION TO BE COMPLETED. BUT AGAIN, WE'RE STILL FAIRLYY& EARLY IN THE CONSTRUCTION PHASE, AND THESE ARE JUST SOME OF THE IMAGES SHOWING THE VERTICAL CONSTRUCTION AND THE STEEL FRAMING THAT IS ONGOING ON THE SITE. NEW REGIONAL PARK. WE HAV& NOT MADE A WHOLE LOT OF PROGRESS ON THIS, BUT THAT IS ONE OF MY PRIORITIES FOR THE FIRST QUARTER OF THIS YEAR. SO WE'LL WE'RE HOPING TO BRING BACK TO YOU SOME MORE PROGRESS ON THE NEW REGIONAL PARK FOR FEDERALLY AND STATE FUNDED PROJECTS. NORTH DARRINGTON RECONSTRUCTION. WE'RE STILL WORKING ON THE CIP LOAN AND THE REVISION ON THE THIRD PART THREE PARTY AGREEMENT. ONCE ALL OF THE PARTIES AGREE TO THE PROVISIONS, WE'LL OF COURSE BRING THAT TO COUNCIL FOR EXECUTION. AND THEN WE WILL WORK ON THE ORDINANCE AMENDMENTS FOR THE. TEA TREE. AS FAR AS THE PROGRESS ON THE PROJECT IS CONCERNED, THE STORM DRAINAGE INSTALLATION CONTINUES. THERE'S A WATER LINE INSTALLATION AT OXBOW AND THE POND. EXCAVATION CONTINUES. TEMPERATURES DURING LAST WEEK AFFECTED SOME OF THE PAVING. BUT THE CONTRACTOR IS WORKING ON ON GETTING PAVING IN

[00:35:01]

PLACE FOR THAT. THIS IS FOR HORIZON PHASE TWO. HORIZON BOULEVARD PHASE TWO. WE DO HAVE AN ISSUE WITH THE TEXAS GAS SERVICE. THERE WERE ADDITIONAL FACILITIES THAT WERE LOCATED ON THE NORTHBOUND LANES OF DARRINGTON. WE'RE WORKING TO GE& A SCHEDULE FOR THEM TO RELOCATE THOSE LINES. THAT IS AFFECTING THE PROGRESS THAT WE CAN MAKE ON THE PROJECT, BECAUSE WE NEED TO& HAVE THE NORTHBOUND LANES COMPLETED BEFORE WE CAN SHIFT T& THE SOUTHBOUND LANES. SO AGAIN, WE'RE WE'RE TRYING TO GET TEXAS GAS SERVICE TO GIVE US SOME TIMING ON WHEN THEY'LL BE ABLE TO RELOCATE THEIR LINES. RODMAN SHARED USE PATH. THE PROJECT IS 100% COMPLETE AS FAR AS DESIGNN& IS CONCERNED. WE'RE WORKING THROUGH ENVIRONMENTAL DOCUMENTATION FOR THE PROJECT AND ARE EXPECTING BIDDING AN AWARD IN THE SPRING OF 2025. THIS PROJECT WILL BE ADVERTISED AND AWARDED BY THE CAMINO REAL REGIONAL MOBILITY AUTHORITY. THAT'S THE AGREEMENT THAT WE HAVE WITH THEM. SO THEY'VE MANAGED THE DESIGN. THEY WILL MANAGE THE BIDDING PROCESS AND ALSO THE CONSTRUCTION PROCESS, AND THAT'S IN ACCORDANCE WITHH& WHAT WE NEED TO DO WITH WITH TXDOT AS WELL. DELAY, DELAY INN& THE TRANSIT PLAZA. WE HAVE A FUNDING AGREEMENT IN PLACE. WE ARE ADVERTISING FOR A GRANT COMPLIANCE MANAGER. THIS IS THE FIRST TIME THAT THE CITY WILL HAVE ANY EXPERIENCE IN DEALING WITH HUD. THERE ARE DIFFERENT FEDERAL AGENCY WITH DIFFERENT REQUIREMENTS. SO WE WANT TO MAKE SURE THAT WE IN NO WAY JEOPARDIZE THE FEDERAL FUNDS THAT THAT WE ARE RECEIVING. SO THAT IS THAT ADVERTISEMENT IS MOVING FORWARD. WE EXPECT TOO& HAVE PROPOSALS BY THE END OFF& THIS MONTH. AGAIN, ANY SELECTED CONSULTANT WILL BE BROUGHT TO COUNCIL FOR A CONTRACT AND SUBJECT TO YOUR QUESTIONS COUNCIL THAT COMPLETES CIP REPORT. THANK YOU SO MUCH, DOCTOR. ARE THERE ANY QUESTIONS FROM COUNCIL? WHEN'S IT GOING TO BE OPEN? IT'S GOING TO BE A WHILE. WHAT'S THE PROJECTED DATE? IS THERE A PROJECTED DATE FOR. FOR WHICH PROJECT? FOR THE DARRINGTON. FOR DARRINGTON? LET ME DOUBLE CHECK ON THAT. BUT I THINK WE'RE LOOKING AT THE END OF 2026. OKAY. AND HORIZON BOULEVARD. IT'S ABOUT THE SAMEE& TIME THEY'RE WORKING ON DIFFERENT MILESTONES. AND THE CONTRACTOR IS VERY MINDFUL OF THOSE BECAUSE THAT'S THE WAY THE CONTRACT WAS STRUCTURED BY TXDOT THAT THEY HAVE TO HIT CERTAIN MILESTONES. BUT AGAIN, THE UTILITIES ARE AFFECTING THE PROGRESS THAT WE CAN MAKE. OKAY.

