HERE WE HAVE A GROUP OF YOUNG MEN THAT REPRESENTED HORIZON CITY TO THE I BELIEVE IT'S THE LITTLE LEAGUE, RIGHT. LITTLE LEAGUE OF AMERICA WITH THE WORLD SERIES. WORLD SERIES. WOW. EARLIER THIS SUMMER, OUR 14 YEAR OLD TEAM WAS ABLE TO DISPLAY THEIR SKILLS IN ONE OF THE GRANDEST STAGES IN YOUTH SPORTS THE INTERNATIONAL LITTLE LEAGUE WORLD SERIES TOURNAMENT. WOW! THEIR ROAD BEGAN IN PECOS, TEXAS, WHERE THEY WERE CROWNED DISTRICT 37 CHAMPIONS. NEXT, THEY TRAVELED TO LUBBOCK, WHERE THEY WERE CROWNED THE WEST SECTION CHAMPIONS AND EARNED THE RIGHT TO REPRESENT WEST TEXAS IN ABILENE, TEXAS FOR THE STATE CHAMPIONSHIP. THEIR RISE IN THE TOURNAMENT GAINED THE CITY OF HORIZON LOCAL, STATE, AND REGIONAL RECOGNITION. IN OUR FIRST AND OUR INAUGURAL YEAR, WHAT THESE YOUNG ATHLETES HAVE BEEN ABLE TO ACCOMPLISH WAS SIMPLY AMAZING AND A TESTAMENT TO THE TALENT THAT RESIDES HERE IN HORIZON CITY. ON A PRESENTATION BY THE COUNTY OF EL PASO. THE EL PASO COUNTY CAPITAL PLANNING DEPARTMENT ON THE CAP ON THE EL PASO COUNTY CAPITAL IMPROVEMENT BOND. GOOD EVENING. MAYOR COUNCIL. MY NAME IS CRISTINA MARTINEZ, AND I CURRENTLY SERVE AS THE MANAGER FOR THE ECONOMIC DEVELOPMENT DEPARTMENT OVER AT EL PASO COUNTY. I'VE SERVED IN THAT CAPACITY FOR SIX MONTHS NOW, BUT BEFORE THAT, I WAS ACTUALLY SERVING ON THE CAPITAL PLANNING TEAM, WHICH LARGELY FOCUSED ON ON THIS PROCESS RIGHT HERE THAT I'M GOING TO SPEAK TO YOU ALL ABOUT TODAY, THE CAPITAL IMPROVEMENT BOND. AND SO I WANT TO THANK FIRST, START OFF BY THANKING YOU ALL FOR THE OPPORTUNITY TO PRESENT TO YOU ALL ON THE LATEST DEVELOPMENTS AS IT PERTAINS TO THE BOND, AND GO THROUGH A FEW SLIDES HERE TODAY. I LOOK OVER HERE SO AS YOU MAY KNOW, ON AUGUST 12TH, 2024, THE EL PASO COUNTY COMMISSIONERS COURT APPROVED CALLING AN ELECTION FOR FIVE PROPOSITIONS ON THE ON THE NOVEMBER 5TH, 2024 GENERAL ELECTION BALLOT THAT COLLECTIVELY MAKE UP WHAT WE REFER TO AS THE CAPITAL IMPROVEMENT BOND. BOND WOULD FUND APPROXIMATELY $323.8 MILLION IN PROJECTS TO BE IMPLEMENTED COUNTYWIDE OVER THE NEXT SEVERAL YEARS. PRETTY QUIC. THANK YOU. NOW THAT THE COMMISSIONERS COURT HAS ORDERED

YEAH, IT'S WORKING NOW THAT THE COMMISSIONERS COURT HAS ORDERED THE BOND ELECTION, THE LAW REQUIRES COUNTY STAFF TO ONLY PROVIDE INFORMATION TO THE PUBLIC AND DOES NOT ALLOW US TO ADVOCATE FOR OR AGAINST ANY OF THE PROPOSITIONS THAT VOTERS WILL CONSIDER DURING THE ELECTION. DURING THE PRESENTATION TODAY, I'M HERE IN MY CAPACITY AS A PUBLIC SERVANT ON DUTY, AND CANNOT TAKE A POSITION ON THE PROJECTS ONE WAY OR ANOTHER, AND CAN ONLY GIVE FACTUAL EXPLANATIONS ABOUT THEM AND GIVE FACTUAL RESPONSES TO YOUR QUESTIONS. SO YOU'LL SEE HERE ON THE SLIDE THE FIVE PROPOSITIONS THAT ARE PROPOSED FOR THE BALLOT, STARTING WITH THE FIRST COLUMN OF INFORMATION ON THE LEFT, YOU CAN SEE PROPOSITION A FOR PARKS AND RECREATION. PROPOSITION B, OFFICE OF THE MEDICAL EXAMINER.

