[Items 9 & 10]
ITEM NUMBER NINE. THIS IS A PUBLIC HEARING.THIS IS A SECOND READING OF AN ORDINANCE OF.
OBTAINING APPROXIMATELY 3.9686 ACRES BEING THE PARCEL OF LAND OUT OF SECTION 31 OF 78 TOWNSHIP.
RAILWAY COMPANY SURVEYS A PORTION OF SECTION 31, LOT 78, TOWNSHIP THREE TEXAS AND PACIFIC RAILWAY.
COMPANY SURVEYS. TEXAS HORIZON BOULEVARD AND WEST OF KENNESAW AVENUE, AND AUTHORIZING THE NOTATION OF THE CHANGE IN THE OFFICIAL ZONING MAP OF THE TOWN, PROVIDING FOR THE FOLLOWING FINDINGS OF FACT REPEALER, SEVERABILITY, AND PROPER NOTICE AND HEARING.
GOOD EVENING, MAYOR AND COUNCIL.
THAT'S A LITTLE TOUGH TO FOLLOW THAT ONE, RIGHT? SO THIS IS A REZONING REQUEST FOR A PROPERTY LOCATED NORTH OF HORIZON BOULEVARD AND WEST OF CANAL BOULEVARD.
THE REQUEST IS TO GO FROM A-1 APARTMENTS TO C-1 COMMERCIAL FOR PROPOSED COMMERCIAL USES.
TO THE NORTH, IT'S ALL R4 AND R9 TO THE SOUTH, R9 AND A-1, SOME C-1 AS WELL.
AND THEN TO THE EAST R2, C-1, AND P PLANNED UNIT DEVELOPMENT.
ON THE RIGHT SIDE IS THE AERIAL MAP.
AND AGAIN, SUBJECT PROPERTY IS CURRENTLY A-1.
THESE ARE SOME PICTURES OF THE SUBJECT PROPERTY.
TO THE NORTH PRIMARILY IS SINGLE FAMILY RESIDENTIAL.
THE EAST LAKE MESA ESTATE ESTATES SUBDIVISION TO THE SOUTH.
IT'S VACANT AND UNDEVELOPED LAND.
AND THEN FURTHER SOUTH IS PAST RAINBOW.
TEXAS RAINBOW IS AN APARTMENT COMPLEX.
AND THEN TO THE EAST IS DESERT HILLS ELEMENTARY, AND TO THE WEST IS EAST LAKE UNIT TWO.
SINGLE FAMILY RESIDENTIAL SUBDIVISION.
THIS IS THE CONCEPTUAL SONY MAP IN RED ARE BUILDINGS PROPOSED TO BE 7200FTĀ².
ON THE LEFT IS THE LARGER PARCEL.
IT'S APPROXIMATELY 2.98 ACRES, 2.96 ACRES.
AND THEN ON THE ON THE RIGHT SIDE IS THE SMALLER ONE.
THERE ARE COMPATIBLE USES IN THE AREA.
AND THEN ALSO IT IS NOT A VIOLATION OF THE COMPREHENSIVE PLAN AS IT CALLED FOR OPEN SPACE.
AND IT ACTUALLY GOT ZONED TO TO A1 APARTMENTS.
[00:15:04]
THE LIGHT COMMERCIAL DISTRICT AND SERVE A BUFFER BETWEEN THE SINGLE FAMILY RESIDENTIAL AND THE EXISTING MULTIFAMILY RESIDENTIAL IN THE AREA, SO IT WOULD BE A GOOD FIT.ALSO, THE SUBJECT PROPERTY IS LOCATED ADJACENT TO A MAJOR, MAJOR ARTERIAL CANAL, AND THE PROPOSED USES ARE ALIGNED TO SUPPORT SURROUNDING LAND USES IN THE AREA. THESE ARE THE OPTIONS AVAILABLE TO THE CITY COUNCIL.
AND WITH THAT, THAT CONCLUDES MY PRESENTATION.
UNLESS THERE'S ANY QUESTIONS FROM THE FROM THE COUNCIL.
WELL, BEING THAT THIS IS A PUBLIC HEARING, I'D LIKE TO OPEN THIS UP TO PUBLIC COMMENT.
WOULD ANYBODY FROM THE COMMUNITY WISH TO COMMENT ON THIS AGENDA ITEM? NO. GO AHEAD AND CLOSE PUBLIC COMMENT.
