I'M SORRY, DO YOU HAVE THE CONTROL FOR DISLIKE? AND SO REALLY, THAT'S WHAT THIS ITEM IS ABOUT. IT'S A TOOL THAT WE'RE PROPOSING THAT WOULD FACILITATE THE EXPANSION OF DAYCARE AND DAYCARE WITHIN HORIZON CITY. AND AGAIN, NOT JUST DAYCARE, BUT QUALITY DAYCARE. AND SO I KIND OF JUST WANTED TO PROVIDE THAT BACKGROUND FOR YOU ALL, THE INTENT IS TO BASICALLY CREATE A TOOL THAT WOULD ALLOW FOR THE EXPANSION OF QUALITY DAYCARE IN THE TOWN OF HORIZON CITY. AND SO IN NOVEMBER OF 2023, THE TEXAS LEGISLATURE APPROVED A CONSTITUTIONAL AMENDMENT WHICH ALLOWS CITY AND COUNTY OFFICIALS TO PROVIDE PROPERTY TAX RELIEF TO CHILD CARE PROVIDERS SERVING WORKING FAMILIES, AND SO SINCE THEN, A FEW CITIES HAVE ADOPTED A FEW COUNTIES HAVE ADOPTED CITY OF EL PASO, ADOPTED THE COUNTY OF EL PASO. AND WHAT WE WANT TO DO IS MAKE SURE THAT WE'VE GOT A SIMILAR POLICY TO SUPPORT THE EXPANSION OF DAYCARE IN THE TOWN OF HORIZON CITY. SO THE REQUEST AND OR THE NEXT STEP FOR US IS THAT HORIZON CITY COUNCIL REVIEW TODAY AND NEXT TIME ACT ON THE ADOPTION OF A 100% PROPERTY TAX EXEMPTION FOR QUALIFYING CHILD CARE PROVIDERS. JUST A BIT OF BACKGROUND IN TERMS OF THE MECHANICS, THAT'S REALLY IMPORTANT BECAUSE REALLY A LOT OF THIS WILL BE AFFECTED THROUGH OUR OUR TAXING ENTITY. THE PCAD. AND SO THE WAY THIS WILL WORK IS THAT STAFF WILL PROVIDE THE RELEVANT APPLICATION TO THE LANDLORD. SO IF YOU'RE A PROPERTY OWNER, WHAT YOU WANT TO [00:05:05] DO IS FILL OUT FORM 5844. AND THAT ENSURES THAT THE LANDLORDS PASS TAX SAVINGS ON TO THE CHILD CARE PROVIDERS THAT RENT THEIR FACILITIES. AND SO WHAT THEY'RE DOING IS TO QUALIFY FOR THIS. THEY'RE THEY'RE COMMITTING BASICALLY TO MAKE SURE THAT THAT TAX SAVINGS IS TRANSFERRED TO THE BUSINESSES TO MAKE SURE THAT THIS PROGRAM WORKS IN THE WAY THAT IT WAS INTENDED, AND WE ALSO EXTEND THE AFFIDAVIT TO THE CHIEF, APPRAISER OF THE LOCAL APPRAISAL DISTRICT. AND SO BASICALLY, WE REGISTER THEM IN THIS TAX STATUS TO MAKE SURE THAT THIS IS WORKING FOR THE ULTIMATELY FOR THE DAYCARE OWNERS. AND SO THE LANDLORD IS REQUIRED TO PASS THE TAX SAVINGS ON TO THE CHILD CARE PROVIDERS THAT RENT THOSE FACILITIES, SPECIFICALLY THE SQUARE FOOTAGE THAT THEY'RE RENTING AND THE EXEMPTION ADOPTED BY THE SWORD. AND THIS APPLIES TO THE TAX YEAR BEGINNING IN JANUARY 1ST, 2025. SO IT'S GOING TO BE ABOUT A YEAR TO ROLL OVER. BUT ONCE IT GETS