PROPOSITION C COURTHOUSES OF COURTHOUSES AND RELATED ANNEXES. AND THEN ON THE RIGHT RIGHT HAND COLUMN YOU CAN SEE PROPOSITION D COUNTY COLISEUM RENOVATIONS, PROPOSITION E ANIMAL SHELTER.

EACH OF THESE PROPOSITIONS AND THE PROPOSED PROJECTS RELATED TO EACH WILL BE PRESENTED IN THE FOLLOWING SLIDES. THE TOTAL AMOUNT OF ALL FIVE PROPOSITIONS. AS I MENTIONED BEFORE, IS $323.8 MILLION. THE COUNTY'S DEBT SERVICE TAX RATE IS CURRENTLY APPROXIMATELY $0.05 FOR EACH $100 OF PROPERTY VALUATION, BASED ON CURRENT PROPERTY TAX VALUE ASSUMPTIONS, IF THE BOND IS APPROVED, THE COUNTY'S DEBT TAX RATE WILL INCREASE BY AN ESTIMATED $0.03, WHICH WOULD APPROXIMATELY INCREASE TAXES BY ABOUT $5 PER MONTH BASED ON THE AVERAGE HOME VALUE PRICE OF 200,956 $956 IN 2024. ADDITIONALLY, EACH PROPOSITION INCLUDES FUNDING FOR PROJECT ENHANCEMENTS, PUBLIC ART, AND GREEN INFRASTRUCTURE TO BE BUILT INTO THE COLLECTION OF CAPITAL PROJECTS. SUCH IMPROVEMENTS WILL BE IDENTIFIED ON A PROJECT BY PROJECT BASIS, AS APPLICABLE. IF VOTERS APPROVE ANY OF THE PROPOSITIONS, THE COUNTY WILL BEGIN WORK ON LAUNCHING A PUBLIC FACING PROJECT DASHBOARD TO PROVIDE RESIDENTS WITH INFORMATION REGARDING PROJECT DEVELOPMENT PROCESSES AND UPDATES. LASTLY, IF VOTERS DO NOT APPROVE A PROPOSITION, THE COUNTY IS EITHER NOT AUTHORIZED TO ISSUE ANY DEBT FOR ANY OF THE PROJECTS UNDER THAT INDIVIDUAL PROPOSITION. FOR THREE YEARS, OR THE COUNTY MAY SEEK AUTHORIZATION FROM VOTERS AGAIN IN SUBSEQUENT ELECTIONS. I'M GOING TO GO INTO A BIT MORE DETAIL ON SOME OF THE PROJECTS HERE, THE FIRST OF WHICH IS PROPOSITION A, WHICH TOTALS ON ITS OWN $95.6 MILLION FOR THE PUBLIC PURPOSE OF CONSTRUCTING, RENOVATING, UPGRADING AND EXPANDING THE COUNTY'S REGIONAL AND NEIGHBORHOOD PARKS, AS WELL AS ACQUIRING ANY REAL PROPERTY NECESSARY TO COMPLETE THE PROJECTS. MANY OF THESE 19 PROJECTS WERE PREVIOUSLY IDENTIFIED IN THE COUNTY'S PARKS AND RECREATION MASTER PLAN. THERE ARE SEVERAL PROPOSED PARK PROJECTS IN THE INTEREST OF TIME, WE WILL PROVIDE A HIGH LEVEL SUMMARY OF THE VARIOUS PARK IMPROVEMENTS INCLUDED UNDER PROP A. THERE ARE VARIOUS IMPROVEMENTS PROPOSED AT ASCOT AT THE REGIONAL PARK, INCLUDING MODERNIZING THE APPROXIMATE 80 SHELTERS ACROSS THE FACILITY WITH NEW STANDARDIZED STRUCTURES AND AMENITIES. ADDITIONALLY, THE CONSTRUCTION OF A WALKING TRAIL AROUND THE PERIMETER OF THE PARK IS ALSO PROPOSED THAT WOULD CONNECT TO THE EXISTING BLIND DRAIN TRAIL AND NEIGHBORING COMMUNITY TO INCREASE PEDESTRIAN ACCESS TO THE PARK. LASTLY, THE PROJECT LISTING INCLUDES THE CONSTRUCTION OF A NEW OUTDOOR STAGE AND COVERED PAVILION, ILLUMINATION AND LANDSCAPING.

