    ON THE RESOLUTION AUTHORIZING THE PRESIDENT OF THE EDC BOARD TO SIGN A CONSULTANT SERVICES AGREEMENT BETWEEN THE TOWN OF HORIZON CITY FOR BE AN ECONOMIC DEVELOPMENT CORPORATION AND MARK SMITH. THIS WILL BE EDDIE. YES, SIR. GOOD EVENING. BOARD MEMBERS.

    EDDIE GARCIA WITH THE HORIZON CITY ECONOMIC DEVELOPMENT CORPORATION. AND CAN YOU HEAR ME? OR NO, YOU CAN'T BE HERE. HOW'S THAT? BETTER SO. SO WHAT WE GOT BEFORE YOU IS A CONSULTANT SERVICES AGREEMENT THAT THE HORIZON CITY EDC WANTS TO SIGN WITH MARK SMITH. HE DOES PUBLIC AFFAIRS. HE WORKS WITH THE STATE. HE IS A CONSULTANT, THAT IS ABLE TO GET US IN FRONT OF DIFFERENT BODIES AT THE STATE OF TEXAS, AT THE CAPITAL, AND YOU'LL SEE IN A BIT WHAT IT IS THAT WE'RE TRYING TO DO. THE CITY IS LOOKING AT ANNEXING ABOUT 130 ACRES, WITH HC VENTURES, SO THEY OWN PROPERTY OUT TO THE EAST PART OF THE CITY, AND WE WANT TO DO THIS AGAIN BECAUSE WE NEED TO HAVE ORDERLY DEVELOPMENT IN THAT PART OF THE CITY, SO WE KNOW THAT THERE ARE LARGE TRACTS OF LAND THAT ARE OUT THERE THAT WE WOULD REALLY LIKE TO BRING INTO THE TOWN OF HORIZON CITY. AND HC VENTURES ACTUALLY OWNS PARCELS WITHIN THE CITY OF HORIZON MUNICIPALITY BOUNDARY. SO THE SPARSITY THIS PARCEL IS LOCATED DIRECTLY DIRECTLY WEST OF ASCENSION. AND THESE ARE THE PICTURES OF THIS IS AN AERIAL OF THE PROPERTY. I BELIEVE WHAT WE HAVE BEFORE US HERE IS THE PROPERTY. THIS IS ASCENSION STREET HERE. AND THIS IS HORIZON BOULEVARD. THIS AREA IS OWNED BY HS VENTURES. AND THE PROBLEM THAT THEY'RE HAVING IS THEY CAN'T NECESSARILY LOCATE OR GET ACCESS. INGRESS AND EGRESS TO HORIZON BOULEVARD BECAUSE OF ITS PROXIMITY TO ASCENSION. SO WHAT THEY'RE TRYING TO DO IS CROSS OVER AND GET ACCESS TO ASCEND TO ASCENSION BOULEVARD INSTEAD OF INSTEAD OF HORIZON BOULEVARD, THE PROBLEM IS THAT THIS PROPERTY HERE IS OWNED BY THE GLO, OR PORTIONS OF THE PORTIONS OF THIS PROPERTY OWNED BY THE GLO. SO THERE'S SOME ISSUES THERE IN TERMS OF PROPERTY OWNERSHIP. I THINK THAT WE WANT TO DO IS WE WANT TO GET IN FRONT OF THE GLO TO DISCUSS THIS PIECE OF PROPERTY HERE. BECAUSE IF WE CAN'T GET ACCESS TO ASCENSION, IT'LL BE REALLY DIFFICULT FOR THESE INDIVIDUALS TO DEVELOP THEIR PROPERTY. RIGHT? DOES THAT MAKE SENSE? SO THIS PORTION NORTH IS IN THE CITY LIMITS, TO THE SOUTH IS OUTSIDE OF THE CITY LIMITS. AND ACTUALLY VENTURES HAS INDICATED TO US THAT THEY ARE THEY ARE TRYING TO, GET THIS INTO THE CITY OF HORIZONS MUNICIPALITY WITHIN THE CITY LIMITS, AND THE REASON WE'RE HIRING THIS CONSULTANT IS WE'VE HAD A VERY DIFFICULT TIME GETTING IN FRONT OF THE GLO. RIGHT. GETTING IN FRONT OF LEADERSHIP AT THE GLO. WE'VE MADE CALLS. WE'VE TALK TO DIFFERENT PEOPLE OUT THERE. BUT, YOU KNOW, THEY'VE ESSENTIALLY GIVEN US THE BRUSH OFF, BUT WE WANT TO GET IN FRONT OF THE LEADERSHIP OUT THERE, MR. SMITH HAS INDICATED TO US THAT HE HAS WORKED WITH ANOTHER MAJOR DEVELOPER TO GET IN FRONT OF TH, LEADERSHIP OUT THERE. AND SO THAT'S WHY WE'RE