THIS IS THE DISCUSSION AND ACTION PORTION OF THIS SAME ITEM AS PREVIOUSLY READ INTO RECORD.
DO WE HAVE ANY QUESTIONS OR COMMENTS FROM COUNCIL PERTAINING TO THIS AGENDA ITEM? MOTION TO APPROVE. WE HAVE A MOTION AND WE HAVE A SECOND.
COULD YOU PLEASE FOLD THE COUNCIL? ALL RIGHT. YES.
MOTION CARRIES. THANK YOU ALL.
THANK YOU SO MUCH, SIR. ITEM NUMBER 11.
[Items 11 & 12]
THIS IS A PUBLIC HEARING.THIS IS ON THE SECOND READING OF AN ORDINANCE.
ORDINANCE NUMBER 0296, AMENDMENT NUMBER ONE.
AND ORDINANCE AMENDING ORDINANCE NUMBER 0296 OF THE TOWN OF MASON CITY.
ADOPTING THE BUDGET OF THE 2023 2024 FISCAL YEAR TO ALLOW FOR THE TRANSFER OF FUNDS IN THE 2023 STREET MAINTENANCE SURPLUS FUNDS TO THE 2024 STREET MAINTENANCE PROGRAM, AND FROM THE MASS TRANSIT PUBLIC SERVICE BUDGET TO THE PLANNING OPERATING BUDGET AND.
PROVIDING FOR SEVERABILITY CLAUSES.
GOOD EVENING. COUNCIL TERRY CASADA, CAPITAL IMPROVEMENT PROGRAM MANAGER.
THIS ORDINANCE PROPOSES TWO CHANGES TO THE BUDGET.
THE FIRST IS AN AMENDMENT THAT TRANSFERS $13,000 FROM THE PUBLIC SERVICE OPERATING BUDGET TO THE PLANNING OPERATING BUDGET, AND THE SECOND IS TRANSFER OF $509,700 WITHIN THE STREET MAINTENANCE FUND SO THAT WE CAN FUND THE AWARD AND FULL PROJECT FOR STREET MAINTENANCE FOR 2023 2024.
I'M HAPPY TO ANSWER ANY QUESTIONS THAT YOU MAY HAVE.
THIS AGENDA ITEM IS A PUBLIC HEARING WILL GO AHEAD AND OPEN IT UP TO PUBLIC COMMENT.
WOULD ANYBODY FROM THE COMMUNITY WISH TO COMMENT ON THIS ITEM? YEAH. WE'LL GO AHEAD AND CLOSE PUBLIC COMMENT.
ARE THERE ANY QUESTIONS FROM COUNCIL FOR THIS AGENDA ITEM? I HAVE A QUICK QUESTION.
CONSTRUCTION, CONTRIBUTING TO THE FACT THAT YOU NEED THIS ADDITIONAL.
IT IS NOT. THIS IS STRICTLY FOR THE 2023 2024 STREET MAINTENANCE PROGRAM.
OKAY. THEN I DON'T UNDERSTAND THE INCREASE IN THE BUDGET.
I'M SORRY. YOU DON'T UNDERSTAND.
I DON'T UNDERSTAND IF IF IF THAT'S NOT PART OF IT, THEN WHY WAS THERE NEEDED TO BE AN INCREASE? THERE WASN'T ENOUGH FUNDS FOR THE SCOPE OF WORK THAT WAS ADVERTISED, AND THAT WAS PRESENTED TO COUNCIL FOR THE STREET MAINTENANCE.
THE ORIGINAL BUDGET WAS ABOUT 1,000,002.
THE ORIGINAL BUDGET IS APPROVED BY COUNCIL FOR 20 2423 FOR THE STREET MAINTENANCE FUND.
AND WE'RE ADDING ANOTHER A LITTLE OVER HALF $1 MILLION.
AND YOU'RE ADDING A HALF A MILLION FOR 1.7.
THE. I'M JUMPING AHEAD TO THE ITEM 16, BUT THE TWO ITEMS ARE ABOUT A MILLION.
THREE A LITTLE OVER 1,000,003.