I WILL DOUBLE CHECK AND GET A DATE TO COUNCIL. OKAY. PROJECTED DATE. THANK YOU. YES. THANK YOU.

THINK WE CAN KEEP GOING. OKAY. ITEM NUMBER 14. THIS IS A DISCUSSION AND ACTION ITEM. THIS IS ON AN UPDATE ON THE ARPA PROGRAM. COUNCIL. WE WANTED TOO& BRING BACK THE FINANCIAL STATUS OF THE ARPA FUNDING. IT WAS JUS& A ONE SHEETER. I DON'T KNOW IF YOU COULD MAKE THAT A LITTLE BIT BIGGER. LET ME SEE IF I CAN ZOOM IN. UP ON TOP. PLUS SIGN. OH, THERE WE GO. SO YOU'LL NOTICE THAT THE BLUE FONT REPRESENTSS& THE CHANGES FROM THE LAST TIME THAT WE PRESENTED TO YOU. AND STAFF WORKED VERY DILIGENTLY TO& MAKE SURE THAT WE GOT EVERYTHING UNDER CONTRACT THAT WE POSSIBLY COULD. WE HAVE THE I APOLOGIZE, THE NUMBER FOR THE TOTAL PROGRAM AMOUNT IS SHOWING IS 4,000,867.

IT SHOULD BE $4,876,630.37. SOO& WE HAVE A LITTLE BIT MORE BETWEEN THE TOTAL COSTS, ENCUMBRANCES AND ANTICIPATED COSTS IN THE ALLOCATION THEN THIS WORKSHEET SHOWS. BUT WE EXPECT THAT WE'LL STILL BE ABLE TO SPEND ALL OF THOSE DOLLARS. AGAIN, THE MAJOR AMOUNTS HAVE BEEN ENCUMBERED. WE WERE LOOKING AT A JANUARY 3RD, 2025 REPORT, AND YOU'LL NOTICE THAT WE HAVE THE PROPERTY ACQUISITION UNDER CONTRACT FOR A SIGNIFICANT AMOUNT. SO WE ARE WE'RE ALMOSTT& AT 100%. WE'RE AT 99%. I DON'T EXPECT TO HAVE ANY VARIANCES FROM WHAT WE'RE REPORTING TO YOU

[00:40:03]

TODAY, BUT WE CAN CERTAINLY BRING YOU THE REPORT IN APRIL,,& WHEN THE CITY IS REQUIRED TOO& SUBMIT TO THE FEDERAL GOVERNMENT TO SHOW YOU WHAT THOSE NUMBERS ARE. REMEMBER THAT WE STILL HAV& SOME TIME TO EXPAND, PROVIDEDD& THAT AGREEMENTS WERE IN PLACE BY DECEMBER 31ST OF 2024. SO WEE& HAVE AGREEMENTS IN PLACE WITH, FOR EXAMPLE, OUR CITY ATTORNEY WITH OUR CITY ENGINEER WITH ME.

