COPIES OF THE PROPOSED BUDGET ARE AVAILABLE FOR YOUR REVIEW AT THE CITY CLERK'S OFFICE AT THE TOWN OF HORIZON CITY. 14999 DARRINGTON ROAD, HORIZON CITY, TEXAS BETWEEN THE HOURS OF 7 A.M. AND 6 P.M. MONDAY THROUGH THURSDAY AND ARE AVAILABLE AT THE CITY'S WEBSITE. DURING THE COUNCIL, TOWN FINANCE DIRECTOR, WE HAVE AN UPDATE ON OUR BUDGET, FOR THE PURPOSES OF A COUNCIL REVIEW AND THIS IS JUST A REVIEW ON THE PROPERTY TAXES. OUR VOTER APPROVAL TAX RATE IS 0.559632. AND WE ESTIMATE IT WILL INCREASE OUR TAX RATE. I'M SORRY, INCREASE OUR PROPERTY TAXES BY 7.2%. THE COLLECTIONS, I SHOULD SAY. AND THE TOTAL TAX IS ACTUALLY BEING GOING DOWN BY 2.63%. WE DID SOM, ADJUSTMENTS TO THE BUDGET. THERE WERE SOME REDUCTIONS TO THE CAPITAL BUDGETS, AND SO NOW OUR NEGATIVE, BUDGET IS AT 139 THROUGH 25. YOU CAN SEE THAT OUR, GENERAL FUND IS AT 10,000,008. SIX. 10,000,008 6672 ON REVENUES. AND OUR EXPENDITURES ARE AT 11,000,627. THAT CONTRIBUTES TO THE NEGATIVE AMOUNT OF 139 3.5. WE DID GO BACK AND LOOK AT SOME OF THE INCREASES AND DECREASES. I HAVE THAT ON THE NEXT SHOT. THAT'S IN EVIDENCE AND CRIME SCENE TECHNICIAN. WE HAVE A DECREASE IN OUR CAPITAL COSTS OF 53,693. AN INCREASE IN OUR ELECTION EXPENSE OF 75 621. AN INCREASE IN MASS TRANSIT DOWN TO 31,000. THAT ACTUALLY WENT UP BY 18,000 FROM LAST TIME. THERE WAS A REVISION TO THE AMOUNT THAT WAS DESIGNATED AS A CONTRIBUTION BY THE CITY. AND THE INCREASE IN THE PUBLIC HEALTH AND ENVIRONMENTAL CONTRACT WENT UP BY 44,003 89. AN INCREASE IN THE ANIMAL SHELTER CONTRACT BY 22,500, AND AN INCREASE IN THE APPRAISAL DISTRICT FEES BY 41,406, AND THE MANUFACTURE OF OTHER CHARGES FOR CHANGES 87,001 96. SO THE MAYOR AND I HAVE BEEN DISCUSSING ABOUT HOW TO MAKE UP THIS NEGATIVE AMOUNT, AND WE WERE SEEKING COUNCIL APPROVAL TO REDUCE THE PRIOR YEAR SURPLUS. WE CURRENTLY HAVE $3.5 MILLION IN OUR FUND BALANCE. SO WE WOULD BE DRAWING 139 TO 25 WITH THE CAVEAT THAT BUILDING SERVICES AND ENGINEERING I'M SORRY, NOT ENGINEERING, BUT PLANNING ARE GOING TO BE REVIEWING THEIR FEES, THEY HAVE EXPRESSED AN OPINION THAT SOMETIME THAT SOME OF THOSE FEES MAY BE UNDERSTATED AND NOT BEING NOT KEEPING UP WITH THE INCREASED COST IN [00:05:03] PROVIDING THE SERVICES. SO THEY'RE GOING TO BE LOOKING AT THOSE FEES AND IF THOSE INCREASE IN FEES, MAKE UP FOR THAT USE OF THE PRIOR YEAR SURPLUS, THEN WE WILL NEED TO USE DRAW FROM THE FUND BALANCE TO MAKE UP THAT NEGATIVE AMOUNT.