[00:20:03]
SO WHAT ARE WHAT OTHER EXPENSES ARE CAUSING IT THEN TO FOR YOU TO NEED THE ADDITIONAL FUNDS? WE ARE THAT AMOUNT OF ADDITIONAL FUNDS.THE AMOUNT THAT WAS BUDGETED FOR CONSTRUCTION CONTRACTS WAS 824,000.
SO WE'RE ADDING 439,000 TO THAT FOR THE 1.2 MILLION.
THAT ALLOWS FOR A CONTINGENCY AMOUNT WITHIN CONSTRUCTION, SO THAT IF THERE ARE ANY OTHER CHANGE ORDERS THAT HAVE TO BE EXECUTED DURING THE PROJECT, WE CAN WE CAN DO THOSE WITHOUT HAVING TO COME BACK FOR ANOTHER AMENDMENT.
THE DEVELOPMENT IS ALSO BEING INCREASED BY ANOTHER 149,000, AND THAT'S TO COVER THE FULL EXPENSE OF CONSTRUCTION MANAGEMENT COSTS.
SO IT'S IT'S NOT JUST THE CONSTRUCTION CONTRACT AWARD, BUT A CONTINGENCY AMOUNT, THE FULL CONSTRUCTION MANAGEMENT AS WELL AS PROJECT MANAGEMENT COSTS. ALL RIGHT.
AND THE 1.2 MILLION ALSO INCLUDED 140,000 FOR OPERATING EXPENSES.
SO THAT DOES NOT CONTRIBUTE TO THE STREET MAINTENANCE PROGRAM.
OKAY. HOW MUCH OF THAT HOW MUCH OF A BURROW WAS IN THERE? I'M SORRY. HOW MUCH THE EXPENSES FOR BRO WERE SUPPOSED TO COME OUT OF THE STREET MAINTENANCE FUND AS WELL.
OKAY. HOW MUCH WAS THAT? I DON'T HAVE THAT FIGURE, BUT I CAN PROVIDE THAT TO COUNCIL.
YES, MA'AM. DO YOU HAVE ANY OTHER QUESTIONS FROM COUNCIL TO APPROVE? SECOND. MOTION TO APPROVE AND A SECOND.
HI, MENDOZA. RIGHT MOTION CARRIES.
[13. Discussion and Action]
ON AN UPDATE ON THE CAPITAL.GOOD EVENING, COUNCIL TERRI CASADA, CITY MANAGER.
THANK YOU. OXBOW, PAULINE AND STREET.
OXBOW, PAULINE AND BARROW STREET IMPROVEMENTS.
WE ARE EXPECTING TO MODIFY THE COMPLETION DATE TO JUNE 21ST OF 2024.
A WALK THROUGH OCCURRED ON OR WILL OCCUR JUNE 12TH TOMORROW.
WE EXPECT THAT TO BE THE FINAL WALK THROUGH AND SO THAT WE CAN START THE CLOSE OUT PROJECT.
AND YOU CAN SEE THAT SOME OF THOSE ARE ABOUT A MONTH OLD.
COUNCIL WILL BE CONSIDERING THE AWARD OF THE SOLICITATION LATER ON THE AGENDA TODAY.
THE STREET MAINTENANCE FUND AGAIN.
COUNCIL WILL BE CONSIDERING THE AWARD OF THIS PROJECT LATER ON.
FOR NORTH DARRINGTON RECONSTRUCTION.
WE BELIEVE THAT WE CAN USE TRW'S FUNDS TO SECURE A CIB LOAN FOR THE FUNDING GAP, AND WE'RE WORKING TO MEET WITH OUR PARTNERS ON THAT SO THAT WE CAN ADJUST THE AGREEMENTS THAT ARE NECESSARY TO CAPTURE THAT THAT INCREMENT, SO THAT WE CAN THEN APPLY IT TO CIB LOAN.
THIS IS GOING TO BE A LENGTHIER PROCESS BECAUSE WE DO NEED TO AMEND THOSE AGREEMENTS.
WE'LL BRING THOSE, OF COURSE, BACK TO COUNCIL.
AND SO AGAIN, ALL OF THAT WILL BE BROUGHT BACK TO COUNCIL.
COUNCIL DID NOT HAVE THAT ON ITS BACKUP.