SO IF THERE ARE COSTS THAT ARISE, CERTAINLY WE CAN CONTINUE TO EXPEND THOSE. BUT THE MAJOR PORTION OF THE ARPA FUNDS WERE SPENT SUBJECT TO YOUR QUESTIONS. COUNCIL. THAT'S THE REPORT.

THANK YOU DOCTOR. ARE THERE ANY QUESTIONS FROM COUNCIL? NO QUESTIONS. IS THERE A MOTION TO& APPROVE? SECOND. MOTION TOO& ACCEPT AND APPROVE. COULD YOU PLEASE PULL THE COUNCIL? MR. QUIROS? I ORTEGA, A RANDALL, A PADILLA, A MENDOZA. A MOTION CARRIES. OKAY. ITEM NUMBER 15.

THIS IS ON A CHANGE ORDER NUMBER TWO TO DANTEC'S GENERAL CONTRACTORS FOR $48,999.19 FOR THE MUNICIPAL FACILITIES PHASE ONE PROJECT SOLICITATION, 20 3-101. COUNCIL. GOOD EVENING.

TERRY QUEZADA, CIP MANAGER. THIS IS THE SECOND CHANGE ORDER TOO& THE MUNICIPAL FACILITIES PROJECT FOR THE AMOUNT THAT SCHULER READ. JUST UNDER $50,000 FOR SIX ADDITIONAL BULLETPROOF DOORS THAT WERE REQUESTED BY THE OWNER BY BY THE CITY, THE POLICE DEPARTMENT. THE AMOUNT THAT YOU SEE ALREADY INCLUDES THE CREDIT FOR THE SIX DOORS THAT ARE BEING REPLACED. THAT WAS A CREDIT OF $3,320. THE TOTAL AMOUNT FOR THE CONTRACT AFTER THIS CHANGE ORDER IS $9,141,000. AND A LITTLE BIT OF CHANGE, BUT THE CHANGE ORDERS TO DATE REPRESENT 0.78% OF CHANGE ORDER FROM THE ORIGINAL CONTRACT AMOUNT. SO UNDER 1%. AND AGAIN, WE'RE LOOKING AT COMPLETION AT THE END OF THIS CALENDAR YEAR. SO HAVING LOOKED AT THIS CHANGE ORDER, OUR CONSTRUCTION MANAGER REVIEWED IT AND FINDS IT ACCEPTABLE. SOO& STAFF IS RECOMMENDING APPROVAL OF THE CHANGE ORDER. FUNDING IS AVAILABLE IN THE 2023 CERTIFICATES OF OBLIGATION. THI& IS PART OF THE CONTINGENCY AMOUNT THAT WE SET UP FOR THE PROJECT. THANK YOU DOCTOR. ARE THERE ANY QUESTIONS FROM COUNCIL? I HAVE A QUESTION. WHAT'S THE DIFFERENCE BETWEEN BULLETPROOF GLASS AND BULLET RESISTANT GLASS THAT I DO? THESE ARE BULLETPROOF. DOORS. YEAH, THAT'S ALL THE PRICE. THE PRICE? I'M JUST CURIOUS. I DON'T KNOWW& WHAT THE DIFFERENCE IS. BUT I CAN. I CAN GET IT. I WILL ASK OUR CONSTRUCTION MANAGER TO GIVE US AN EXPLANATION. ALL RIGHT. OKAY. ITEM NUMBER 16. DISCUSSION AND ACTION. THIS IS ON A RESOLUTION AUTHORIZING THE MAYOR TO SIGN AN INTERLOCAL SLASH PROJECT DEVELOPMENT AGREEMENT WITH THE CAMINO REAL REGIONAL MOBILITY AUTHORITY FOR THE DEVELOPMENT OF HOWARD LOW PEDESTRIAN PROJECT, DESCRIBED IN AND SAID AGREEMENTS. COUNCIL. GOOD EVENING. TERRY QUEZADA, CITY MANAGER. COUNCIL MAY RECAL& THAT IN DECEMBER WE BROUGHT A BRIEFING TO COUNCIL ABOUT AN OPPORTUNITY FOR FEDERAL FUNDING FOR NONTRADITIONAL TRANSPORTATION PROJECTS AND THE CANDIDATE PROJECT THAT THE TOWN WAS CONSIDERING WAS HOWARD LOW DRIVE, WHICH IS JUST EAST OF THE INTERSECTION OF HORIZON AND DARRINGTON. THE APPLICATION PROCESS, AS WE DESCRIBED IS ROBUST, AND IT'S A TWO STEP PROCESS WITH A PRELIMINARY APPLICATION DUE IN FEBRUARY OF THIS YEAR AND A FINAL APPLICATION IF THE PRELIMINARY ONE IS PROMISING, DUE IN INN& JUNE. ALSO OF THIS YEAR. SO WE REACHED OUT TO THE CAMINO REAL REGIONAL MOBILITY AUTHORITY TOO& SEE IF THEY WOULD PARTNER WITH THE TOWN AND BE ABLE TO DEVELOP BOTH PHASES OF THE APPLICATION. SHOULD THE FIRST PHASE INDICATE THAT IT'S NOT A VIABLE PROJECT,& THAT TXDOT DOES NOT LOOK FAVORABLY ON IT, THEN WE'RE DONE AT THAT POINT AND WE WON'T GO FURTHER. BUT IF THIS IS SOMETHING THAT THEY'RE INTERESTED IN, IN SUPPORTING, THEN WE WILL FINALIZE THE APPLICATION AND SUBMIT IT IN IN THE SUMMER OF THIS YEAR. THE INTERLOCAL AGREEMENT, INCLUDING THE MAS FEE, IS FOR $45,197.92.

