THIS IS A REPORT THAT WAS DONE 30 YEARS AGO BY THE EL PASO METROPOLITAN PLANNING ORGANIZATION AND THE COUNTY OF EL PASO. AND IN IT, THERE'S A WHOLE STRATEGY ON HOW TO WORK TOWARDS ACCOMPLISHING THE REGIONAL TRANSPORTATION SERVICES FOR THE COUNTY OF EL PASO. AND IN ABOUT TWO YEARS LATER. IN 2018, 2019, THERE WAS ANOTHER REPORT THAT WAS DONE ALSO BRINGING TOGETHER DIFFERENT ENTITIES WITHIN THE COUNTY TO CONTINUE TO MOVE TOWARDS US HAVING A AGAIN MEETING. THE GOAL OF HAVING A ONE TRANSPORTATION SYSTEM WITHIN THE COUNTY OF EL PASO, AND THE MOST CURRENT ONE IS 2026, 20 2022, 2026. REGIONAL PLANNING COMMITTEE FUNDED THROUGH TXDOT, ALL FOR THE PURPOSES OF LEADING US TO WHERE WE ARE TODAY. AND SO WITH THAT, THIS IS OUR BOARD OF DIRECTORS.
IT INCLUDES A REPRESENTATIVE FROM EACH OF THE FIVE ENTITIES THAT MAKE UP THE BOARD OF DIRECTORS. AND OF COURSE, MR. RUBIO IS ONE OF THE BOARD MEMBERS REPRESENTING CITY OF HORIZON I. IN FACT, JUST AT THE LAST MEETING, HE WAS APPOINTED, ELECTED VICE CHAIR OF THE BOARD.
AND OF COURSE, THAT'S SIMPLY BECAUSE OF HIS PARTICIPATION AND BEING ACTIVELY INVOLVED IN THE COMMITTEE. YOU CAN SEE THAT COMMISSIONER LEON IS THE CHAIR, AND HE WILL BE TERMINATING HIS TERM THIS THIS MONTH. WELL, YEAH, THIS MONTH. AND SO WE WILL HAVE A NEW COUNTY COMMISSIONER WHO WILL BE THE CHAIR OF THE OF THE BOARD. SO AS I MENTIONED, GOING BACK TO 1994 WAS THE EL PASO COUNTY TRANSIT SERVICE PLAN THAT WAS DEVELOPED. THERE WERE A NUMBER OF RECOMMENDATIONS THAT CAME OUT OF THAT AT THAT POINT IN TIME, AND ONE OF THEM WAS TO HAVE SOME METRO PROVIDE SERVICES INTO THE COUNTY OF EL PASO. THE PLAN WAS, OR THE SUGGESTION WAS, THAT A HALF CENT SALES TAX BE IMPLEMENTED TO PAY FOR THAT SERVICE. OF COURSE, ANYTIME YOU'RE TALKING ABOUT INCREASING IN TAXES. IT DIDN'T PASS, BUT THERE WERE A NUMBER OF OTHER SUGGESTIONS THAT WERE PRESENTED AT THAT TIME, AND A NUMBER OF THOSE HAVE BEEN IMPLEMENTED OVER THE YEARS. ONE OF THEM WAS TO EXTEND THE FIXED ROUTE TRANSIT PROGRAM, AND THIS IS AGAIN IN THE 1990S, 1990S, THE RURAL TRANSIT PROGRAM THAT THE COUNTY HAD WAS IN ITS INFANCY. THERE WERE SOME ROUTES, BUT NOT AS AS ACTIVELY SERVING THE WHOLE COUNTY OF EL PASO. ONE OF THE OTHER ONES WAS TO IDENTIFY IDENTIFY FUTURE SERVICES, SUCH AS PROVIDING PARATRANSIT SERVICES, AS WELL AS DEMAND RESPONSE SERVICES THROUGH THE COUNTY. IN BETWEEN 2005 AND 2015, A NUMBER OF THINGS BEGAN TO HAPPEN, SOME OF THEM FOLLOWING UP FROM THE RECOMMENDATIONS THAT CAME OUT AGAIN 30 YEARS AGO. ONE OF THEM, OF COURSE, WAS TO INCREASE THE FIXED ROUTE SERVICES. THERE WERE