BUT THIS IS THE MOST RECENT UPDATE, THE ACCESS TO BRIER TOWNHOMES, AND YOU WILL NOTICE THAT ONLY LOCAL TRAFFIC WILL BE PERMITTED TO ENTER FROM HORIZON BOULEVARD, AND ALL TRAFFIC FROM THE TOWNHOMES OR BUSINESSES WILL NEED TO UTILIZE DRIVEWAY THREE, WHICH IS THE ADJACENT BUSINESS DRIVEWAY.
[00:25:01]
NO, SIR. THAT'S DURING CONSTRUCTION.NO, THAT'S DURING CONSTRUCTION.
IT'S JUST DURING CONSTRUCTION.
YES, SIR. WE'RE GETTING REALLY CLOSE.
WE BELIEVE THAT WE CAN EXECUTE THE TEXAS GAS SERVICE ENCROACHMENT AGREEMENT THAT WILL ALLOW FOR THE CONTRACTOR TO START WORK ON NORTH DARRINGTON.
WE STILL EXPECT THERE TO BE 4 TO 5 WEEKS BEFORE THEY CAN MOBILIZE TO START THAT.
AND THEN THE THE DETOURS WILL BEGIN.
THE REIMBURSEMENT AGREEMENT IS STILL PENDING.
AND WE HAVE ACQUIRED ALL OF THE RIGHT OF WAY FOR THE POND.
WE'RE CLOSING ON THE TWO FINAL EASEMENTS AT MURPHY AND WALMART, SO THAT WE CAN HAVE ACCESS TO TO THOSE PROPERTIES FOR THE TRAFFIC SIGNAL THAT WILL BE THERE.
SOUTH DARRINGTON SAFETY LIGHTING.
THE THE PROJECT IS SCHEDULED TO BE COMPLETED THIS SUMMER, SO WE'RE CLOSE ON THAT ONE.
WE ALSO HAVE AN ITEM ON COUNCIL AGENDA FOR THE COUNCIL'S CONSIDERATION.
THAT WILL GIVE YOU A HIGHLIGHT HERE.
TRANSITS PLAZA SIDING PROJECT.
WE ARE EXPECTING TO BRING A SITE RECOMMENDATION TO COUNCIL BY LATE SUMMER OR EARLY FALL.
WE'RE COORDINATING THE SCOPE OF WORK WITH A CONSULTANT.
AND FOR DILLY DILLY IN TRANSIT PLAZA, WE'RE STILL WORKING WITH HUD.
THAT HAS BEEN A LENGTHIER PROCESS THAN WE HAD ANTICIPATED, BUT WE'RE WE'RE WORKING THROUGH IT.
AND SUBJECT TO YOUR QUESTIONS.
COUNCIL. THAT CONCLUDES THE CIP REPORT.
THANK YOU SO MUCH, DOCTOR. ARE THERE ANY QUESTIONS FROM COUNCIL? LET'S SEE. WHAT'S GOING POORLY.
THEY'RE GOING TO BE DONE BY THIS MONTH.
THAT'S WHAT. YES, WE'RE WE'RE DOING THE WALKTHROUGH TOMORROW.
SO THAT ONE'S BEEN ON THERE FOR TEN YEARS.
YES. IT WAS PART OF THE ORIGINAL SERIES.
SO. CONGRATULATIONS ON THAT ONE.
I SECOND THE MOTION. WE GOT A MOTION AND A SECOND.
MOTION CARRIES. ITEM NUMBER 14.
THIS IS A DISCUSSION AND ACTION.
[14. Discussion and Action]
THIS IS ON THE AWARD OF SOLICITATION TO.FACILITIES. PHASE ONE PROJECT.
DAMN TEXAS GENERAL CONTRACTORS.
THERE WERE 8,000,800, I'M SORRY, $8,318,442.
I DIDN'T SEE THAT ONE ON THE AGENDA.
IT'S A SHORT LINE, BUT IT'S A MOMENTOUS OCCASION.
THIS IS THE LONG AWAITED AWARD OF THE SOLICITATION FOR MUNICIPAL FACILITIES PHASE ONE.
COUNCIL MAY RECALL THAT THE CITY DID A BEST VALUE PROCUREMENT, A COMPETITIVE SEALED PROPOSAL, WHICH MEANS THAT THE COST WAS ONLY 40% OF THE OVERALL WEIGHT FOR THE EVALUATION OF THE THE PROPOSERS.
THE CITY RECEIVED SEVEN SOLICITATIONS, SEVEN PROPOSALS, WHICH IS EXCELLENT.