HARDSCAPING FOR THE FESTIVAL AREA, AS WELL AS STANDARDIZED PARK SIGNAGE. THE PROJECT SPANS OVER APPROXIMATELY 20 ACRES OF THE PARK ON THE EASTERN SIDE OF THE FACILITY THAT WAS THE FORMER SITE OF THE WESTERN PLAYLAND AMUSEMENT PARK. THE PROPOSITION ALSO INCLUDES IMPROVEMENTS TO THE COUNTY SPORTS PARK IN EAST EL PASO, GALLEGOS REGIONAL PARK IN THE NORTHWEST PART OF THE COUNTY, AND SAN FELIPE REGIONAL PARK NORTH OF FABENS. BEING CLOSER TO YOU ALL. I'LL ALSO MENTION THAT INCLUDES IMPROVEMENTS MADE TO OUR CITY'S PARKS. THERE ARE ALSO A FEW PROJECTS THAT PROPOSE IMPROVEMENTS TO LOCAL NEIGHBORHOOD PARKS IN MONTANA.

VISTA, WESTLAKE, FABENS, TORNILLO, AND SPARKS. AS I MENTIONED, MANY OF THESE IMPROVEMENTS INCLUDE ADDITIONAL LANDSCAPING AND ILLUMINATION TO BENEFIT USERS OF THE FACILITIES, RENOVATING EXISTING SIDEWALKS AND CONSTRUCTING NEW WALKING TRAILS, AS WELL AS MAKING IMPROVEMENTS TO PLAYGROUND SURFACES, PLAYGROUND EQUIPMENT, AND PROVIDING SHADE TO EXISTING BASKETBALL COURTS. AT MANY OF THESE FACILITIES. A FULL PROJECT LISTING OF ALL 19 PROJECTS CAN BE FOUND AT CAPITAL COUNTY.COM, OFFERING MORE DETAIL AND INSIGHT INTO EACH OF THESE PROJECTS. THE SECOND OF THE FIVE PROPOSED PROPOSITIONS, PROPOSITION B TOTALS APPROXIMATELY $26.7 MILLION FOR THE PUBLIC PURPOSE OF CONSTRUCTING, RENOVATING, UPGRADING, AND EXPANDING A NEW OFFICE OF THE MEDICAL EXAMINER, AS WELL AS ACQUIRING ANY REAL PROPERTY NECESSARY TO COMPLETE THE PROJECT. THIS PROJECT INCLUDES THE ACQUISITION OF LAND AND FUNDING REQUIRED TO CONSTRUCT A NEW OFFICE OF THE MEDICAL EXAMINER. THE OFFICE OF THE MEDICAL EXAMINER HAS VARIOUS DUTIES AND RESPONSIBILITIES IDENTIFIED IN TEXAS LAW, WHICH INCLUDE INVESTIGATING UNATTENDED DEATHS IN THE COMMUNITY AS WELL AS FORENSIC SCENE INVESTIGATIONS, AMONG OTHERS.

THE THIRD PROPOSITION, PROPOSITION C, TOTALS APPROXIMATELY $63.3 MILLION FOR THE PUBLIC PURPOSE OF CONSTRUCTING, RENOVATING, UPGRADING, AND EXPANDING THE