TAKING WE'RE GOING TO WORK WITH HIM TO, TO GET IN THERE. THIS IS A CONCEPTUAL, OF THE PROPERTY THAT'S OUT THERE, RIGHT? SO THESE INDIVIDUALS HAVE ALREADY SPENT DOLLARS ON HCA VENTURES, HAVE ALREADY SPENT DOLLARS TO DEVELOP THIS PROPERTY. SO IT'S A MIXED USE PIECE OF PROPERTY. THEY HAVE RETAIL, THEY HAVE APARTMENTS AND THEY HAVE, MULTIFAMILY AND COMMERCIAL IN THIS AREA. RIGHT. SO THIS IS THE AREA THAT THEY WANT TO BRING IN TO THE TOWN OF HORIZON CITY. THIS IS THE AREA THAT'S ALREADY THERE. I THINK ONE OF THE OTHER THINGS THAT THEY'RE WORKING ON IS BEING ABLE TO GET WATER AND WASTEWATER TO THE SITE WAS JUST ABOUT TO PUT MY THE HAT ON AND SAY, YEAH, SO THAT WE KNOW THAT THOSE ISSUES EXIST, BUT BUT THE BIGGEST CONCERN IS THAT THEY CAN'T CROSS OVER AND GET ACCESS TO ASCENSION BECAUSE THE OWNERSHIP ISSUES THERE WITH THE GLO. WELL, THAT'S ONE OF THE THINGS THAT WE'RE GOING TO DISCUSS WITH THE GLO. BUT SECONDLY, WHAT WE'RE ALSO GOING

    TO DISCUSS WITH THE GLO IS, BECAUSE THE GLO OWNS PROPERTY IN THIS AREA HERE. YOU KNOW, IF WE DON'T, YOU KNOW, IT BEHOOVES IT MAY BEHOOVE THEM TO, TO WORK WITH US IN THIS CASE BECAUSE THIS IS ALL GLO PROPERTY. AND WHEN WE START LAND LOCKING THEMSELVES AND THEY CAN'T LIKE WE DON'T MASTERPLAN THIS WHOLE AREA, YOU KNOW, AND TRY TO GET THIS WHOLE AREA, PLATTED AND BROUGHT INTO THE CITY. RIGHT, SO, SO THEY REALLY NEED TO TAKE A LOOK AT THIS BECAUSE WE'RE TRYING TO GET ACCESS TO THESE DIFFERENT AREAS HERE AND NOT NOT LAND LOCKED THEM INTO THIS AREA HERE BECAUSE THEY'RE ALSO GOING TO HAVE ISSUES GETTING ACCESS TO HORIZON BOULEVARD. DOES THAT IS THAT MAKING SENSE TO YOU ALL? SO THESE ARE THE SOME OF THE ISSUES THAT WE'RE WORKING WITH, WE'RE GOING TO TAKE OUR CASE TO, TO THE GLO TEXAS GENERAL LAND OFFICE TO SEE IF THEY'LL WORK WITH US. ON GETTING SOME OF THIS PROPERTY HERE TO THE SOUTH AND THEN ALLOWING US TO GET ACCESS TO ASCENSION HERE WITH THESE INDIVIDUALS. SO WE'RE WORKING HARD TOWARDS THAT. AGAIN, WE'RE TRYING TO INCREASE THE FOOTPRINT OF THE TOWN OF HORIZON CITY AND TRYING TO BRING IN MORE COMMERCIAL PIECES OF PROPERTY, TO INCLUDE MIXED USE HERE. AND AGAIN, THE BIG THING FOR US IS ORDERLY DEVELOPMENT, RIGHT, BECAUSE WHEN YOU HAVE PROPERTIES THAT ARE OUT, THAT ARE OUT IN THE COUNTY, YOU REALLY DON'T HAVE ANY POLICE POWERS. THERE AREN'T THERE ISN'T ANY ZONING OUT THERE. AND SO IT'S DIFFICULT, YOU KNOW, WHEN YOU HAVE TWO DIFFERENT USES AND THERE IS NO ZONING, YOU CAN ESSENTIALLY PUT UP A HOUSE OR A COMMERCIAL PIECE OF PROPERTY, RIGHT NEXT TO EACH OTHER. AND SO ONE OF THE IT MAY BE A NUISANCE TO THE INDIVIDUALS THAT HAVE RESIDENTIAL. SO AGAIN, IT'S ORDERLY DEVELOPMENT, WHAT IT IS THAT WE'RE TRYING TO DO IN THESE AREAS. ALL THE BLUE, YELLOW OR THE, THE FRONTAGE ON YELLOW IS ESSENTIALLY THE YELLOW PART OF IT HERE IS YELLOW. THIS IS YELLOW. AND TO THE TO THIS AND TO THE SOUTH IS YELLOW. OKAY. I MEAN I THINK THEY RUN UP ALL THE WAY UP TO THERE IS ONE, ONE SECOND L-SHAPED. WHAT IS THE NAME OF THAT GUY THAT'S IN THE CORNER THERE? I THINK THAT WAS ROSSI. I THINK IT'S THIS AREA RIGHT HERE.     