WE WENT THROUGH THE PROCESS OF EVALUATING THEM.
THE EVALUATION COMMITTEE INCLUDED THE USER DEPARTMENTS, THE POLICE CHIEF, CITY CLERK AS WELL, AND THE PUBLIC WORKS DIRECTOR, AS WELL AS THE THE, THE A AND E SELECTION COMMITTEE, WHICH INCLUDES THE FINANCE DIRECTOR, THE CITY ENGINEER, THE CIP MANAGER OUR DESIGN CONSULTANT.
EXIGO WAS AN EX OFFICIO MEMBER.
THEY CERTAINLY SERVED AS A RESOURCE TO THE TOWN.
[00:30:07]
COUNCIL. WE WANTED TO MAKE SURE THAT THE PROPOSER HAD THE APPROPRIATE TEAM, HAD EXPERIENCE WITH SIMILAR PROJECTS, AND COULD DELIVER THE PROJECT ON TIME.WE EXPECTED THAT THOSE WERE THE MOST CRITICAL CRITERIA IN EVALUATING THE PROJECT.
WE HAVE OUR DESIGN CONSULTANT HERE.
WE ALSO HAVE REPRESENTATIVES FROM DANTEC'S.
SHOULD YOU HAVE ANY SPECIFIC QUESTIONS? STAFF IS RECOMMENDING THE AWARD OF THE BASE BID AND THE ALTERNATES.
THERE WERE FOUR ALTERNATES TO INCLUDE THE AN EXTERIOR CANOPY SALLYPORT AT THE HOLDING CELLS AND TWO ALTERNATES FOR LANDSCAPING.
SO SUBJECT TO YOUR QUESTIONS FOR ME OR FOR ANY OF THE TEAM MEMBERS THAT CONCLUDES MY PRESENTATION.
WELL THANK YOU DOCTOR I APPRECIATE IT.
AND CONGRATULATIONS ON THIS ONE AS WELL.
NOT QUITE AS LONG, BUT BUT YOU KNOW.
THERE'S A LOT OF WORK THAT GOES INTO THIS.
TONS. AND. THOUSANDS OF HOURS OF.
OF WORK ON ON EVERYBODY'S PART.
AND YOU KNOW, THANK YOU ALL SO MUCH FOR, FOR FOR THIS THIS IS A GREAT, GREAT THING FOR HORIZON CITY.
ARE THERE ANY QUESTIONS FROM COUNCIL? OF COURSE. THIS INCLUDES YOUR ALTERNATE THE ALTERNATE.
OKAY, YES IT DOES. AND THEN THIS IS TRULY ONLY THE CONSTRUCTION BID.
THEY'RE STILL GOING TO BE ADDITIONAL COSTS FOR MANAGEMENT AND PROJECT MANAGEMENT AS WELL.
YES, MA'AM. THERE WILL BE ADDITIONAL COSTS FOR THAT FOR THE TESTING THAT WILL BE REQUIRED.
AND FURNITURE FIXTURES AND EQUIPMENT ARE ALSO SEPARATE FROM THIS.
ANY QUESTIONS? I WOULD MOVE TO APPROVE THIS ONE.
WHO WOULD LIKE TO SECOND THIS ONE? I'LL SECOND THAT. THERE YOU GO.
SO WE HAVE A MOTION AND A SECOND.
COULD YOU PLEASE PULL THE COUNCIL? YEAH. ALL RIGHT.
I WISH I COULD VOTE ON THAT ONE.
HOW ABOUT AN ENTHUSIASTIC ENDORSEMENT, MAYOR? THERE YOU GO. I THINK IT MIGHT BE APPROPRIATE.
I THINK THE CONTRACTOR IS HERE TO SPEAK TO US A LITTLE BIT, PLEASE.
GOOD EVENING. MY NAME IS TYLER DANIELS.
I'M THE PRINCIPAL OF DAN TECH'S GENERAL CONTRACTORS.
IT HAS BEEN A WHILE SINCE WE'VE BEEN OUT AT HORIZON.
AND SO I'M SUPER EXCITED TO BE BACK OUT HERE IN HORIZON.
SO THIS IS RIGHT UP OUR ALLEY.
WE'RE SUPER EXCITED TO BE WORKING WITH YOU.