[00:45:10]

THE CONSULTANT WILL BE HNTB, WHO IS UNDER CONTRACT WITH CAMINO REAL REGIONAL MOBILITY AUTHORITY, AND THEY WILL HELP US DEVELOP THE APPLICATION PROCESS AS FAR AS AS WE CAN TAKE IT TOO& INCLUDE THE PREPARATION OF SOME LETTERS OF SUPPORT THAT WILL GO OUT AND REQUEST AGAIN IF WE MAKE IT TO THE TO THE SECOND PHASE. MISTER T IS THE EXECUTIVE DIRECTOR OF THE CAMINO REAL REGIONAL MOBILITY AUTHORITY ISS& ON THE LINE. IF YOU HAVE ANY QUESTIONS FOR HIM. THE FUNDING SOURCE FOR THE GRANT PREPARATION WILL BE ALSO THE 2023 CERTIFICATES OF OBLIGATION. WE HAVE FUNDING ALLOCATED FOR GRANT MATCHES, SO WE'RE PROPOSING TOO& USE THAT TO FUND THE AGREEMENT WITH THE CAMINO REAL REGIONAL MOBILITY AUTHORITY. THANK YOU DOCTOR. ARE THERE ANY QUESTIONS FROM COUNCIL? MOVE TO APPROVE. WE HAVE A MOTION TO APPROVE. IS& THERE A SECOND? SECOND AND A SECOND. PLEASE PULL THE COUNCIL. MILLER. QUIROZ. HI. ORTEGA. HI, RANDALL. HI, PADILLA. HI, MENDOZA. HI. MOTION CARRIES. THANK YOU. COUNCIL. THANK YOU, MISTER DIAZ. THANK YOU. DOCTOR.

[17. Discussion and Action]

THANK YOU. TO ITEM SEVEN. ITEM NUMBER 17. THIS IS A DISCUSSION AND ACTION ITEM. AND WE HAVE A FLOOR AMENDMENT FOR THIS ITEM. AND I'LL HAVE THE OUR ASSISTANT CITY ATTORNEY GO OVER THE CAPTION FOR THIS ITEM. YES. SOO& THIS IS OUR FIRST STEP IN CALLING THE ELECTION FOR MAY.

