A STATE CONSTITUTIONAL AMENDMENT APPROVED IN NOVEMBER 2023 ALLOWS CITY AND COUNTY OFFICIALS TO PROVIDE PROPERTY TAX RELIEF TO CHILDCARE PROVIDERS SERVING WORKING FAMILIES. AND SO OUR NEXT STEP IN TOWN IS TO REVIEW AND ACT ON THE ADOPTION OF A 100% PROPERTY TAX EXEMPTION FOR QUALIFYING CHILDCARE PROVIDERS. SO JUST SORT OF SOME BACKGROUND ON THE MECHANICS OF HOW THIS WOULD WORK. STAFF WOULD BE IN CHARGE OF PROVIDING TEXAS COMPTROLLER'S OFFICE APPLICATIONS, SPECIFICALLY FORM 5844, TO ENSURE THAT LANDLORDS PASS THE SAVINGS ONTO CHILDCARE PROVIDERS THAT RENT FROM THEIR FACILITIES. THESE WOULD HAVE TO BE COMMERCIAL FACILITIES. THEN THERE'S ALSO THE AFFIDAVIT TO THE CHIEF APPRAISER OF THE LOCAL APPRAISAL DISTRICT, THE EP CARD AND THE FORM 50, THE FORM OF FORM 5845. AND SO THE INTENT IS TO HAVE LANDLORDS PASS THE TAX SAVINGS ON TO CHILDCARE PROVIDERS THAT RENT THEIR FACILITIES. AND THE EXEMPTION ADOPTED BY THIS ORDINANCE APPLIES TO THE TAX YEAR BEGINNING JANUARY FIRST, 2025.

AND SO SOME SOME QUICK IMPACTS CURRENTLY, AS WE'VE BEEN ABLE TO TRACK, THERE ARE FOUR IDENTIFIED COMMERCIAL DAYCARE PROVIDERS WITHIN HORIZON CITY PAYING A TOTAL OF $14,500 IN TAXES. SO THIS ISN'T A BIG HIT ON OUR BUDGET, BUT IT DOES TRANSLATE TO A LOT TO THE FOUR DAYCARES THAT WE CURRENTLY HAVE. SO YOU CAN IMAGINE THIS HELPS THEM PUT MORE MONEY IN THEIR POCKETS AND HOPEFULLY EXPAND THEIR SERVICES. THE APPRAISED PROPERTY VALUES, AS YOU ALL KNOW, ARE ESCALATING, BUT INCOMES ARE NOT. AND SO A REDUCTION IN PROPERTY TAXES HELPS DAYCARE BUSINESS OWNERS LOWER THEIR DEBT TO INCOME RATIO. THE FOURTH POINT IS REALLY ONE OF THE MAIN BENEFITS OF THIS POLICY. IT SERVES AS A POSITIVE INCENTIVE FOR DAYCARES TO OPEN THEIR DOORS UP, AS I MENTIONED EARLIER, TO LOWER INCOME KIDS. SOMETIMES LOWER INCOME FAMILIES ARE THE ONES THAT HAVE THE MOST TROUBLE TRYING TO FIND DAYCARE FOR THEIR KIDS. AND SO THE WAY THIS FUNCTIONS IS THAT FOR THE FAMILIES OR FOR THE DAYCARES TO BE ABLE TO RECEIVE THE SUBSIDY, THEY WOULD HAVE TO HAVE AT LEAST 20% OF THEIR ENROLLEES BE LOW INCOME FROM LOW INCOME FAMILIES.

AND SO NOW YOUR KIDS ARE PREPPING FOR THEIR ENTRANCE FORMERLY IN SCHOOL. SO WE GET MORE DAYCARES, BETTER DAYCARES TO TRAIN THE KIDS, AND THEN ULTIMATELY MORE ACCESSIBILITY FOR LOW INCOME FAMILIES. AND THEN FINALLY, THE TAX CUT FOR THIS IS A TAX CUT FOR CITY BUSINESSES. THOSE TREES WERE RECENTLY CONSTRUCTED BY THE TOWN OF ROY AND CITY. AND SO NOW THEY REQUIRE MAINTENANCE. THERE ARE ADDITIONAL PONDING AREAS THAT NOW REQUIRE MAINTENANCE. SO THERE'S GOING TO THERE'S AN INCREASE IN IN THE EXTENSION HERE. THE FIRST INCREASE IS $110,000 FROM 400. AND FOR THE OTHER ONE IS GOING FROM $35,000 TO 169 TO 35,947. AGAIN, THESE ARE THE INCREASES HERE. THERE ARE THREE PONDING AREAS THAT YOU NOW HAVE TO MAINTAIN AND THREE RIGHT OF WAYS WHERE THERE IS A DOLLAR AMOUNT, 2034 AND 6205 FOR THE RIGHT OF WAY.