WE'VE WORKED WITH THEIR FIRM ON A DOZEN PROJECTS, SO WE EXPECT THIS IS GOING TO GO REALLY WELL ON TIME, ON BUDGET AND GET YOU GUYS OPEN AND INTO A VERY NICE NEW FACILITY. YOU DID SAY ON BUDGET.
BUT WE'LL WE'RE READY TO PUSH DIRT.
I'M SORRY. NO, NO, IT'S THE SAME SLEEPY TOWN.
NO NO NO NO, IT'S IT'S BUSY OUT HERE, THAT'S FOR SURE.
WE'RE SUPER EXCITED AND REALLY APPRECIATE YOUR TRUST IN US.
THANK YOU. WELL, WELCOME BACK TO HORIZON CITY, AND WE LOOK FORWARD TO WORKING WITH YOU ALL.
ALL RIGHT. THANK YOU VERY MUCH.
[15. Discussion and Action]
THIS IS A DISCUSSION AND ACTION ITEM.THIS IS ON THE AWARD SOLICITATION 2024-101 FOR THE 2023 2024 STREET MAINTENANCE PROGRAM TO DENMARK.
FRACKING INCORPORATED FOR $1,148,044 AND SIX.
THIS IS THE AWARD THAT WE DISCUSSED IN THE CIP REPORT TO DEL MAR.
THIS WAS A LOW BID PROCUREMENT.
THE TOWN RECEIVED TWO BIDS FOR THIS PROJECT.
[00:35:07]
PERFORM THE, THE WORK.AND THE TOTAL BID IS FOR THE $1,148,444.60.
THIS IS FUNDED THROUGH THE STREET MAINTENANCE FUND AS COUNCIL HAS JUST APPROVED THE BUDGET.
WE HAVE WE HAVE OUR DESIGN CONSULTANT HERE FROM HEWITT SAWYERS.
IF YOU HAVE ANY QUESTIONS ABOUT THE DESIGN.
AND I DON'T KNOW THAT WE HAVE ANYONE FROM THE CONTRACTOR HERE.
THAT THIS WAS A STANDARD LOW BID PROCUREMENT.
THANK YOU. DOCTOR. ARE THERE ANY QUESTIONS FROM COUNCIL PERTAINING TO THIS AGENDA ITEM WAS 300,000.
THE ESTIMATE. I MEAN, IT WAS 300,000.
AND THE ESTIMATE FOR $1 MILLION.
YES. I HAVE A QUESTION ON THE THE EXTENT OF THE.
IT SAYS IT'S GOING TO YOUR MEMO SAYS IT'S FROM BRO TO CARNAZZO.
AND I WONDER WHY IT'S NOT GOING ALL THE WAY TO CROCKER, SINCE THAT'S WHERE THE SOUTH SIDE WAS DONE.
GOOD EVENING. COUNCIL. ROXANNE MEDINA, A TOWN ENGINEER.
ACTUALLY, IT DOES GO ALL THE WAY TO CROCKER, AND IT INCLUDES BIG LONG.
SO WE DID INCLUDE BIG LONG THE NORTHERN PART OF THE ONLY REASON IT'S DOING THE NORTHERN PART OF MCMAHON IS THAT WHEN THE AIR MUD CAME IN WITH THEIR FORCE MAIN, THEY DID THE SOUTHERN PART OF MCMAHON.
SO THE SOUTHERN PART HAS BEEN RECENTLY REPAVED AND WE WILL BE REPAVING THE NORTHERN PARTS.
OKAY. MY QUESTION WAS BECAUSE IN THE MEMO IT SAID IT WAS ONLY GOING TO.
YES. ORIGINALLY THAT WAS THE LIMITS, BUT WE DID EXTEND IT ALL THE WAY TO CROCKER.
AND THEN WE INCLUDED BIG LONG.
OR KNOW THE LIMITS WE HAD BEEN GIVEN WERE TO NORTH NORTH PORT.
I JUST, YOU KNOW, THAT'LL BE THE THOROUGHFARE ONCE ONCE DARRINGTON STARTS.
AND ARE THERE ANY OTHER QUESTIONS FROM COUNCIL? IS THERE A MOTION TO APPROVE? OKAY, WE HAVE A MOTION AND A SECOND.
COULD YOU PLEASE CALL THE COUNCIL? HI, HI HI HI HI HI HI.