GOING, IT'S REALLY GOING TO BE HELPFUL FOR DAYCARES. WE'VE GOT A LIMITED AMOUNT OF DAYCARE SEATS HERE. IF YOU ALL HAVE TRIED GETTING DAYCARE IN HORIZON CITY, THERE ARE LIMITS. AND AGAIN, THE INTENTION IS TO USE THESE KIND OF TOOLS TO MAKE SURE THAT THERE ARE MORE DAYCARES, AND TO PROVIDE AN INCENTIVE. SO THE DAYCARES REALLY ARE JUST PLACES WHERE YOU TAKE YOUR CHILD AND THEY SIT THERE FOR A FEW HOURS, BUT THAT THEY INSTEAD GET TRAINING AND EDUCATION. SO IT'S SORT OF LIKE TAKING ON THE SCHOOL BEFORE THEY GO TO SCHOOL. SO IN TERMS OF THE HORIZON CITY IMPACT, THERE ARE CURRENTLY FOUR IDENTIFIED COMMERCIAL DAYCARE PROVIDERS WITHIN HORIZON CITY PAID AN ESTIMATED $14,500 IN TAXES A YEAR, SO TO US, THAT'S THAT'S SOMETHING. RIGHT? BUT THAT'S IN TERMS OF THE OVERALL BUDGET, THAT'S NOT AS HEAVY AS AS MAYBE IT WOULD BE FOR OTHER PLACES. BUT FOR THOSE, OWNERS, THOSE FOUR IDENTIFIED CHILDCARE PROVIDERS, THAT'S A BIG DEAL. SO THE INTENT, AGAIN, IS TO GET THAT MONEY BACK INTO PRIVATE BUSINESSES POCKET. AND HOPEFULLY THAT ALLOWS THEM TO EXPAND AND PROVIDE BETTER SERVICES, SO WE KNOW THE APPRAISED PROPERTY VALUES ARE ESCALATING, BUT INCOMES ARE NOT. AND THAT A REDUCTION IN PROPERTY TAX DOES HELP DAYCARE OWNERS LOWER THEIR DEBT TO INCOME RATIO. SO IT'S JUST A BETTER BUSINESS DEAL FOR THEM, NOW THIS IS VERY IMPORTANT. THE FOURTH FROM THE TOP ITEM. THIS APPLIES TO CENTERS THAT RECEIVE STATE SUBSIDIES FOR LOWER INCOME FAMILIES FOR AT LEAST 20% OF THEIR EMPLOYEES. AND SO IN OTHER WORDS, PART OF THIS IS THAT YOU'RE ENCOURAGING THE EXTENSION OF DAYCARE TO LOWER INCOME FAMILIES. AND THOSE ARE USUALLY THE ONES THAT NEED DAYCARE THE MOST, BUT USUALLY CANNOT AFFORD THEM. SO WHAT YOU'RE DOING IS YOU'RE PROVIDING A POSITIVE INCENTIVE. SO THAT BUSINESSES WILL BRING IN THESE LOWER INCOME FOLKS, THEY MUST ALSO BE QUALIFIED TO PARTICIPATE IN THE TEXAS RISING STAR PROGRAM, WHICH TIES FUNDING TO QUALITY. AND AGAIN, THAT'S A NEW DIRECTION THAT THE STATE'S GOING IN. SO THAT LEADS BACK TO WHAT I SAID EARLIER THAT THEY DON'T JUST WANT DAYCARES WHERE KIDS SIT DOWN. THEY WANT TO MAKE SURE THAT THESE ARE EDUCATIONAL CENTERS. AND SO WE SORT OF FEED TWO BIRDS WITH ONE STONE IN THE SENSE, BECAUSE WHAT WE DO IS WE ENCOURAGE MORE ADOPTION OF SORT OF TRAINING FACILITIES. BUT THEN ALSO YOU'RE EXTENDING THIS TO LOWER INCOME FOLKS. SO IT'S REALLY A