AND IT BECAUSE WE'RE GOING TOO& HAVE A VACANCY. WE ALSO NEED TO& HAVE IN PLACE FIVE. WE NEED TOO& HAVE A SPECIAL ELECTION. SO THE RESOLUTION SHOULD READ. IT'S A RESOLUTION ORDERING AN ELECTION BY THE QUALIFIED VOTERS OF THE TOWN OF HORIZON CITY. ON MAY 3RD, 2025, FOR THE PURPOSE OF ELECTING COUNCIL MEMBERS FOR PLACES ONE, TWO, FOUR AND SIX FOR FOUR YEAR TERMS, AND A SPECIAL ELECTION ON THE SAME DATE TO FILL THE VACANCY IN PLACE FIVE FOR THE REMAINDER OF THE TERM, WHICH WILL BE EXPIRIN& IN MAY OF 2027. SO THIS WILL BE THIS IS YOUR YOUR APPROVAL TOO& MOVE FORWARD WITH THE ELECTION. IT'S STATUTORILY REQUIRED. AND THEN WE WILL WE WILL PLACE A NOTICE ON THE WEBSITE WITH ALL OF THE INFORMATION REGARDING THE DATES FOR FILING FOR A PLACE ON THE BALLOT, ETC. THANK YOU SO MUCH. ARE THERE ANY QUESTIONS FROM COUNCIL? I'VE GOT A MOTION TO APPROVE SECOND AND A SECOND. COULD YOU PLEASE PULL THE COUNCIL? MILLER. QUIROZ. HI.

ORTEGA. HI, RANDALL. HI. PADILLA. HI, MENDOZA. A MOTION CARRIES. OKAY. ITEM NUMBER 18.

[18. Discussion and Action]

THIS IS A DISCUSSION ITEM ONLY. THIS IS A FIRST READING ON AN ORDINANCE. AN ORDINANCE CALLING A SPECIAL ELECTION FOR THE QUALIFIED VOTERS OF THE TOWN OF HORIZON CITY, TEXAS. ON MAY 3RD, 2025, FOR THE PURPOSE OF SUBMITTING A PROPOSITION ON THE REAUTHORIZATION OF THE LOCAL SALES AND USE TAX IN THE TOWN OF HORIZON CITY AT THE RATE OF ONE QUARTER OF 1%, TO CONTINUE PROVIDING REVENUE FOR MAINTENANCE AND REPAIRS OF MUNICIPAL STREETS. MAKING A PROVISION FOR THE CONDUCT OF SUCH ELECTION. RESOLVING OTHER MATTERS INCIDENT AND RELATED TO& SUCH ELECTION. PROVIDING FOR THE INVALID INVALIDITY. INVALIDITY,& VALIDITY AND VALIDITY. PROPER NOTICE AND PUBLIC MEETING OF EFFECTIVE DATES. THE TAX WILL EXPIRE ON THE FOURTH ANNIVERSARY OF THE DATE OF THE ELECTION, UNLESS THE IMPOSITION OF THE TAX IS REAUTHORIZED. SO IF ANYBODY HAS ANY QUESTIONS, THIS IS JUST& WE CONTINUE TO HAVE TO DO IT EVERY FOURTH YEAR, BUT IT'S STILL GOING ON. THIS IS AN ORDINANCE. WE DON'T HAVE TO GO BACK TO THE VOTERS. YES. NO ITT& IS, IT IS. SO BUT BY STATE LAW,& WE HAVE TO CALL THIS ELECTION BY ORDINANCE. SO THERE'LL BE TWO READINGS AND THEN IT'LL BE ON THE BALLOT. OKAY. YEAH. OKAY. THAT'S FINE. AND IS THIS A THIS& IS AN ETERNAL THING. THERE'S NO POINT WHERE WHERE IT JUST BECOMES THE RULE. THE RULE? NO.

IN FACT, I LOOKED BECAUSE ONE CITY WAS SUCCESSFUL IN GOING TO& THE LEGISLATURE, AND IT HAS BEEN IN PLACE FOR SO LONG THAT THEY DON'T HAVE TO DO IT ANYMORE. AND I LOOKED, I TOLD ELVIA THAT II& WAS GOING TO LOOK TO SEE IF ITT& DIDN'T APPLY TO US AS WELL, BUT IT DID NOT. SO. NOT YET. I HAVE& A QUESTION FOR IF FOR SOME REASON WE FAIL TO REAUTHORIZE. AND DOES THAT MEAN THAT ESD ONE SALES TAX WOULD BE IMPLEMENTED WITHIN THE CITY, AND THEN WEE& WON'T BE ABLE TO REAUTHORIZE

[00:50:04]