ONLY FOUR ROUTES THAT BEGAN, BUT EVENTUALLY, OVER TIME, THERE ARE NOW ABOUT SEVEN ROUTES THAT SERVE THE WHOLE COUNTY OF EL PASO. AND WE'RE TALKING ABOUT, OF COURSE, NORTH UPPER VALLEY AND OF COURSE, EAST EAST COUNTY, AS WELL AS THE MISSION VALLEY AREA. AT THAT POINT IN TIME, THERE WAS ALSO FEDERAL FUNDING THAT WAS AVAILABLE. AND SO THE COUNTY WAS VERY ASSERTIVE IN GOING AFTER FEDERAL FUNDING TO ESTABLISH PROGRAMS SUCH AS THE VANPOOL PROGRAM, WHICH WAS INTENDED TO REDUCE REDUCE VEHICLES ON THE ROAD, AND ALSO TO REDUCE POLLUTION BY HAVING INDIVIDUALS PARTICIPATE IN A VANPOOL PROGRAM WHERE CERTAIN INDIVIDUALS WHO LIVED IN AND WORKED IN A GEOGRAPHIC AREA COULD CARPOOL, AND ALSO HAVE A LITTLE BIT MORE INFORMATION ABOUT THE VANPOOL PROGRAM SHORTLY. THERE WAS ALSO A GOLD ROUTE THAT WAS ESTABLISHED TO PROVIDE TRANSPORTATION BETWEEN EL PASO AND LAS CRUCES. I REALIZED THAT FOR HORIZON CITY, THAT MAY NOT BE AS, AS, YOU KNOW, AS INTERESTING, BUT THERE ARE A LOT OF INDIVIDUALS THAT WORK IN LAS CRUCES AND IN EL PASO AND LIVE IN THE OTHER CITY. AND SO THIS WAS A WAY TO, AGAIN, CONTINUE TO REDUCE TRAFFIC, TO REDUCE CONGESTION, TO REDUCE POLLUTION. AND OF COURSE, THE REGIONAL PLANNING COMMITTEE, THE WEST TEXAS EL PASO REGIONAL TRANSPORTATION COORDINATING COMMITTEE WAS ESTABLISHED, FUNDED THROUGH TEXTING BETWEEN 2015 AND 2024, THEN BRINGING US TO WHERE WE ARE NOW. AGAIN, YOU SEE THE REGIONAL TRANSIT, THE STUDY THAT WAS COMPLETED IN 2000, 1819 AND IT LED TO THE CREATION OF THE LOCAL GOVERNMENT CORPORATION, WHICH IS US, WHAT WE WHAT WE'RE DOING TODAY. IT CONTINUED TO EXPAND THE FIXED ROUTE TRANSIT PROGRAM. BUSSES WERE CONVERTED FROM FUEL TO CNG. AND IN FACT, TODAY MOST ALL OF THE BUSSES ARE CNG. COMPRESSED NATURAL GAS PARATRANSIT SERVICES WERE INTRODUCED IN AUGUST OF 2024, JUST A FEW MONTHS AGO, AND I'LL HAVE A LITTLE BIT MORE INFORMATION ON THAT ALSO. AND RIGHT NOW, THE PLANS ARE TO EXPAND AND PROVIDE GENERAL PUBLIC DEMAND RESPONSE SERVICES ALSO, THAT'S PLANNED FOR 2026 BUS SHELTERS, ELECTRIC VEHICLE PILOT PROGRAM IS UNDERWAY, AS WELL AS THE DEVELOPMENT OF AN EL PASO TRANSIT FACILITY, A PLACE THAT WILL HOUSE THE COUNTY VEHICLES THAT ARE USED TO PROVIDE TRANSPORTATION SERVICES. THIS IS AN OVERVIEW OF RIDERSHIP ENDING IN 20TH AUGUST 2024. YOU CAN SEE HORIZON CITY. OF COURSE YOU CAN SEE THE OTHER COMMUNITIES. THE TOTAL RIDERSHIP FOR THE GOLD