MOTION CARRIES. ITEM NUMBER 16.
[16. Discussion and Action]
AND THIS IS ON A RESOLUTION AUTHORIZING THE MAYOR OR HIS DESIGNEE.THE AGREEMENT WE HAVE WITH DOLLARS AND THEIR TEAM OF.
CONSTRUCTION MANAGEMENT SERVICES FOR THE 2023 2024 STREET MAINTENANCE PROJECTS.
COUNCIL. GOOD EVENING. TERRY CASADA, CITY MANAGER.
THIS IS A COMPANION ITEM TO THE CONSTRUCTION AWARD.
WE ARE PROPOSING THAT HEWITT SALAS WILL BE THE CONSTRUCTION MANAGER FOR THIS PROJECT.
SO THEIR PROPOSAL INCLUDES THOSE SERVICES AS WELL AS CONSTRUCTION MANAGEMENT FOR THE PROJECT.
THANK YOU DOCTOR. ARE THERE ANY QUESTIONS FROM COUNCIL? MOTION TO APPROVE. MOTION TO APPROVE.
[17. Discussion and Action]
THIS IS A DISCUSSION AND ACTION ITEM.PROJECTS AND ADDING THE FOLLOWING PROJECTS TO THE ARPA PROGRAM.
MUNICIPAL. STAGE ONE FURNITURE, FIXTURES AND EQUIPMENT.
F AND E AND 2025 STREET MAINTENANCE.
HOW MANY ITEMS DO YOU HAVE? THIS IS THE LAST ONE, MAYOR.
GOOD EVENING. COUNCIL TERRY CASADA, CITY MANAGER.
[00:40:08]
CONTRACT BY THE END OF THIS CALENDAR YEAR.SO WHAT WE ARE PROPOSING IS THAT WE HAVE A PROGRAM OF WORK THAT MAY BE MORE AMBITIOUS THAN WE ULTIMATELY HAVE FUNDS FOR, BUT THAT ALLOWS STAFF TO PURSUE PROJECTS AND GET AS IT'S GOING TO BE A RACE TO TO GETTING THEM UNDER CONTRACT BY DECEMBER 31ST.
RIGHT? AND I SPOKE WITH WITH THE FINANCE DIRECTOR, OUR GOAL IS TO BRING CONTRACTS BY NOVEMBER SO THAT WE HAVE A LITTLE BIT OF OF LEEWAY SHOULD THERE BE SOME DELAY? SO THAT'S THAT'S WHAT WE'RE SHOOTING FOR.
SO TO DO THAT, WE'RE ADDING PROJECTS TO THE TO THE SCOPE OF WORK OR TO THE PROGRAM OF WORK.
THE ADA TRANSITION PLAN IS A STUDY TO DETERMINE ANY GAPS IN ADA COMPLIANCE, NOT ONLY IN THE CITY'S INFRASTRUCTURE, BUT ALSO IN CITY PROGRAMS. WE HAD PREPARED A SCOPE OF WORK.
WE WERE GETTING READY TO ADVERTISE FOR A CONSULTANT FOR THAT.
STREET MAINTENANCE DESIGN FOR 2025 ALLOWS US TO BE A LITTLE BIT AHEAD OF THE CURVE AND BEGIN DESIGN THIS CALENDAR YEAR FOR WHAT WE HOPE TO BRING TO COUNCIL FOR NEXT CALENDAR YEAR FOR THE STREET MAINTENANCE PROGRAM, AND IT LEVERAGES THE STREET MAINTENANCE FUND.
IF WE CAN AGAIN, DO THE THE STREET DESIGN THIS CALENDAR YEAR.
MUNICIPAL FACILITIES FACE ONE FURNITURE, FIXTURES AND EQUIPMENT.
WE HAVE PROPOSED FURNITURE, FIXTURES AND EQUIPMENT THAT EXIGO HAD PROVIDED.
WE BELIEVE THAT THERE MAY BE SOME BY BOARDS THAT ARE AVAILABLE TO THE TOWN.
BUT AGAIN, THE PLAN IS WE HAVE SOMETHING THAT'S IN PLACE.
I'M NOT SURE IF IT MADE IT ONTO THE RESOLUTION.
IT WAS CARNAZZO EXTENSION FROM CAN.
SO IT'S ALSO FROM WEAVER TO THE SOUTH PONDING AREA.