AGAIN? I DON'T KNOW WHAT THE EFFECT OF NOT BEING ABLE TOO& AUTHORIZE SAYS IT'S WITHIN THEIR JURISDICTION, BUT THE TOWN OF HORIZON CITY IS NOT INCLUDED BECAUSE WE HAVE OUR OWN. SO IFF& WE IF WE FAIL TO REAUTHORIZE, DOES THAT MEAN THAT ONCE THAT HAPPENS, THE ESD ONE GOES INTO EFFECT WITHIN OUR CITY LIMITS AND THEN WE LOSE OUR OPPORTUNITY TO REAUTHORIZE? NO, THIS, THIS, THIS THIS TAX IS SPECIFICALLY FOR STREET MAINTENANCE, NOT FOR THE ESD, BUT IT'S. IT'S KIND OF RIGHT. IT'S PART OF THE 2%, THE HALF CENT, A QUARTER CENT GOESS& TO THE EDC AND A QUARTER CENT GOES TO THE STREET. I DON'T KNOW WHY WE DON'T HAVE TO REAUTHORIZ& THE EDC. I DON'T KNOW, BUT I CAN FIND OUT. SO FOR THE NEXT MEETING, WHEN WE HAVE THE SECOND READING, I'LL I'LL ANSWER BOTHH& THOSE QUESTIONS FOR YOU ALL. OKAY. YEAH. I'VE ALWAYS BEEN CONFUSED ABOUT THAT. YEAH. WHY?& THEY DON'T HAVE TO. WHY DON'T WE DO THE EDC TWO? WE DID THEM AT THE SAME TIME. OKAY. WHEN WE ANSWER THOSE QUESTIONS FOR YOU AND. AND I REMEMBER SOMETHING ABOUT. THE EDC COULD RAISE THEIRS IF WE LOWERED OUR I DON'T KNOW, I REMEMBER SOME OF THAT BECAUSE THERE'S A CAP ON HOW MUCH THE SALES TAX CAN BE. SO I GUESS IF WE IF WE DON'T HAVE THE STREET TAX WE CAN GIVE, SOMEBODY ELSE CAN PULL SOME QUARTER. YEAH. THAT'S PROBABLY THE ANSWER. BUT I'LL FIND OUT. ARE THERE ANY OTHER QUESTIONS FROM COUNCIL. SO WE HAVE TO BE VIGILANT EVERY FOUR YEARS AND MAKE SURE IT GETS APPROVED. YEAH. OKAY. WE CAN MOVE ON. BEING THAT THAT'S A DISCUSSION

[19. Discussion and Action]

ITEM. YES, A DISCUSSION ITEM. OKAY. ITEM NUMBER 19. THIS IS ON THE CONTRACT FOR ELECTION SERVICES WITH THE EL PASO COUNTY ELECTIONS ADMINISTRATOR FOR THE MAY 3RD, 2025 GENERAL ELECTION.

WE HAVE A CHART. YEAH. WE DON'T& WANT TO MANAGE IT OURSELVES. ELVIA DOESN'T WANT TO MANAGE THE ELECTION. THE CHRISTMAS PARADE WAS HARD ENOUGH. THE EXPENSE. MY GOODNESS. SECOND, DO YOU HAVE A MOTION? AND A SECOND. COULD YOU PLEASE PULL THE COUNCIL? MILLER. QUIROZ HIGH. ORTEGA HIGH. RANDLE HIGH. PADILLA HIGH. MENDOZA. HI. MOTION CARRIES. OKAY. THIS IS A DISCUSSION AND ACTION ITEM. THI&

IS ON THE APPOINTMENT OF ELECTION OFFICIALS AND ELECTION JUDGES FOR THE GENERAL ELECTION& ON MAY 3RD, 2025. I GUESS WE'RE GOING TO HAVE SOME. YEAH. MOVE TO APPROVE. OKAY. SECOND. PRELIMINARY DISCUSSION AND ACTION. THIS IS ON THE PRELIMINARY AND FINAL SUBDIVISION PLAT. APPLICATIONS FOR SUBDIVISIONS. CASE NUMBER CC 24 0003. AND TO AUTHORIZE THE MAYOR TO SIGN THE RECORDING PLAN, LEGALLY DESCRIBED AS TWO PORTIONS OF SECTION 31, BLOCK 78, TOWNSHIP THREE TEXAS AND PACIFIC RAILROAD SURVEYS. TOWNN& OF HORIZON. CITY OF EL PASO COUNTY, TEXAS, CONTAINING 4.0031 ACRES PLUS OR MINUS. APPLICATIONS SUBMITTED BY APPLICANT'S REPRESENTATIVE. J..& LJ DESIGNS. MAYOR AND COUNCIL ARE RUBIO AGAIN FOR THE RECORD.