WIN WIN FOR A LOT OF FOLKS, AND THIS WILL SEND A MESSAGE TO THE AREA COMMUNITY THAT HORIZON CITY DOES SUPPORT WORKING FAMILIES, AND IT IS A BUSINESS FRIENDLY COMMUNITY, AND SO AGAIN, THE REQUESTS WILL BE ON VIEW NEXT WEEK TO TAKE ACTION THAT THE HORIZON CITY COUNCIL ALLOWS THE MAYOR TO SIGN AN ORDINANCE APPROVING THE ADOPTION OF THE HORIZON CITY CHILD CARE FACILITY PROPERTY TAX EXEMPTION POLICY. SOME OF THE PROJECTS THAT WE HAVE LISTED ARE UNFUNDED PROJECTS, BUT IT IS IMPORTANT THAT WE IDENTIFY THEM IN THE CAPITAL IMPROVEMENT PROGRAM SO THAT AS FUNDS BECOME AVAILABLE, STAFF CAN PURSUE THOSE FUNDING OPPORTUNITIES AND DEMONSTRATE THAT THESE ARE IDENTIFIED NEEDS FOR THE COMMUNITY. WHAT'S IN HORIZON CITY TO THAT, TO THE EAST, WE KNOW THAT IN THAT AREA, WE HAVE A LACK OF SEWER, BUT IN ORDER TO MAKE THAT FEASIBLE FOR THE DEVELOPER OUT THAT WAY, TO MAKE SURE THAT HE'S ABLE TO GET ACCESS TO A PARTICULAR STREET OUT THERE, WHICH IS AWESOME, BUT RIGHT NOW, THEY'RE CURRENTLY LANDLOCKED IN THAT AREA. I CAN TELL YOU THAT THE DEVELOPER IN THIS AREA HAS, YOU KNOW, HE'S HIRED ENGINEERS TO DO THIS WORK. HE HAS A CONCEPTUAL IN PLACE NOW. HE HAS STREETS LAID OUT. HE HAS A MIX OF USES, WHETHER IT'S, COMMERCIAL SINGLE FAMILY MULTIFAMILY IN THIS AREA. I MEAN, IT'S A HUGE PIECE OF LAND. BUT AS YOU CAN SEE HERE TO THE LEFT, THAT'S TEXAS GLO LAND. AND AT THE MOMENT THERE ARE NO STUB OUTS SO THAT THEY CAN DEVELOP THIS AREA AS WELL. AGAIN, IT'S FOR ORDERLY DEVELOPMENT TO THE EAST OF OUR COMMUNITY. AND SO THE DEVELOPER IS WILLING TO WORK WITH US. THEY'RE WILLING TO GO OUT TO THE GLO WITH US AND SPEAK TO THEM, GET IN FRONT OF THE DECISION MAKERS OUT THERE TO SEE WHAT WE CAN DO TO GET ACCESS TO ASCENSION. THE PROBLEM, THE REASON THAT THE DEVELOPER NEEDS ACCESS TO ASCENSION, IS THAT THEIR ONLY ACCESS POINT RIGHT NOW IS HORIZON BOULEVARD. THE PROBLEM WITH GETTING ACCESS TO HORIZON BOULEVARD AT THIS IS THAT IT'S TOO CLOSE TO THE INTERSECTION WITH THAT SAME SCHOOL. SO THE INGRESS AND EGRESS WOULD BE VERY, VERY DIFFICULT IN THIS AREA UNLESS YOU ARE AT A TRAFFIC SIGNAL, BUT EITHER WAY, WE NEED TO WORK WITH THE GLO TO ENSURE THAT WE'RE ABLE TO EXTEND LINES TO THIS AREA IN TERMS OF THE SEWER. SO AGAIN, WE'RE TRYING AGAIN TO WORK WITH MR. MARK SMITH. HE'S GOING TO GET US IN FRONT OF THE DECISION MAKERS OUT THERE. IT'S A 30 DAY CONTRACT.