IF NOT, WE'LL WE'LL NEED TO BRING THAT BACK.
THERE MAY BE AN OPPORTUNITY TO WORK WITH A DEVELOPER ON THIS.
IF NOT, WE'LL WE'LL BRING IT BACK.
BUT AGAIN, THE GOAL IS TO HAVE A ROBUST PROGRAM OF WORK, ALLOW STAFF TO WORK ON THESE PROJECTS AND THEN BRING THEM TO YOU AS WE AS WE PROCURE THE SERVICES OR THE THE GOODS.
I'M SORRY I DIDN'T GO THROUGH THE PRESENTATION.
OOPS. YEAH, I WAS WE WERE BOTH MOVING IT.
THE ONLY ONE. IT'S THE LAST ONE.
TO APPROVE A MOTION TO APPROVE.
WE HAVE A SECOND. COULD YOU PLEASE PULL THE COUNCIL? ALL RIGHT. HI, ORTEGA.
THANK YOU. DOCTOR. APPRECIATE YOU.
THIS IS A DISCUSSION AND ACTION ITEM.
[18. Discussion and Action]
THIS IS TO RATIFY THE RESOLUTION.SECURITY GRANT THAT WAS APPROVED ON APRIL 9TH, 2024.
CORRECTED THE GRANT DATE FOR 2024 TO 2000.
COULD YOU PLEASE STATE YOUR NAME FOR THE RECORD? SURE. MARCO RODRIGUEZ, CHIEF OF POLICE HORIZONS.
[00:45:04]
ALL RIGHT. WE GOT A MOTION.YOU CAN VOTE. ALL RIGHT. SORRY.
HI. MENDOZA. I DON'T I DON'T EXPECT THAT.
YEAH, I'M VERY SURPRISED THAT'S YOUR ONE.
WE COULD HAVE WAITED TILL BUDGET TIME.
COULD HAVE SAVED IT. NUMBER 19, THIS IS A DISCUSSION ACTION ITEM.
[19. Discussion and Action]
THIS IS ON AUTHORIZING THE MAYOR OR.GOOD EVENING. MAYOR, CITY COUNCIL MARCO VARGAS, CHIEF OF POLICE.
THE PURPOSE OF THIS INTERLOCAL AGREEMENT IS JUST FOR TO ASK THE EL PASO, THE CITY OF EL PASO FIRE DEPARTMENT, FIRE MARSHAL'S OFFICE FOR ASSISTANCE WHEN WE ENCOUNTER A AN ARSON HERE WITHIN OUR TOWN THAT THEY DEFINITELY HAVE THE EXPERTISE AND THEY HAVE THE THE EXPERIENCE AND THE STAFFING TO TO BETTER BETTER ASSIST US.
IT'S AT NO COST TO THE TO THE CITY.
NO, SIR. WELL, NOT YET, AT LEAST, I THINK.
I THINK THE CHIEF IS WORKING ON THAT.
MOVE MOTION. I'M SORRY, I DID.
OH. YES, MA'AM. YEAH. YOU SAID THERE'S NO COST.
THAT SEEMS DIFFERENT FROM OTHER INGREDIENTS.
I JUST DON'T WANT SOMETHING TO COME BACK LIKE IT DID WITH HELP.
AND BE CHARGED FOR SOMETHING AND NOT EXPECTING IT.
YES. THEY'RE JUST ASSISTING US.
IT'S A IT'S A COOPERATIVE AGREEMENT.
I MEAN, WE'RE GOING TO SEND OUR DETECTIVES OUT THERE WITH THEM AND THEY'RE GOING TO THEY'RE GOING TO ASSIST WITH THE COLLECTION OF THE EVIDENCE, THE PHOTOGRAPHING OF THE EVIDENCE DETERMINE THE POINT OF ORIGIN, IF THERE WAS ANY FLAMMABLES USED THINGS OF THAT NATURE.
SO WE HAVE A MOTION TO APPROVE.
DO WE HAVE A SECOND? DID WE HAVE A SECOND? WE HAD A SECOND AS WELL.
PLEASE CALL THE COUNCIL MILLER.
MOTION CARRIES. THANK YOU, THANK YOU, CHIEF.
APPRECIATE YOU. DO WE HAVE AN EXECUTIVE SESSION? NO, WE DO NOT.