SO THIS IS A THIS IS A PRELIMINARY FINAL PLAT SUBDIVISION SUBDIVISION PLAN APPLICATION FOR CANUTILLO SUBDIVISION, WHICH IS LOCATED NORTH OF HORIZON BOULEVARD AND WEST OF CAINAZZO AVENUE. AGAIN,& THE REQUEST IS A PRELIMINARY FINAL PLAT FOR TWO LOT COMMERCIAL SUBDIVISION CONTAINING APPROXIMATELY 4.0031 ACRES. SO IT'S TWO LOTS, AND THEY'RE GOING TO BE COMBINING THEM INTO ONE SINGLE LOT. PRIMARY ACCESS IS FROM CAINAZZO AVENUE AND IN AS FAR AS PARKLAND AND FEES, THERE ARE NONE BECAUSE THIS IS A COMMERCIAL DEVELOPMENT AND IT'S NOT SUBJECT TO THOSE FEES AND DEDICATION. AS FAR AS STORMWATER PONDING, THEY ARE PROPOSING A PRIVATE POND TO THE REAR OF THE PROPERTY. ON THE LEFT IS THE SUBJECT PROPERTY. A& YOU CAN SEE, THERE'S TWO LOTS THE LARGER ONE TO THE NORTH AND THEN A SMALLER ONE ON THE SOUTH, AND THEY'RE GOING TO COMBINEE& THEM BOTH. IT'S THE TOP ONE ISS& ABOUT 2.9 ACRES AND THE OTHER ONE IS ABOUT AN ACRE. SO ALL TOGETHER IT'S ABOUT FOUR ACRES. ON THE RIGHT SIDE IS THE ZONING MAP. IT'S ALL ZONED C-1 COMMERCIAL. TO THE SOUTH IS A-1& AND THEN TO THE WEST IS R-9. AND ACROSS FROM THAT IS THE DESERT HILLS ELEMENTARY SCHOOL ZONE R-2. AND THEN FURTHER TO THE SOUTH, THERE'S MORE C C-1 COMMERCIAL ZONING. THIS IS THE LOCATION MAP AGAIN. AGAIN. WEST OF NORTH. NORTH CORONADO AVENUE. AND IN NORTH OF. I'M SORRY. WEST OF NORTH CANAL AVENUE AND NORTH OF HORIZON BOULEVARD. THIS ISS& THE PRELIMINARY PLAT. IN LIGHT YELLOW IS ARE THE EXISTING

[00:55:07]

RIGHTS OF WAY. AND THEN IN THE DARKER BLUE IS THE PONDING AREA& THAT THEY'RE PROPOSING. AND THOSE ARROWS SHOW THE FLOW OF WATER. AND THE YELLOW IS THE BOUNDARY OF THE SUBDIVISION. SO THEY ARE COMBINING THOSE TWO LOTS. THIS IS THE FINAL SUBDIVISION PLAT. AGAIN THE LIGHTER BLUE IS THE EXISTING RIGHT OF WAY. AND THEN THE, THE YELLOW IS THE BOUNDARY OF THE SUBDIVISION ITSELF. THIS IS THE EXISTING CROSS SECTION. IT'S A 170, 120 FOOT EXISTING RIGHT OF& WAY AVENUE. AND AS FAR AS STAFF COMMENTS, THERE WAS NO ADVERSE OR PENDING COMMENTS. THE ALL THE COMMENTS HAVE BEEN ADDRESSED. AND WITH THAT, STAFF IS RECOMMENDING APPROVAL BECAUSE IT MEETS ALL THE REQUIREMENTS OF THE PRELIMINARY AND FINAL SUBDIVISION PLAN. SO STAFF DOES& RECOMMEND APPROVAL OF THAT OF THAT SUBDIVISION. WITH THAT, THAT CONCLUDES MY PRESENTATION.