COURTHOUSE, COURTHOUSES, AND RELATED ANNEXES, AS WELL AS ACQUIRING A NEW REAL PROPERTY NECESSARY TO COMPLETE THE PROJECTS. THE FIRST OF THESE THREE PROJECTS, PROJECT C-1, PROPOSES IMPROVEMENTS FOR THE EL PASO COUNTY ANNEX AT CORBIN ZAMBRANO, FORMERLY THE NAKED HAREM, WHICH WILL PROVIDE MENTAL HEALTH SERVICES. A LAW ENFORCEMENT LIAISON CENTER, VICTIM RESOURCES AND LIFE SKILLS EDUCATION, COMMUNITY MULTI-PURPOSE ROOMS, COMMUNITY MEDITATION GARDEN, AS WELL AS OUTDOOR SEATING LOCATED ALONG ALAMEDA AVENUE IN SOUTH CENTRAL ALASKA, THE DESIGN OF THIS PROJECT IS CURRENTLY UNDERWAY. PROJECT C-2, LOCATED IN THE MISSION VALLEY, INCLUDES ADDITIONAL SPACE AT THE EXISTING YSLETA COURTHOUSE ANNEX, INCLUDING A COMMERCIAL KITCHEN TO SUPPORT THE COUNTY SENIOR NUTRITION PROGRAM. THE NEW FACILITY WILL BE USED FOR THE PREPARATION, STORAGE, PACKAGING, AND DELIVERY DELIVERY OF APPROXIMATELY 2400 DAILY MEALS TO SENIOR CITIZENS. COUNTY WIDE. AND LASTLY, PROJECT C-3 WILL PROVIDE FOR THE CONSTRUCTION OF THE FAR EAST MONTANA ANNEX TO HOUSE VARIOUS COUNTY DEPARTMENTS AND SERVICES THAT ARE CURRENTLY OPERATING OUT OF MANUFACTURED AND MOBILE BUILDINGS. THE FAR EAST, MONTANA ANNEX WILL OFFER SIMILAR SERVICES AS THOSE PROVIDED AT OTHER COUNTY ANNEXES, AND MAY INCLUDE THE FOLLOWING DEPARTMENTS AND AMENITIES. THE COMMUNITY CENTER, A JUSTICE OF THE PEACE OFFICE, CONSTABLE'S OFFICE, COUNTY COMMISSIONER'S OFFICE, SHERIFF'S OFFICE, TAX OFFICE, COUNTY ON SITE INSPECTORS OR COUNTY CLERK'S OFFICE TO SERVE THE FAR EAST, EL PASO AND MONTANA VISTA COMMUNITY. PROPOSITION D ON THE SLIDE HERE TOTALS APPROXIMATELY $105.5 MILLION FOR THE PUBLIC PURPOSE OF THE CONSTRUCTION, RENOVATION, UPGRADING, AND EXPANDING OF THE COUNTY COLISEUM CAMPUS, AS WELL AS ACQUIRING ANY REAL PROPERTY NECESSARY TO COMPLETE THE PROJECT. THIS PROJECT INCLUDES IMPROVEMENTS AND RENOVATIONS TO THE COUNTY COLISEUM CAMPUS, WHICH IS DEFINED AS THE CITY BLOCK LOCATED BETWEEN PAISANO DRIVE TO THE NORTH, DELTA DRIVE TO THE SOUTH, SOUTH BOONE STREET TO THE WEST, AND SHELTER PLACE TO THE EAST. THE PROJECT INCLUDES VARIOUS MODERNIZATIONS AND RENOVATIONS TO THE EXISTING COUNTY COLISEUM BUILDING, INCLUDING HVAC UPGRADES, ROOFING IMPROVEMENTS, RENOVATIONS TO ADDRESS ADA ACCESSIBILITY ISSUES, IMPROVING SEATING OPTIONS, AND CONSTRUCTING ADDITIONS FOR LOADING DOCK OPERATIONS AND SERVICES. OTHER PROJECT ELEMENTS WITHIN THE CAMPUS INCLUDE RENOVATING THE SHERMAN BARN, WHICH IS IMMEDIATELY SOUTH OF THE EXISTING COLISEUM BUILDING INTO AN EVENT AND MUSIC VENUE SPACE, RECONSTRUCTING THE FORMER ROLLER RINK FACILITIES INTO AN OPEN AIR PAVILION, AS WELL AS CONSTRUCTING PAVED PARKING LOTS THROUGHOUT THE SITE TO INCREASE PEDESTRIAN CONNECTIVITY WITHIN THE SITE, AS WELL AS THE INSTALLATION OF ILLUMINATION AND LANDSCAPING THROUGHOUT THE SITE.