AND THIS IS JUST ROUGH ESTIMATE RUNS AROUND THIS AREA HERE. PRETTY MUCH DOWN THAT LINE, RIGHT? YEAH SO WE'RE JUST TRYING TO INCREASE THE CITY LIMITS. WE'RE TRYING TO GET IN FRONT OF THE YELLOW, SEE IF WE CAN GET ACCESS, AND ASK THE YELLOW TO WORK WITH THE DEVELOPER TO SEE IF THEY WANT TO BE, IF THEY WANT TO ALSO COME INTO THE CITY LIMITS TO ENSURE THAT WE HAVE ORDERLY DEVELOPMENT OUT THERE, THAT INSTEAD OF HAVING THIS PICTURE. THIS PICTURE HERE, WHERE THE RIGHT OF WAYS AREN'T GOING ANYWHERE, THAT THEY ACTUALLY CONNECT TO THE PROPERTY THAT THE YELLOW HAS. OTHERWISE, THEY'RE TRYING TO DO THEIR OWN DEVELOPMENT. RIGHT. SO WE WANT TO MAKE SURE THAT WE PUNCH THESE STREETS THROUGH, TO ENSURE THAT THERE'S, YOU KNOW, THERE'S TRAFFIC FLOW IN THE AREA BECAUSE RIGHT NOW IT'S JUST AN INDIVIDUAL STANDALONE PIECE OF PROPERTY, AND THIS COULD POTENTIALLY LEAD TO SOME ISSUES FOR THE YELLOW IF THEY CAN'T GET ACCESS. WAS TAKING ADVANTAGE OF THE CONNECTIVITY IN THE AREA. SO AGAIN, WE'RE WORKING WITH THIS INDIVIDUAL TO, TO GET US IN FRONT OF THE YELLOW, GET US IN FRONT OF THOSE, PEOPLE THAT CAN MAKE THE DECISIONS OUT THERE AT THE YELLOW, THE LEADERSHIP OUT THERE, AND WHAT WE'RE DOING IS WE'RE PAYING $6,000. IT'S A ONE MONTH TERM FOR THIS INDIVIDUAL. ALL WE REALLY NEED TO MEET THEM FOR IS TO GO OUT THERE AND GET US THAT MEETING. WE'RE GOING TO PAY $2,000 FOR THE BEGINNING OF THE CONTRACT. $2,000? WHEN HE NOTIFIES US THAT WE HAVE A MEETING WITH WITH THE LEADERSHIP UP THERE AND $2,000 WHEN THE CONTRACT TERMINATES, BUT ONE OF THE THINGS WE WANT TO MAKE SURE IS THAT HE HE GETS US THAT MEETING. WE'VE ASKED HIM TO GIVE US A TEN DAY, TEN BUSINESS DAY LEAVE SO THAT WE'RE ABLE TO GATHER OUR FOLKS TO GET OUT THERE AND, YOU KNOW, GET THE GET THE FLIGHTS, AND WE HAVE TO STAY OUT THERE, GET A HOTEL, BUT I DOUBT IT. AND WE WOULD LIKE TO ENCOURAGE THEM TO ACTIVATE THAT PIECE OF PROPERTY. THAT'S THE ONE DOWN DOWN HORIZON BOULEVARD RIGHT AT THE CITY

    COULD YOU HELP US MOVE THIS PIECE OF PROPERTY ALSO, WE HAD HEARD A LOT OF INTEREST IN THAT PIECE OF PROPERTY. AND APPARENTLY THIS GROUP WAS ABLE TO CONSIDER THEM TO CONVINCE THEM OF THE IMPORTANCE OF MOVING THAT THEY WERE TALKING ABOUT THE SECTION THAT THIS WAY. BUT, I AM ASKING YOU ALL TO SUPPORT THIS. I DON'T LIKE USING CONSULTANTS THIS WAY. THIS IS. BUT THAT'S THE WAY AUSTIN IS WORKING RIGHT NOW. AND SOMETIMES YOU JUST HAVE TO DO THINGS THAT THAT YOU DON'T LIKE TO DO. BUT NO, WE HAVE WATER CLOSE. WE DON'T HAVE ANY CITY PROPERTY AND SEVERAL WE NEED WE NEED SEVERAL POINTS OF ACCESS THAT, YOU KNOW, THAT MIGHT BE A MULTI-USE FACILITY OR IT'S A MIX OF USES, WHAT THEY'VE INDICATED TO US. AND IT MAY BE IMPORTANT TO YOU GUYS EVENTUALLY BECAUSE OF IF YOU EVER DO SOMETHING WITH IT, FEEL RIGHT. THAT'S ALL PART OF THE PLANNING PROCESS.