UNLESS THERE'S ANY QUESTIONS FROM THE COUNCIL. THANK YOU SIR. YES, SIR. ARE THERE ANY QUESTIONS FROM COUNCIL? IS THERE ANY INDICATION FROM THE DEVELOPER WHAT IT MIGHT WHATT& THEY'RE LOOKING AT THERE, ORR& THEY JUST WANT TO PUT THEIR THOUGHTS TOGETHER? RIGHT NOW IT PRIMARILY SEEMS LIKE MOSTLY SHOPPING CENTER TYPE DEAL RETAIL, THINGS LIKE THAT. ANY OTHER QUESTIONS? MOVE TOO& APPROVE. DO WE HAVE A MOTION TO APPROVE? SECOND AND A SECOND.

COULD YOU PLEASE PULL THE COUNCIL? MILLER. QUIROZ. I ORTEGA I RANDLE-EL I PADILLA I MENDOZA I. MOTION CARRIES. THANK YOU ALL. THANK YOU SIR. ITEM NUMBER 22 DISCUSSION AND ACTION.

THIS IS ON A RESOLUTION AUTHORIZING THE TOWN OF HORIZON CITY TO SPONSOR CLINT INDEPENDENT SCHOOL DISTRICT ONN& THEIR SENIOR SCHOLARSHIP. FIVE K RUN WALK BY REDUCING THE SPECIAL EVENT PERMIT APPLICATION FEE TO& $100. MAYOR AND COUNCIL. ARTT& RUBIO, PLANNING DEPARTMENT. SOO& THIS IS LIKE JUST TO HAVE HORIZON CITY SPONSOR THE EVENT, AND THE SPONSORING IS ONLY LIMITED TO THE FEE. WE'RE NOT WAIVING THE FEE ENTIRELY. WE'RE JUST REDUCING THE FEE TO $100.

WHAT USED TO BE THE PREVIOUS FEE FOR A SPECIAL EVENT PERMIT? THE SPECIAL EVENT PERMIT IS GOING T& BE LOCATED FROM. IT'S GOING TOO& START AT HORIZON HIGH SCHOOL. IT'S GOING TO GO NORTH NORTH TO& NORTH OF EASTLAKE. LET ME SHOW YOU WHERE. THIS IS KIND OF LIKE A FLIER THAT WE'RE GOING TO DO IT FEBRUARY THE 1ST. HOWEVER, THERE IS CONSTRUCTION ALL ALONG, ALL ALONG THE SCHOOL HERE, AND IT'S KIND OF LIKE PREVENTINGG& THEM FROM STARTING THEIR ROUTE. THEIR ROUTE WOULD START HERE AT& THE SCHOOL, AND IT WOULD CONTINUE ON ALL THE WAY TOO& EASTLAKE, ALL THE WAY TO RIO AVENUE. AND THEN IT CIRCLES BACK AGAIN AND COMES BACK. THEY WOUL& BE REQUIRED TO CLOSE PART OF THE PART OF EASTLAKE. SO FOR SAFETY TO ESCORT THE RUNNERS FOR THAT. SO THEY DID COME IN AND REQUEST THAT SPONSOR SPONSORSHIP FROM HORIZON CITY FOR THE FEE TO HELP THEM OUT WITH A FEE. IT IS FOR TO RAISE FUNDS FOR SCHOLARSHIPS FOR HIGH SCHOOL STUDENTS. SO THEY THEY WORK PROGRESSED TO COLLEGE. THAT CONCLUDES MY PRESENTATION ON THIS ONE. UNLESS THERE'S ANY QUESTIONS FROM THE COUNCIL. THANK YOU SIR. AREE& THERE ANY QUESTIONS FROM COUNCIL? SECOND. DID WE HAVE A QUESTION? NO. WHAT WAS THE FULL FEE WAS? OH, THE CURRENT FEE THAT WAS APPROVED BY COUNCIL BACK IN OCTOBER IS $500. SO WE'RE REDUCING IT TO THE OLD FEE,,& WHICH IS USED TO BE 100 A LOT. SO THE CITY PAID 500 FOR THE PARADE. THEY NEED SOMEBODY.