ROUTE. AS YOU CAN SEE, THIS IS AGAIN THE RIDERSHIP BETWEEN EL PASO AND LAS CRUCES WAS 33,449. IT'S A SUBSTANTIAL NUMBER OF INDIVIDUALS THAT RIDE THAT. AND AGAIN, THAT LEADS TO REDUCE VEHICLES ON THE ON THE ROAD LESS POLLUTION. AND ALSO YOU CAN SEE THE EL PASO THE VANPOOL PROGRAM. G. WELL ANYWAY YOU SEE THE TOTAL THE GRAND TOTAL FOR THIS YEAR WAS 559,000 TRIPS. THIS IS A VERY QUICKLY THE ROUTES THAT WE HAVE, YOU CAN SEE THE COMPLEXITY OF RUNNING THE FOR EXAMPLE THIS IS ANTHONY CANUTILLO. THE ROUTES AND THE STOPS AND THE LOCATIONS. ALL OF THESE ARE PLANNED ON AN ONGOING BASIS. MODIFICATIONS EXIST AND ARE DONE PERIODICALLY, DEPENDING ON RIDERSHIP AND DEPENDING ON SITUATIONS THAT MAY THAT MAY HAPPEN. THIS IS MONTANA VISTA.AND THEN OF COURSE ROUTE 30 IS HORIZON CITY. I'M SURE YOU'RE VERY FAMILIAR WITH THE GEOGRAPHIC AREA THAT'S INVOLVED. ROUTE 31 WAS ADDED WELL WITHIN THE LAST SEVERAL YEARS TO EXPAND THE HORIZON CITY AREA BECAUSE OF THE GROWTH IN POPULATION. AND THEN ABOUT 45 MINUTES AND TORNILLO 50, WHICH COVERS THE MISSION TRAILS AREA, AND THEN 8, EL PASO COMMUNITY COLLEGE, SOCORRO AREA. AND THE NEW PARATRANSIT PROGRAM THAT I MENTIONED, PARATRANSIT SERVICES STARTED IN AUGUST OF THIS YEAR, AND IT'S TO PROVIDE TRANSPORTATION SERVICES TO PERSONS WHO ARE UNABLE TO USE VEHICLES OR ACCESS VEHICLES BECAUSE OF A DISABILITY THAT THEY MIGHT HAVE. THE FARE IS $2.50. IT'S A CURB TO CURB SERVICE, SO INDIVIDUALS THAT PARTICIPATE, WE CAN TRANSPORT THEM FROM THE CURB IN FRONT OF THEIR HOME TO WHEREVER THEY'RE GOING, THE CURB. THE PERSON HAS TO LIVE WITHIN THREE QUARTERS OF A MILE OF A FIXED ROUTE. SO WHEREVER WE HAVE A FIXED ROUTE THAT IS BEING OPERATED THREE QUARTERS OF A MILE ON EITHER WAY, THOSE INDIVIDUALS ARE ELIGIBLE TO APPLY. AND TO GET THIS PARTICULAR SERVICE, THERE'S IT'S A SHARED RIDE PROGRAM, MEANING IT'S NOT JUST FOR ONE PERSON. WE MIGHT BE TRANSPORTING 2 OR 3 PERSONS AT ONE TIME. AND THE TRANSPORTATION HAS TO BE, OF COURSE, WITHIN THE THREE QUARTERS OF A MILE ON EITHER SIDE OF A FIXED ROUTE. BUSSES, OF COURSE, MEET ADA REQUIREMENTS. THAT IS, THEY HAVE A LIFT BECAUSE WE'RE TALKING ABOUT INDIVIDUALS WHO HAVE A MOBILITY ISSUE AND THEY HAVE TO GET RIDES RESERVED IN ADVANCE BECAUSE AGAIN, THIS IS A SCHEDULE AND THEN THE TRANSPORTATION IS PROVIDED. IN ADDITION TO THE ONES THAT ARE CURRENTLY ALREADY IN PLACE. WE HAVE AN ADVISORY COMMITTEE MADE UP OF INDIVIDUALS WITHIN THE COMMUNITY WHO HAVE AN INTEREST IN PROVIDING SERVICES AND IN ADVOCATING FOR PERSONS WITH DISABILITIES. AND SO THIS ACCESS ADVISORY COMMITTEE MEETS REGULARLY. YOU CAN SEE PRETTY MUCH WHAT THEY DO, AND THEY MEET QUARTERLY. THEY ADVOCATE AND THEY SUPPORT THE EFFORTS ON OUR PART. OF COURSE, THE COST, REVENUE AND EXPENSES PROJECTIONS IS SOMETHING THAT WE HAVE TO BE VERY CAREFUL WITH. AND THAT'S ANOTHER CHALLENGE. ANOTHER CHALLENGE IS THE NEW TRANSIT FACILITY. WE'RE LOOKING AT A PROPERTY THAT IS LOCATED OFF OF PEBBLE HILLS, PRETTY MUCH TO THE TO THE LOOP IN THAT AREA BETWEEN THE CITY AND THE COUNTY OF EL PASO. THE RIO GRANDE COUNCIL OF GOVERNMENTS, AS I MENTIONED, IS A FISCAL AGENT FOR THE AUTHORITY. AND SO, OF COURSE, ANNETTE IS THE EXECUTIVE DIRECTOR. JUST QUICKLY, I JUST WANTED TO HIGHLIGHT SOME OF THE THINGS THAT WE DO FOR THE LGC.AS MR. BANALES EXPLAINED, WE ARE MAINTAINING THE FINANCIAL RECORDS. WE'RE KEEPING THOSE SEPARATE. SO THEY'RE SEGREGATED COSTS. THEY'RE NOTED ON OUR BALANCE STATEMENTS, BUT THEY ARE DEFINITELY SEPARATED. VANPOOL, THE GOLD ROD, A LOT OF THESE PROGRAMS DON'T PAY FOR THEMSELVES, JUST WITH THE RIDERSHIP. WE HAVE TO RELY ON FUNDS FROM THE STATE, FROM THE FEDERAL GOVERNMENT. AND THAT'S WHAT'S BEEN HAPPENING. THE VEHICLE REPLACEMENT. EVERY YEAR WE HAVE TO REPLACE ABOUT SEVEN EIGHT VEHICLES. A VEHICLE MIGHT RUN ABOUT $200,000. AND THOSE THOSE BUSSES THAT WE GET $200,000. I WAS THE EXECUTIVE DIRECTOR OF AMISTAD FOR ABOUT 16 YEARS. WHEN I WAS WITH AMISTAD, WE WOULD PURCHASE ONE OF THE SAME BUSSES THAT WE USE NOW WITH THE COUNTY. THEY WERE RUNNING 75, 80, $90,000. AND AGAIN, THOSE NOW ARE RUNNING ABOUT $150,000. AND SO THAT'S JUST AN IDEA. A, A SAMPLE OF THE INCREASED COST THAT WE HAVE TO EXPERIENCE. AND AS YOU CAN SEE, THE TOTAL GRANTS THAT HAVE BEEN AWARDED TO OPERATE THE EL PASO TRANSPORTATION AUTHORITY RIGHT NOW IS ABOUT $18 MILLION. AND THERE'S ABOUT $6 MILLION ALSO. THAT'S IN THE WORKS. AND IT SHOULD BE ADDED TO THE 18 MILLION, GIVING US ABOUT $25 MILLION THAT WE'LL BE WORKING AND BRINGING INTO THE COMMUNITY OF EL PASO. IT SHOULD SERVE PRIMARILY A TRANSPORTATION GOAL AND NOT A RECREATION GOAL, AND HAVE A DIRECT RELATIONSHIP TO THE SURFACE TRANSPORTATION SYSTEM AND BENEFIT THE GENERAL PUBLIC. SO WE BELIEVE THAT HOWARD LOW AND THE TRANSFORMATION OF HOWARD LOW FITS INTO THESE REQUIREMENTS. THERE ARE IT'S A TWO STEP APPLICATION PROCESS WHERE THE PRELIMINARY APPLICATIONS ARE GOING TO BE DUE IN FEBRUARY OF 2025, AND FINAL APPLICATIONS WILL BE DUE IN JUNE OF 2025.
